Regular Session Minutes

The Board of Trustees of North Colorado Medical Center met in Regular Session on Monday,
December 11, 2017, in the Richard Stenner Boardroom located at North Colorado Medical
Center. There was no quorum; however, the following discussion took place at 12:00 p.m.
ATTENDANCE REPORT
NCMC Board of Trustees: Mark Lawley, Michael Simone, Brian Underwood, and Sean Conway
(Commissioner, non -voting member), with Dr. Susan Carter, Catherine Davis, Kevin Mullin,
and Jason Yeater each being Excused
Banner Health: Margo Karsten (NCMC CEO), and Wendy Sparks (NCMC COO) -Excused
Staff: Ken Schultz (Inc. Board Executive) -Excused, and Jeff Carlson (Inc. Board Exec. Dir.)
Recording Clerk: Esther Gesick (Weld County Clerk to the Board)
PUBLIC COMMENT - There was no public comment.
APPROVAL OF MINUTES
Because there was no quorum, approval of the minutes from the November 27, 2017, Regular
Session meeting will be held over to the January 9, 2018, Regular Session meeting.
CEO REPORT or COO REPORT
NCMC COO, Wendy Sparks was excused and the monthly report will be held over until the
January 9, 2018, Regular Session meeting.
COMMISSIONER'S REPORT - There was no formal Commissioner's Report.
VISITATION REPORT
BURN UNIT
Dr. Lindsay Deeter and Julia Boyd, RN, were present and displayed a video of a recent news
story highlighting the exemplary efforts of the Burn Unit in response to a November 16th oil
rig fire northeast of Greeley, CO. They commended all of the staff involved, gave an overview
of the department and answered questions from the Trustees. Following the meeting, Brian
Underwood provided his summary of the Q&A portion of the visit, a written copy of which is
attached as a part of these minutes.

Visitor Question and Answer Session
Burn Unit — Dr. Lindsay Deeter and Julia Boyd, RN
How is the burn unit staffed?
- 12 nurses, 2 CNAs (all are wound techs)
Tell us about the special needs of burn patients —
- Burn patients have special complications regarding their skin — i.e. no skin to regulate body
temperature/humidity. Very sensitive to water temperatures. Special shower rooms are
used to accommodate these special needs
- Special rooms allow for sedation, ventilators, music (distraction technique)
- Pain and acute stress management (PTSD issues) are part of patient treatment too.
How are patients with inhalation injuries treated?
- Swelling of airway is typical and often necessitates the need for using ventilators.
- However, the airway also improves quickly (heals fast)
- There are many studies underway by the American Burn Association in this area (seeking
more funding for further study/research)
How many patients are treated annually in the burn center at NCMC?
Around 140 patients a year. This includes burn pati8ents and other stuff —like wound care.
NCMC burn center serves a 9 state area.
- NCMC staff provides training throughout the area in acute burn life support (ABLS)
- Patients requiring care come from the following areas:
■ Oil field (flame exposure)
■ Drug/alcohol
• Scalding
• Chemical burns
What is an average length of stay?
- Patients will typically be hospitalized for 1 to 1 %2 days for every 1% of skin surface burn (rule
of 9s)
Funding?
- Two major golf tournaments provide major source of funding for the burn unit ( -
$45k/year). The annual burn conference also leads to education grants.
Scar Management?
Various techniques are employed (such as needling). Much of this is done through plastic
and reconstruction surgery.
There are also special patient garments that are used for scare mgmt. as well.

On Thursday, November 16, if you were working, you may have heard the succession of three Code Traumas in the
afternoon. That is when our facility received three burn admissions from an oil rig fire northeast of Greeley. We received
multiple story submissions related to this incident with lots of examples of staff living out our new Values. There was so
much wonderful feedback that we tried to condense it to a few bullet points for ease of reading. Julia Gentry, RN
Director for the Western States Burn Center states, "The NCMC team rallied around the staff and providers in Burn to
ensure that the patients received the best care at the most critical time. The team felt they had great support from ER,
OR, Respiratory therapy, and ICU. We truly have an amazing team of providers and staff in Burn and they are helping to
ensure that these gentlemen have the best outcome from this tragedy."
• Dr. Deeter shared, "The ED was able to help mobilize a significant amount of staff -be it nurses, RT, providers,
leadership, trauma services, and everyone in between. But it didn't stop there...the collaboration and get 'er
done attitude from everyone that night through care that continues for these patients is incredible to watch.
Seeing EVS, nutrition services, consulting services, nurses working extra shifts, pharmacists working late,
interpretive services staying until all hours of the morning and our CEO Margo stopping by to lend support... this
is evidence of the great team we have and the great hearts in every member of that team. The support from the
entire hospital has allowed us to provide top notch care for these patients. I want to thank everyone for all they
have done and continue to do...and our patients' families have expressed incredible gratitude for the care their
loved ones have received."

• Darlene Darby from the NCMC OR would like to "acknowledge the following managers' exemplary patient care
practices and management techniques exemplifying "leadership from the top down." Jennifer Barnes (OR Senior
Manager), Marcus Rusch (AC/PACU Manager), Natelle Perez (Endoscopy Manager), Olivia Whalen (OR Charge
Nurse) and Doctor Saltz (General Surgeon) reported to the Emergency room to assist with burn patients arriving
at NCMC from an oil rig explosion. All of these people along with Doctor Deeter (Burn), raced against the clock
to save the patients presenting with 85%, 65 % and 30 % burns. Officially off duty, these managers fought
against the odds for 90 minutes in order to stabilize the patients, get them into a controlled environment and
give the families time to arrive. Three families were able to see and talk to their loved ones because these
people answered the call to duty and don't believe in giving up."
• According to Brittany Ford, RN House Senior Manager, "Our usual trauma response includes ER staff, Critical
Care staff, Respiratory, OR, and Anesthesia, but this event required several more teams to contribute and those
that are usually there had to participate in a much greater capacity. The pre -hospital teams communication was
spot on and allowed for the success of the entire event because we were able to get resources ready prior to the
patients arrival, MedEvac, AirLife, and EMS were all involved in transporting and preparing us. The additional
resources for the trauma response came from ER (who called in extra staff), Critical Care (who moved patients,
got equipment, and sent staff to the ER), the Burn team (who brought in extra staff and offered expertise to
prepare as well as guide the event), the OR (who sent their management team because of complex cases in the
OR), Respiratory Therapy (who got extra staff pulled from the floors to assist), Social Work (who handled all of
the family notifications), and even the Language services team (who sent Nini Seaton to assist, and she stated
until 2200 comforting a family- "customer obsessed"). Dr. Deeter and Rebecca Garber along with Dr. Saltz ran a
flawless incident and their expertise was absolutely vital to the success of the incident (disciplined focus).
People are already talking about how our work on these type of events since the last time improved this incident
(relentless improvement) and how we can be even better next time (courageously innovative)."
• Others specifically recognized by Brittany include Sarah Schneider, Marti (Martha) Francis, Wayne Potter,
Rebecca Cook, Leah Follmer, Stacie Hubbard, Sarah Zeller, Jess Fritz, John Vienhage, and Sarah Thiemann. There
were so many that we hope we haven't missed anyone, but just know that you are all very much appreciated.
We are all proud of the work this team did caring for these patients and we offer a well -deserved HIGH FIVE along
with some hugs. Thank you for bringing your best every day!
