The tower design follows the Weld County standard of providing the opportunity of 4 different carriers to be located on the tower. This "Leased Area" is located on Lot 7 PATCHES Estate PUD. (Survey Attached) 2. The proposed use is consistent with Chapter 22 and other applicable Code provisions or ordinance in effect. Section 22-2-20. I (A.Goal) provides, "Reduce potential conflicts between varying /and uses in the conversion of traditional agriculture lands to other land uses.", The proposed tower facility is located on rural acreage that is part of the PATCHES Estates PUD, The nearest residence is .50 miles from the tower site. The tower will not be lighted per FAA requirements and the site is unmaned. 3. The proposed use is consistent with Chapter 23 (Zoning) based upon the following: ("The objectives of the PUD District are to: encourage flexibility and variety in the DEVELOPMENT of land to promote its most appropriate use; improve the design, character and quality of new DEVELOPMENT; facilitate the adequate and economical provision of public and private services;"). This PUD Zoning district allows for Telecommunications Antenna Towers as a Use by Special Review. 4. The proposed use of a Telecommunications Tower facility will be compatible with the existing surrounding land uses. The surrounding area is rural in character, with a majority of landscape in pastureland and dryland farming. There are numerous oil and gas wells and associated encumbrances in the general vicinity. There are 7 lots in the PATCHES Estates PUD, all are rural homes with acreage outbuildings. 5. The proposed Telecommunications Tower facility is un-maned and the hours for standard maintenance with be Monday -Friday from 8AM to 5PM, 6. There will be no employees located at the site. 7. NA 8. The site will be maintained on an as need bases, with only one or two technicians per site visit. 9, NA 10. The "Leased Area" will be 78'x75', with a gravel base, The access road from the County Road will follow an existing road, which is gravel. 11. NA 12. The proposed site is now pastureland and no additional landscaping is planned. 13. The fence will be 8' chain link, with 3 strands of #12 -gauge barbed wire with 4 -point barbs, on the top. 14. If the proposed Telecommunications Tower facility is determined to be abandoned or the Lease has terminated, Eco-Site Inc. will remove all improvements and return the site to the conditions that existed prior to the construction of the facility. 16. NA 3. The monopole will support the communications & antenna equipment on the tower. RE Justification ■-Mobile ASR 10 Mile Tower Registrations First, reviewing the RF Justification by T -Mobile for the location at 13455 CR 8, you will see the most coverage for the area is provided by a 170' tall communications tower. The height of the RAD center on the tower provides a "in building" coverage area of roughly 2.5 miles, depending on terrain. This coverage fills the gap that is now present in the T -Mobile network. This is shown on the first page of the attached graphic. Based upon the attached information, the request for a tower at 170' is justified, in order to provide "in building" coverage in the area. Second, attached you will find an FCC ASR Registration Tower search, covering a 10 -mile radius from the proposed tower site location. In reviewing the list of towers you will notice the following facts. S a • a • There are 42 towers registered within the10 mile radius. 17 of the 42 towers are at a lower height than the 170' that is needed to provide the necessary coverage. 19 of the 42 towers registered are "Broadcast" towers, which are used for either radio or television. Co -location is not possible due to the possibility of RF interference. 4 of the 42 towers registered are controlled by either, Government agencies, Rail Road companies or Petroleum companies. 2 of the 42 registered communication towers have the necessary height that is required, however, both towers are over 9 miles from the proposed site. Therefore, the towers are too far away to provide any coverage in the area that the RF justification has outlined. T -Mobile Site DNO15O3B RF Justification T -Mobile is requesting to build a site at 16455 County Road 8 with a height of 170' AGL in order to improve existing service coverage and quality in residential areas South East of Fort Lupton, along Hwy 41 and have continuous coverage between existing sites The accompanying coverage prediction plots exhibit the need for this height. The colored shade shows "In building" quality coverage. Existing T -Mobile Coverage Coverage with DNO15O3 B at 70' without variance There is improvement around the site but gaps still exist. There is no continuous coverage, another site will be needed to cover Hwy 41. Coverage with DNO15O3B at 169' with variance The greater height provides improved area of Very Good Service in ail directions. In order to assure you of the high quality of all Valmont products, we would like to offer the following comments: • Communications monopole structures designed by Valmont are sized in accordance with the latest governing revision of the ANSI/TIA 222 standard unless otherwise requested by our customer. This standard has been approved by ANSI/ASCE-7, which has dealt with the design of antenna support structures for over 40 years. The TIA standard, based on provisions of this nationally known specification, has a long history of reliability. At its core philosophy is its first and foremost priority to safeguard and maintain the health and welfare of the public. • The TIA standard designates a minimum wind loading for each county in the United States. Valmont uses the wind loading listed in the TIA standard unless a greater value is specified by our customer. Structures are also designed for radial ice at a code specified reduced design wind loading. Code designated coefficients are used to ensure that the structure will survive the designed wind speed. The structure can usually survive even a greater wind load than the basic design wind speed because of these conservative coefficients. • Design and loading assumptions that are used for the analyses of these structures are very conservative in nature when compared to other codes, which makes structural failure highly improbable. • Failure of a steel monopole occurs when a point is reached where the induced stresses exceed the yield strength of the material. At this point, the deflections induced