RE: APPROVE GRANT FUNDING REQUEST FROM HABITAT FOR HUMANITY OF THE
ST. VRAIN VALLEY TO PURCHASE PROPERTY (801 GLEN DALE STREET,
DACONO) AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Greeley/Weld County Housing Authority, has
been presented with a Grant Funding Request from the Habitat for Humanity of the St. Vrain
Valley to purchase property in The Glens neighborhood, specifically described as 801 Glen Dale
Street, Dacono, Colorado, for the amount of $50,500.00, and
WHEREAS, after review, the Board deems it advisable to approve said grant funding
request, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex -officio Housing Authority Board, that the Grant Funding Request from the
Habitat for Humanity of the St. Vrain Valley to purchase property in The Glens neighborhood,
specifically described as 801 Glen Dale Street, Dacono, Colorado, for the amount of $50,500.00,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign any necessary documents.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 6th day of December, A.D., 2017.

RE: Awarding of Grant to Habitat of the St. Vrain Valley
At a Work Session on December 4, 2017 the Weld County Commissioners approved
a Grant request from the Habitat for Humanity of the St. Vrain Valley in the
amount of $50,500 to allow them to purchase a lot at 801 Glen Dale Street in
Dacono. This will allow the construction of a single family home for a
qualified low-income family and will further their goal of improving the
Glens of Dacono neighborhood. The source of funds is from monies received due
to the dissolution of the Weld County Farm Labor Sponsoring Association.

Habitat for Humanity of the St. Vrain Valley is seeking funding to purchase the property at 801 Glen Dale Street
in The Glens neighborhood in Dacono. Habitat has been building homes, communities and hope in the St. Vrain
Valley for almost 30 years. In that time we have built 81 new homes, repaired 29 owner -occupied homes, and
funded the building of over 150 homes internationally, all in partnership with low-income families and individuals.
In 2015 Habitat started the Neighborhood Revitalization (NR) program in The Glens of Dacono with the mission
to serve more people and empower residents to improve their quality of life. Prior to Habitat's NR activity we had
built 5 homes in The Glens in as many years. In the last two years we have been able to serve an additional 18
families through expanded services such as critical home repairs for owner -occupied homes (many of whom are
seniors), additional new homes, and partnerships with other organizations, agencies, businesses, churches, and
the local municipality.
A large part of the Neighborhood Revitalization program is engaging the residents of the neighborhood as leaders
and decision makers in the process. In a survey of residents we found that one of the major issues in The Glens
was vacant residential properties. Vacant properties attract unsafe activities and behavior. The majority of these
vacant properties are dilapidated beyond repair or would need several major repairs to make them livable.
The lot at 801 Glen Dale Street is one of these vacant
properties. It has been condemned by the City of Dacono.
The owners are elderly, in poor health, and live in
Wyoming. The City has had to board up the property and
shut off the water after squatters broke into the house
multiple times. Habitat is under contract on the property
at an agreed upon price of $50,500. Habitat plans to
demolish the old trailer immediately and build a single-
family home for a qualified low-income homeowner who
will repay a no profit mortgage back to Habitat.

The price of $50,500 is well below market compared to other lots for sale in the neighborhood. This price already
includes all taps, which could run as high as $40,000, making this lot "builder -ready". Similar vacant condemned
properties in The Glens have ranged in sale price from $75,500 to $88,500 over the last year. This is a 38%
increase from the year before. As we have seen the cost of land double in the last 8 years we are strategically
trying to build a land bank in The Glens so we can continue to serve families in Weld County with Habitat's
traditional new -home program.
A grant of $50,500 from the county would allow Habitat to acquire the lot at 801 Glen Dale Street and build a
new home to sell to a low-income homebuyer who would not otherwise have the opportunity to own a home in
our unity.

The lot at 917 Glen Ayre Street is one of these vacant properties. This lot is currently a "commercial" trailer. It
has been home to a variety of unsuccessful businesses from a hot dog stand to a dog grooming salon, each
closing their doors after less than a year. This trailer sits right at the entry to The Glens neighborhood and has
been an eyesore for decades. It perpetuates the image of The Glens as a blighted trailer park. Habitat has had
a desire to purchase this lot for years and to build new homes which will help change the perception of the
neighborhood. The lot was originally listed for sale at $1{65,000. The listing price decreased to $145,000 in August
and again to $135,000 on November 9t". Splitting the lot in two would allow for a duplex, making each piece of
land worth $67,500.

The price of $67,500/lot is below market. Similar vacant condemned properties in The Glens have ranged in sale
price from $75,500 to $88,500 over the last year. This is a 38% increase from the year before. As we have seen
the cost of land double in the last 8 years we are strategically trying to build a land bank in The Glens so we can
continue to serve families in Weld County with Habitat's traditional new -home program.
The City of Dacono supports Habitat's acquisition of 917 Glen Ayre Street. The property is currently zoned
commercial. If Habitat -were to acquire the property, ,the City of Dacono has agreed to rezone the lot to: be
residential at their expense so Habitat could build on it. Additionally, the City of Dacono has agreed to split the
tap on the property at no cost to Habitat, so the lot could support a duplex. This is substantial, as taps in The
Glens can run as high as $40,000.
Without clear funding,. Habitat has not yet been able to make an offer or negotiate a price on this property, but
we believe time is imperative and if we lose this prospect we will not have another one like it. A grant of $150,000
from the county would allow Habitat to acquire and immediately demolish the trailer. Assurance of funding would
allow Habitat to begin negotiations and anything left after the purchase would be put towards immediate
demolition of the old trailer. Habitat will build two new homes to sell to qualified low-income homebuyers who
would n.t otherwise have the opportunity to own their own homes in our community.
