COMMENTS: General Project Information/Location: Project description: Amend USR-1366 (Fence Company) to include staging, storage, parking, and maintenance of Oil and Gas equipment This project is west of and adjacent to County Road and is north of County Road. URBANIZING VS NON -URBANIZING DRAINAGE AREA: This area IS within an Urbanizing Drainage Area: Urbanizing Drainage Areas typically require detention of runoff from the 1 -hour, 100 -year, storm falling on the developed site and release of the detained water at the historic runoff rate of the 1 -hour, 5 -year storm falling on the undeveloped site for URBANIZING areas. Detention pond waived and a simple drainage narrative: The applicant has submitted a Drainage Narrative stating that the site will meet exception 1.A.8 for sites where the development of the site does not change the imperviousness of the site. Grading Permit A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications are accepted after the planning process is complete (plan recorded). An Early Release Request Form may be entertained only after the applicant and Planning Department have reviewed the referral and surrounding property owner comments. The Early Release Request may or may not be granted depending on referral comments and surrounding property owner concerns. Contact an Engineering representative from the Planning Department for more information. A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Floodplain: This area IS NOT in a FEMA regulatory floodplain. CONDITIONS OF APPROVAL: A. The plan shall be amended to delineate the following: 1. The applicant shall show the drainage flow arrows. Staff comments made during this phase of the application process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: General Project Information/Location: Project description: A Site Specific Development Plan and Major Amendment to a Use by Special Review Permit, USR17-02-1366, for any use permitted as a Use by Right, an Accessory Use, or a Use by Special Review in the Commercial or Industrial Zone Districts, (Majestic Fence Company) to include Mineral Resource Development Facilities including Oil and Gas Support and Service (the staging, storage and parking and maintenance of exploration, production or workover equipment) provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions in the A (Agricultural) Zone District This project is north of and adjacent to CR 50 and is west of CR 15.5. Parcel number 095732000027. Access is from 15.5. Access: An Access Permit application was submitted with the application materials. Public Works will review the application and provide an access permit and permit number if approved. Questions concerning access requirements can be directed to Public Works access permit division. An Access Permit is required. For new accesses and/or change of use of an existing access, the fee and photos are required (Access permit instructions and application can be found at: https://www.weldgov.com/departments/public works/permits/ Chapter 6, Sections 6.3, 6.4 and 6.5 of the Weld County Engineering and Construction Criteria, offer access design guidance. Questions pertaining to access permits or access design shall be directed to the Public Works Department. For shared accesses, Public Works strongly recommends that the property owner establish an access road maintenance agreement so future owners of the properties will be aware of their requirements for shared maintenance of the access road. This is not a requirement for the recorded exemption but is recommended to avoid property owner conflicts in the future. Entrance gates (if applicable) must be set back a minimum of 100 feet from edge of shoulder to allow a truck with trailer or RV to pull completely off of the roadway and open the gate. In no case shall any vehicle(s) stopped to open a gate be allowed to create a safety issue for roadway users. When feasible, there shall be no net increase in the number of accesses to a public road. Roads: County Road 15.5 is a gravel road and is designated on the Weld County Road Classification Plan as a local road, which requires 60 feet of right-of-way at full buildout. The applicant shall delineate on the site plan the future and existing right-of-way. All setbacks shall be measured from the edge of future right-of- way. This road is maintained by Weld County. County Road 50 is a paved road and is designated on the Weld County Road Classification Plan as a collector road, which requires 80 feet of right-of-way at full buildout. The applicant shall delineate on the site plan the future and existing right-of-way. All setbacks shall be measured from the edge of future right- of-way. This road is maintained by Weld County. Traffic: Latest ADT on CR 15.5 was taken on 2/1/2012 which counted 95 vpd with 17% trucks. A traffic narrative was submitted with the application materials and indicated that there will be less than one daily roundtrip. The expected traffic routes are CR 15.5 to CR 50 and distribution of traffic is estimated to be 100% to/from CR 50. The site will have 2-10 employees working on an irregular schedule. TRACKING CONTROL: Tracking control is required to prevent tracking from the site onto public roadways. Minimal standards