in the material are no longer temporary. Hence, a permanent deflection in the monopole would exist. • The term failure above refers to local buckling at a designated point on the pole. Local buckling does not cause a free falling pole; rather it relieves the stresses from the pole at this location. Monopoles are flexible, forgiving structures, which are not generally susceptible to damage by impact loads such as wind gust or earthquake shocks. • When local buckling occurs, a relatively small portion of the shaft distorts and "kinks" the steel. When the pole begins to bend the exposure area is reduced and therefore, the force due to wind is decreased as well. Even though buckling exists, the cross section of the pole is capable of carrying the entire vertical load. Therefore, wind induced loads could not conceivably bring this type of structure to the ground due to the excellent ductile properties, design criteria, and failure mode. • Valmont's communication poles have proven to be very reliable products. Valmont has provided structures that have performed well during earthquakes in California, hurricanes in the South (including Hugo, Andrew, Opal and Katrina), and a number of tornadoes. In over 25 years of engineering and fabricating thousands of monopoles, to our knowledge Valmont has never experienced an in service failure of a communication pole due to weather induced overloading, even though, as in the cases of Hurricanes Hugo, Andrew and Katrina, the wind speeds exceeded the design wind speed. If cultural materials are discovered during construction please notify the Tribal Historic Preservation Office. Under the authority of Section 106 of the National Historic Preservation Act of 1966 and in accordance with 36CFR800.2A4, after reviewing the materials you gave us for the project, the Spirit Lake Tribal Historic Preservation Department finds there should be no effect by the proposed undertaking on cultural resources. The proposed undertaking is near known and documented cultural resources. Many of these resources are Native American sites. The following applications are enclosed: • Special Use Application - $2500 • Zoning Permit Application - $500 • Subdivision Exemption - $180 + $11 • USR plans 2' x 3' • Zoning Site Plans 11" x 17" You will also find a check for the total amount of $ 3,191, which covers the fees for the applications. As per Weld County requirements, a neighborhood meeting was held on August 3, 2016 and letters were sent to inform neighbors within 1000' of the proposed site. No one from the neighborhood attended the meeting. The Owner of Lot 1 was sent two letters requesting an opportunity to meet and discuss the proposed development, however there was no response. Concerning the PUD that shows a "Horse Easement", the "Protective Covenants" were never filed with the county per the statement on the Plat. Also, the "easement" is not usable do to the fact that lots 1-7 have erected fences blocking the easement. Since the owner of lot 7 has provided an access easement across his property, we feel this satisfies any access questions. I have also contacted the Gas Pipe Line company and we have agreed to cross their "easement", by going overhead with electrical along the east side of the property. The access easement and utility easement are shown on the site plan drawings. Hopefully I have provided the necessary information for the applications. ADVANTAGE performed this Phase I ESA in general conformance with the ATM International Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, Designation E 1527-4 Site Description The subject property consists of a 75 x 75' grass covered area in the eastern portion of the larger parent parcel (36.00 -acres) owned by Robert D. and Claudia Marvin. The subject property is located at 16455 County Road 8 in Fort Lupton, Weld County, Colorado. The property has a tax parcel identification of R7081298 and is located within an agricultural area. The subject property is currently utilized as a grass covered area for feeding livestock. The remainder of the parent property consists of grass and dirt covered areas with a residential structure and several garages situated in the southern portion of the property. Eco-Site is proposing to construct a monopole communications tower within a 75' x 75 fenced compound. Eco-Site also proposes a 30' wide access and utility easement leading from County Road 8. Report Findings The following is a summary of the findings and opinions of this report: Historic and Current Usage of Property Historically, the subject property has contained no structures since at least 1902. The current property owner utilizes the subject property as an agricultural tract of land for feeding livestock, and was previously grassland. It is the opinion of ADVANTAGE that these findings do not represent a Recognized Environmental Condition. Exterior Observations The area of the proposed communications facility is currently grass covered and located in the eastern portion of the larger parent property owned by Robert D. and Claudia Marvin. The subject property is currently utilized as a grass covered area for feeding livestock. No signs of staining, stressed vegetation, or other indications of potential environmental impact 1 were observed on the subject property during the site inspection. It is ADVANTAGE'S opinion that these findings do not represent a Recognized Environmental Condition. Interior Observations No structures were noted on the subject property Parent Property The parent property consists of grass and dirt covered areas with a residential structure and several garages situated in the southern portion of the property approximately 1,100 feet south of the proposed fenced compound. The interior of these structures were not reviewed as part of this assessment. No signs of staining, stressed vegetation, or other indications of potential environmental impact were observed on the parent property during the site inspection. It is ADVANTAGE'S opinion that these findings do not represent a Recognized Environmental Condition. Surrounding Properties Upon review of the EDR Report, zero (0) facilities associated with environmental concerns were identified within the search radius of the site. ADVANTAGE believes that this finding does not represent a Recognized Environmental Condition. Conclusions This Phase I ESA has not identified evidence of recognized environmental conditions in connection with the subject property.
