RE: ACTION OF THE BOARD CONCERNING SITE SPECIFIC DEVELOPMENT PLAN AND
MAJOR AMENDMENT, 1 MJUSRI7-16-0029, TO USE BY SPECIAL REVIEW PERMIT,
USR16-0029, FOR ANY USE PERMITTED AS A USE BY SPECIAL REVIEW IN THE
COMMERCIAL OR INDUSTRIAL ZONE DISTRICTS (EVENT CENTER FOR UP TO 200
PEOPLE, ALONG WITH AN OFFICE AND SHOP FOR TACK SALES) PROVIDED
THAT THE PROPERTY IS NOT A LOT IN AN APPROVED OR RECORDED
SUBDIVISION PLAT OR PART OF A MAP OR PLAN FILED PRIOR TO THE
ADOPTION OF ANY REGULATIONS CONTROLLING SUBDIVISIONS, TO ALLOW
COMMERCIAL RECREATION (USE OF HORSE TRACK AND RIDING ARENA,
INCLUDING FOR USE AS A RACE TRACK AND MATCH RACING FOR UP TO 350
PEOPLE) IN THE A (AGRICULTURAL) ZONE DISTRICT - REYNALDO BONILLA
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public hearing on the 16th day of
August, 2017, at the hour of 10:00 a.m., in the Chambers of the Board for the purpose of hearing
the application of Reynaldo Bonilla, 21505 CR 22, Hudson, CO 80642, for a Site Specific
Development Plan and Major Amendment, 1 MJUSRI7-16-0029, to Use by Special Review
Permit, USR16-0029, for any Use permitted as a Use by Special Review in the Commercial or
Industrial Zone Districts (Event Center for up to 200 people, along with an office and shop for tack
sales) provided that the property is not a lot in an approved or recorded subdivision plat or part of
a map or plan filed prior to the adoption of any regulations controlling subdivisions, to allow
Commercial Recreation (use of horse track and riding arena, including for use as a race track and
match racing for up to 350 people) in the A (Agricultural) Zone District on the following described
real estate, to -wit:
Lot A and Lot B of Recorded Exemption, RE -4329;
being part of the NE1/4 of Section 10, Township 2
North, Range 65 West of the 6th P.M., Weld County,
Colorado
WHEREAS, the Board heard all of the testimony and statements of those present and
deemed it appropriate to continue the matter to September 20, 2017, at 10:00 a.m., to allow staff
adequate time to review the expanded Site Plan and summary from the Planning Commission
hearing that took place on August 15, 2017, and
WHEREAS, on September 20, 2017, the Board heard all of the testimony and statements
of those present and deemed it appropriate to continue the matter to November 8, 2017, at
10:00 a.m., to allow the applicant adequate time to reach an easement agreement with the
Farmers Reservoir and Irrigation Company, and

WHEREAS, on November 8, 2017, the Board heard all of the testimony and statements
of those present and reviewed the request of the applicant and, having been fully informed, finds
that this request be continued to February 14, 2018, at 10:00 a.m., to allow the applicant adequate
time to reach an easement agreement with Farmers Reservoir and Irrigation Company and
Mr. Tom Francis.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the abovementioned matter be, and hereby is, continued to February 14,
2018, at 10:00 a.m.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 8th day of November, A.D., 2017.
