All training that supports Title XX program goals is considered eligible training (Title XX Social Services BlockGrant Program, Section 10). BACKGROUND AND NEED Legislation signed into law on January 4, 1975, established Title XX of the Social Security Act. This is a capped entitlement program designed to give maximum flexibility to the States in designing their social services programs. The program includes public participation planning requirements, limitations on the use of funds for certain activities, and certain eligibility requirements. Funds are allocated to the States on the basis of population. The Title XX Program provides assistance to States to enable them to achieve a wide range of social policy goals, which include preventing child abuse, increasing the availability of child care, providing community based care for the elderly and disabled, and preserving, rehabilitating or reuniting families. In addition to supporting social services, the law allows States to determine whether their allotment is used for staff training, services, or administration. This includes personnel training and retraining directly related to the provision of child welfare services. Under the Title XX Program, each State is required to submit a report to the Secretary of Health and Human Services on the intended use of its funds. The Family Support Act of 1988 (Public Law 100-485) requires each State to submit an annual report containing detailed information on the services actually funded and the individuals served through Title XX funds. PROGRAM OBJECTIVES The program strives to meet the counties unique training needs that are not currently offered through the Child Welfare training system or the State program staff. The Title XX Program provides assistance to States to enable them to furnish services directed at one or more of the followinggoals: 1. Achieving or maintaining economic self-support to prevent, reduce, or eliminate dependency; 2. Achieving or maintaining self-sufficiency, including reduction or prevention of dependency; 3. Preventing or remedying neglect, abuse, or exploitation of children and adults unable to protect their own interests, or preserving, rehabilitating or reuniting families; 4. Preventing or reducing inappropriate institutional care by providing for community -based care, home - based care, or other forms of less intensive care; and 5. Securing referral or admission for institutional care when other forms of care are not appropriate, or providing services to individuals in institutions. This Request for Application supports training that achieves the objectives listed in #3, 4, and 5 above. AWARDS E FUNDING The Child Welfare Title XX awards require county departments to use the funds with a primary emphasis on child welfare training activities for county personnel according to the Title XX Block Grant Program. • AMOUNT AVAILABLE: Funds will be distributed based on the timely submission of application with clearly demonstrated needs that meet the program goals and evidence that the services aren't offered elsewhere. Needs Assessment and Description: Weld County is also searching for training opportunities for staff. We are interested in training that addresses current and new topics in Child Welfare, as well as those that involved new initiatives and changes in practice. Weld County tries to provide training opportunities locally, when possible, in order to get the best staff turnout and lessen travel time and costs. We would like to provide the following training topics for our staff and foster and kinship families: • Sex Offender Training - We experience a lot of juveniles who sexually offend and are continually seeking training opportunities for our staff to work with these youth. We often send workers through training offered by the Sex Offender Management Board and would like to bring trainers from SOMB directly to our department to offer training for all Child Welfare staff. Two specific topics we would like training on are: Sex Offender Treatment for the DD Population and 5OMB Treatment Content and Overview. Training on Mental Health Disorders in Children and Parents - We would like additional training on working with children, youth and families who are affected by mental health disorders: what services are available, how to maintain children in the home and prevent out of home placement and reunification. Training topics in this area may include: Personality Disordered Parents; Personality Disorders and their Effects on Children; Common Disorders in Children/Youth and Minimally Competent Parent. Weld County would be interested in sending additional staff to the International Conference on Innovations in Family Engagement on October 17 - 20, 2017. We have two staff that have received scholarships but would like to send up to 3 additional staff, if possible. This conference offers many opportunities that would be useful in continuing education around engagement with families in all areas of Child Welfare. We also look for opportunities to bring information back to educate other staff. B. Project Description and Implementation Strategy: Weld County plans to provide several trainings for all staff and any interested foster and kinship families. We plan to offer each training more than once, if possible, so that everyone who is interested are able to attend. C. Measurable Objectives & Reporting: We would like to see improved knowledge that can directly be applied to each person's job duties and role within the Department. We strive to build a competent Child Welfare workforce. While we continue to work on internal training plans around measuring competency, especially for new workers, Weld County would request any assistance for the Division of Child Welfare to help identify and measure outcomes. D. Sustainability: Training opportunities will help support staff with new and increased knowledge and competency around topics directly related to Child Welfare practice, and specifically addressing areas commonly seen in Weld County. Our vision is that continued training and professional grown with promote competency among our workforce and help with staff retention. E. Budget: Weld County is requesting $6,700 in Title XX funds.