are listed below. Temporary Tracking Control shall be used during construction unless permanent tracking control is installed ahead of construction activities. Less than 20 passenger vehicle round trips/day, no upfront tracking control requirements. Improvements and Road Maintenance Agreement: No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day or 50 round passenger vehicle trips/day or if defined as a Site Plan Review (SPR). A development standard will be applied to the recorded map indicating any impacts to the road must be mitigated by the owner. The application indicates that approximately 2 to 10 employees could access the site. However, the majority of employees pick up equipment and proceed to the job site. A portable toilet and bottled water can be used for employees who are on site for 2 consecutive hours or less and 2 or less full time employees on site. If the existing septic system will be utilized for more than 8 employees, an engineer review is required and if the system is inadequate a repair permit must be submitted and the system shall be brought up to current requirements. Minor maintenance will occur on the property. There will be a dumpster on site for trash and used oil will be taken to a recycling facility. There will not be fuel storage or washing on site and there are no floor drains in the existing building. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. The applicant shall operate in accordance with Chapter 14, Article 1 of the Weld County Code. 4. Fugitive dust should attempt to be confined on the property. Uses on the property should comply with the Colorado Air Quality Commission's air quality regulations. 5. The facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S. 6. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to On -site Wastewater Treatment Systems. A permanent, adequate water supply shall be provided for drinking and sanitary purposes. 7. Adequate drinking, hand washing and toilet facilities shall be provided for employees, at all times. For employees or contractors on site for less than 2 consecutive hours a day, and 2 or less full time employees on site, portable toilets and bottled water are acceptable. Records of maintenance and proper disposal for portable toilets shall be retained on a quarterly basis and available for review by the Weld County Department of Public Health and Environment. Portable toilets shall be serviced by a cleaner licensed in Weld County and shall contain hand sanitizers. 8. In the event the existing septic system usage will exceed 8 people, the septic system shall be reviewed by a Colorado registered professional engineer. The review shall consist of observation of the system and a technical review describing the system's ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed, the system shall be brought into compliance with current regulations. 9. The operation shall comply with all applicable rules and regulations of State and Federal agencies and the Weld County Code. Review of Submitted Project Front Range Fire Rescue Authority Comments Applicant(s): Shawn & Stacey Greathouse Case #: 1MJUSR17-02-1366 Review Date: March 14, 2017 Contact: Tyler Drage, (970)584-4464 x105 These comments pertain to a proposal for a site specific development plan and major amendment to a use by special permit review. Specifically, the applicant has applied for permission to lease a portion of his/her existing fenced parcel for the parking of oil and gas equipment. The proposal, as submitted, indicates that no new structures are proposed at this time, and there will be no changes made to the current structure. The scope of these comments is limited solely to the desired use of the property for storage of equipment/vehicles. 1. With regard to fire and life safety issues, all requirements of adopted 2006 International Fire Code, including all appendices, must be met. 2. Information provided indicates that the address of the property is 24047 County Road 15.5. Information from the Weld County Assessor's Office indicates that this address is currently assigned to a residential structure north of the site indicated. No address number appears to be assigned to the property in question. To provide the fire department with the ability to locate the address, an address must be assigned to the property and said address numbers must be posted adjacent to the primary entrance gate, with a minimum size of four (4) inches and stroke width of 0.5 inch, in a color that contrasts with the fence. 3. Access to the property is via a recycled asphalt entry apron and a 20 -foot roll gate. The property owner must purchase and install an approved Knox padlock (www.knoxbox.com) with a keyway for Front Range Fire Rescue. 4. Information has not been provided that shows any available fire hydrants near the property in question. Due to the increased fire hazard associated with adding vehicle/equipment storage, a fire hydrant must be installed within 500 feet of the entrance to the storage area. 5. Installation/use of any above -ground or underground storage tanks containing flammable and/or combustible liquids, for the purposes of refueling vehicles/equipment, is prohibited without written approval from Front Range Fire Rescue.
