BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
DECEMBER 6, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, December 6, 2017, at the hour of 9:00 a.m.
Ira ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:

El MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of December 4, 2017, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
PROCLAMATIONS:
El 1) PROCLAMATION OF APPRECIATION - JERRI JANTZ AND BATTER UP CAKES: Chair Cozad
read the proclamation for the record, thanking Ms. Jantz and her staff at Batter Up Cakes for donating
the 500 -pound cake replica of the Weld County Courthouse for the public to enjoy at the 100th
Anniversary of Weld County Courthouse celebration. Chair Cozad presented Ms. Jantz with a metallic
wall hanging of the courthouse and of the replica cake she made. Robert Miller, Courthouse Centennial
Celebration Committee member, stated he appreciates all the amazing work and detail that Ms. Jantz
and her staff put into completing the cake. Jennifer Finch, Public Information Director, thanked Pam
Bricker, Courthouse Centennial Celebration Committee member, for reaching out to Ms. Jantz to inquire
about making cupcakes for the celebration and thanked her for her contribution to the community and
the event. Ms. Finch stated Ms. Jantz took personal pride in the finishing details of the cake, and even
used her own wrist watch for the clock on the cake. Karen Salaz, Courthouse Centennial Celebration
Committee member, stated Judge Hartmann requested she relay to Ms. Jantz his gratitude for the
wonderful job on the details of the cake and how proud he was of the cake and that it was the highlight

of the celebration. She also thanked Ms. Jantz for the hundreds of cupcakes and making it a memorable
celebration for the residents of Weld County. ""'µ = Each one of the Commissioners expressed their
appreciation to the committee members, including, Ms. Finch, Ms. Jantz and the staff at Batter Up Cakes
for such great contributions, and for organizing such a successful celebration of the Courthouse. Chair
Cozad stated Ms. Jantz will be part of Weld County's community and history and reiterated the cake was
"the cherry on top of the celebration." (Clerk's Note: The meeting was paused for a photo opportunity.)
PRESENTATIONS:
• 1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - ALICIA LOPEZ:
Chair Cozad read the certificate for the record, recognizing Ms. Lopez for her outstanding dedication to
the Weld County citizens. Judy Griego, Director of the Department of Human Services, stated Ms. Lopez
has been the heart and soul of the Employment Department. Tami Grant, Department of Human Services,
stated Ms. Lopez offered outstanding customer service and she will be greatly missed. She presented
her with a plaque and pin and recognized her accomplishments. Ms. Lopez thanked everyone in the
County and stated she appreciates everything the County has done for her. Each one of the
Commissioners thanked her for her outstanding and helpful customer service and her twenty-two years
of dedicated service to the residents of Weld County. (Clerk's Note: The meeting was paused for a photo
opportunity.)
• PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno reported he and
Commissioner Conway attended the Colorado Ag Water Summit and then attended the Upstate meeting
with Commissioner Freeman. = Commissioner Kirkmeyer stated she was elected to be on the board
as Treasurer at CCI. e Commissioner Conway thanked Tom Parko, Director of the Department of
Planning Services, for the informative presentation he gave at CCI during the Oil and Gas Committee
meeting and also stated he was also re-elected to the CTSI Board for another two (2) years. a Chair
Cozad reported the CCI conference was very informative. She stated she has enjoyed attending the
various community holiday parades during this holiday season.
BIDS:
• 1) APPROVE BID #B1700143, COURT SECURITY SCREENING - SHERIFF'S OFFICE: Rob Turf,
Department of Purchasing, reviewed the details of the six (6) bids received and stated staff recommends
awarding to the low bidder, SOS Security. In response to Commissioner Conway, Brandon Cody,
Sheriff's Office, stated SOS Security is the current provider for court security screening purposes.
Commissioner Conway moved to approve said low bid. Seconded by Commissioner Kirkmeyer, the
motion carried unanimously.
E. 2) PRESENT BID #B1700146, PROXIMITY DOOR SYSTEM UPGRADE - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Turf presented the twelve (12) bids received and stated staff will bring
back a recommendation on December 20, 2017.
NEW BUSINESS:
• 1) CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY
ORDINANCE NO. 253-B SUPPLEMENTAL APPROPRIATION FOR 2017: Barb Connolly, Controller,
stated this is to direct the Clerk to the Board to publish the Emergency Ordinance. Commissioner Conway
moved to publish Emergency Ordinance No. 253-B Supplemental Appropriation. Seconded by
Commissioner Freeman, the motion carried unanimously.

A 2) CONSIDER CONTRACT ID #1566 TEMPORARY CONSTRUCTION EASEMENT FOR
STOCKPILING ROAD CONSTRUCTION MATERIALS AND AUTHORIZE CHAIR TO SIGN - LYNN
SMITH: Jay McDonald, Director of the Department of Public Works, presented the temporary construction
easement which will allow staff to stockpile a large amount of road base material to prepare for the
construction of County Road (CR) 105, beginning at CR 390 to State Highway 14 and they will be leasing
approximately 45 acres from the property owner for $1,500.00 a year for four (4) years.
Commissioner Freeman moved to approve said temporary construction easement and authorize the
Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously.
Ei 3) CONSIDER CONTRACT ID #1555 AGREEMENT FOR PUBLIC ROAD RIGHT-OF-WAY
ACQUISITION AND CONSENT TO WORK IN WATER PIPELINE EASEMENT FOR CERTAIN
IMPROVEMENTS TO COUNTY ROAD BRIDGE 54/13A AND AUTHORIZE CHAIR TO SIGN
NECESSARY DOCUMENTS - CROISSANT FAMILY FARMS, LLC, AND LITTLE THOMPSON WATER
DISTRICT: Richard White, Department of Public Works, reviewed the terms of the acquisition for
right-of-way in the amount of $9,500.00. Commissioner Freeman moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously.
m_=, 4) CONSIDER GRANT FUNDING REQUEST TO PURCHASE PROPERTY (801 GLEN DALE
STREET, DACONO) AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS - HABITAT
FOR HUMANITY OF THE ST. VRAIN VALLEY: Tom Teixeira, Executive Director of the Greeley -Weld
Housing Authority, presented the grant which will allow Habitat for Humanity to purchase land, and
provide housing for a low-income family, and to repair current homes. Commissioner Conway thanked
Mr. Teixeira for taking the time and exerting the effort to pursue this opportunity. Chair Cozad stated she
appreciates the partnership with Habitat for Humanity of the St. Vrain Valley and the work being done in
the Glens of the Dacono neighborhood. Commissioner Conway moved to approve said grant funding
request and authorize the Chair to sign. The motion was seconded by Commissioner Moreno and it
carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
