PROPERTY INTO THE JOHNSTOWN FIRE PROTECTION DISTRICT
The Milliken Fire Protection District is requesting voter approval to dissolve. The Board of
Directors of the Johnstown Fire Protection District has therefore preliminarily adopted a
Resolution proposing the consideration of a Resolution calling for an election on the issue of the
inclusion of the real properties currently within the Milliken Fire Protection District boundaries
into the Johnstown Fire Protection District boundaries.
A resolution proposing inclusion will be considered for final adoption at a public hearing before
the Johnstown Fire Protection District's Board of Directors on Wednesday, April 12, 2017.
Pursuant to the requirements of § 32-1-401(3), C.R.S., the following information is provided:
Date/time/place: Wednesday, April 12, 2017 at 6:00 p.m. at the Johnstown Fire Station located
at 100 Telep Ave., Johnstown, Colorado.
1. Purpose of Meeting/Hearing: To consider final adoption of a resolution proposing inclusion
into the Johnstown Fire Protection District of all real property currently within the Milliken
Fire Protection District's boundaries.
2. Type of District: The Johnstown Fire Protection District is a special district and political
subdivision of the State of Colorado, organized and existing under Title 32 of the laws of the
state of Colorado. It provides fire prevention and suppression activities, emergency medical
and rescue services, fire code enforcement, hazardous material responses and all other
activities permitted under Title 32.
3. Maximum Mill Levy Imposed by State Statute: Johnstown Fire Protection District's
current mill levy is 11.483. There is no maximum mill levy that may be imposed if the area is
included. However, mill levies cannot be increased without the approval of the voters.
Milliken Fire Protection District's current mill levy is 10.7490 (general, not including the 2012
issued bond due in 2024). A tax increase of 0.734 will be considered by the Milliken Fire
Protection District property owners in order to meet the same level as the Johnstown Fire
Protection District as part of the inclusion/dissolution process.
4. Procedures for Filing Request for Exclusion: Any property owner wishing to have
property excluded from the inclusion process must file a written request for exclusion no
later than April 2, 2017, being 10 days prior to the hearing. Such written request must be
filed with the following: Board of Directors, Johnstown Fire Protection District, P.O. Box
130, Milliken, CO 80543. Exclusion shall be at the sound discretion of the Board,
considering the best interests of the public health.
