HomeMy WebLinkAbout20173477.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES WITHIN VANTAGE ACRES SUBDIVISION ON 197TH WAY AND ON VANTAGE DRIVE AT 195TH AVENUE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that a Stop signs R1-1 be installed within Vantage Acres Subdivision on 197th Way and Vantage Drive at 195th Avenue, to ensure safety to the traveling public, and WHEREAS, on September 25, 2017, the Board continued this mater to allow staff to research the status of the road and adequate time for a work session, and WHEREAS, upon further review and confirmation of the roadways for County maintenance, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install a Stop signs R1-1 within Vantage Acres Subdivision on 197th Way and Vantage Drive at 195th Avenue, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 9th day of October, A.D., 2017. Pc:a.*4-d lot (Cot17 2017-3477 EG0074 MEMORANDUM TO: Clerk to the Board DATE: August 30, 2017 FROM: Cameron Parrott, Public Works SUBJECT: Installation of Stop Signs in Vantage Acres Subdivision Public Works is requesting approval to install traffic regulatory signs (Stop Sign, R1-1) at the intersections (2) of 197th Way with 195th Avenue and at the intersection of Vantage Drive and 195th Avenue. These intersections are within Vantage Acres which is a county maintained subdivision. These roadways are all local gravel roadways. This request was generated by an inquiry from the residents of the subdivision. The easternmost intersection of 197th Way with 195th Avenue has a limited sight distance due to trees in the northeast corner of the intersection. The Manual of Uniform Traffic Control Devices (MUTCD) section 2B.06 suggests: Stop signs should be considered if engineering judgement indicates that a stop is always required because a restricted view exists that requires road users to stop, in order to adequately observe conflicting traffic on the through street or highway. Public Works recommends that traffic be stopped in the south bound direction on the easternmost intersection of WCR 197th Way at 195th Avenue. Public Works also recommends that additional stop signs be installed for south bound traffic entering the westernmost intersection of 197th Way and 195th Avenue and for north bound traffic at the intersection of Vantage Drive and 195th Avenue. These stop signs are not necessarily required due to sight distance obstructions, but are to be installed in locations where it is intuitive to stop for east and west traffic on 195th Avenue. 2017-3477 BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW/ WORK SESSION REQUEST RE: Installation of Stop Signs in Vantage Acres Subdivision DEPARTMENT: PW DATE: 8/30/17 PERSON REQUESTING: Cameron Parrott Brief description of the problem/issue: 197th Way has a restricted sight distance for southbound traffic entering the easternmost intersection with 195th Avenue. There are trees causing the sight restriction in the northeast corner of the intersection. There are two additional uncontrolled intersection that were requested to have stop signs installed. The request was to stop southbound traffic at the westernmost intersection of 197th Way at 195th Avenue and ntthhound traffic at the intersection of Vantage Drive at 195th Avenue. These two intersections do not have restricted sight distances, intersections it is intuitive to stop at these and yield the row to east and westbound traffic on 195th Avenue. All of these intersections are within Vantage Acres subdivision which is maintained by the county. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) • Approve the installation of new signs to stop south bound traffic at the intersections of 197th Way at 195th Avenue and northbound traffic at the intersection of Vantage Drive and 195th Avenue. • Approve the installation of a new sign to stop southbound traffic at the easternmost intersection of 197th Way at 195th Avenue and deny the installation of the new signs at the other two intersections. • Deny the installation of any of these new signs and leave the intersections uncontrolled.
