Proposed Use of the property will be to use portions of the existing structure for a small scale, dog boarding kennel facility with grooming and training. No new construction will be used. The kennel will use approximately 600 square feet of a separate room connected to the outside fenced -in, dog play area, all contained within the existing fenced yard. No new landscaping will be used as the property is enclosed by mature trees and shrubs as a visual and sound barrier. The current grounds and drive way will support at least 6 parking spaces for employees and customer vehicle parking. No outside storage will occur at the site. Our primary purpose is to provide a highly personalized worry free dog boarding and training" grooming experience in a clean, spacious and loving environment where dog owners feel comfortable about leaving their "furkids" rkids" in our care. Dogs will have regular play times outside in our fenced, grass play area, as well as inside several times during the day. The facility is climate controlled and we use a NASA rated air filter that produces no ozone (Ai roc ide) . Happy dogs that get to play and are well exercised have less reason to bark. All training is positive reinforcement based and specialized for the betterment of the dog and the human/ animal bond. Dogs will be inside during inclement weather, and for sleeping, eating and rest times. Hours are 7am -7am Monday - Sunday, with longer hours possible in the summer months. 2. This proposal will be consistent with intent of Weld County code , Chapter 22 of the comprehensive plan because it does not detract from any stated Goals of the chapter as detailed below: 1. Goal 1:This project will respect and encourage the continuation of agricultural land and residential uses and operations by utilizing only the required portion of the parcel for commercial use. The remaining portion will remain as agricultural and residential use. 2. Goal 2: This project will not impact any productive ag land from Weld County. 3. Goal 3:This project would comply with all land use regulations with respect to water rights afforded by the State constitution. This project only requires a minimal amount of domestic/ office water consumption and will not exceed any assigned water allotments. 4. Goal 4:The project will maintain a quality environment free of derelict and unsightly materials. No outside storage of materials or equipment will be present at the project site. The building will be well -maintained and the grounds surrounding the facility will be landscaped and manicured to provide an appealing and pleasant looking site. 5. Goal 5: Any site parcel divided in the course of this project will be done so in accordance with State and county statutes. 6. Goal 6: All non -project portions of the owned parcel will remain as currently zoned. 7. Goal 7: This project is intended to have a minimal impact on current land use activities and retain as much of the existing land use as possible. 8. Goat 8: This project will utilize only existing services and facilities to sustain its operation. These service will include fire protection, an existing septic system. Kennel operations will not cause any additional drainage from the current residential requirement. 9! Goal 9: This project will be conducted in accordance with the Weld County USR process, The goal of the project is to have a minimal impact on surrounding land owners and land uses. Input received from the County and the public will be taken into account when designing the layout and operations of this project. 10. Goal 10: This project supports the right to farm lands. All undisturbed portions of this projects parcel of land will be dedicated to its existing residential and agricultural uses. 3. This proposed facility is consistent with the intent of the Weld County Code, as the facility would provide a needed service for the general neighborhood and possibly greater community. Section 23-3-40 H of the Weld County Code, Uses by Special Review allows for Kennels as a Use by Special Review 4. Land uses of the surrounding properties are agricultural in nature. There will be no impact on the surrounding agricultural uses 5. The normal business hours of operation are Monday day - Sunday, 7am - 7prn and by appointment. 6. Owner and Spouse live and work at the site. 2-3 part time employees are proposed. 7 Potential shift work employees - 2 employees per shift including owners. 8. People using site are 2 owners, 2-3 part time employees, 2-5 customers per day during business hours. 9. Up to 45 dogs are proposed. Domestic Pet dogs under 40 lbs with some exceptions. Exceptions include family groups with a dog over 40 lbs, training dogs, grooming dogs, and a dogs that require special attention due their advanced age or physical conditions. The number of boarding dogs anticipated - 30 during peak demand times, and up to 45 dogs. Dogs are housed in a Kennel room in individual enclosures when not outside playing. 10. Square footage of lot surfaces: Area north of the driveway (horse area) - -1.57 acres fenced horse pin, pasture, & arena, dirt and grass surface; House area south of driveway including the driveway, enclosed by a white picket fence, grass yard, gravel drive way, parking area, and concrete pad - 1.15 acres; south area - south of picket fence, pasture grass surface - -1.56 acres 11.6 parking spaces with 1 ADA space proposed. 12. Existing landscaping of the site is grass with flowers and trees. No changes are proposed. 13. The existing yard is enclosed with a white PVC, 6 foot, picket fence. Inside the yard a 5 foot, black picket fence will enclose the grassed dog play area This fenced area will be approximately 60x40 feet grassed area. 14. There are no outdoor storage areas proposed. The main house property is enclosed by mature pine and hard wood trees providing visibility screening and sound barrier. 15. N/A 16. Eaton Fire Department provides fire protection in our area. 17, A 60'(40', 5 foot, black metal, picket, play -yard fence will be installed during 4th qtr 2016. Appropriate rated doors will used to separate the kennel space from the main house. An ADA compliant ramp will provided for entry to the kennel area from the parking area. Engineering Questions: 1. Round trips per day expected - 5 passenger cars/pickups 2. All trips will be passenger/pickup trucks, Estimates for travel routes from the north - 25% - travel south on CR 43 to the site. From the south - 20% - travel from intersection of CR 43/Hwy 3 92 . From the east - 10% - travel along CR 74/CR 43. From the west - 35% - travel along CR 74 to CR 43. 3. See #2 4. Highest traffic volumes expected between 9am and noon. 5, Access to the site will use the existing driveway off of CR 43. 6. This project is in accordance with exception 8 regarding the 23-12-30 Drainage policy. There will be no new construction nor changes in drainage patterns associated with this request. Storm water drains from the existing house roof down spouts. Drainage from the garage area and the area north of the driveway flows west north west into the grass area adjacent to the driveway then west toward drainage ditch along CR 43. Storm water from the remainder of the property drains towards the south west and into the drainage ditch along CR 43. The property slopes from east to west and south. To the best of our knowledge there have been no previous drainage issues with this property. During the summer, 2016, Weld County renewed the drainage ditch along CR 43 including new culverts under CR 43 adjacent to our property. Environmental Health Questions: 1. Drinking water is provided by North Weld County Water District. Copy of water bill and letter from North Weld Water District certifying the supplied water is adequate for this project, are enclosed. 2. The property has a septic system - permit it G19790090, a copy is enclosed. Also enclosed is an engineer's report on the analysis of the existing septic system showing it to be adequately sized to accommodate the proposed use. 3. N/A 4. Dog feces will be picked up and bagged. The bags will be placed daily in the commercial dumpster currently used on the site. Other waste similar to domestic waste will also be placed in the existing dumpster. The dumpster is emptied by a commercial disposal company. 5. N/A 6. N/A 7. There are no floor drains proposed. 8. N/A 9. N/A 10. Minimizing the impact of noise is a top priority. Noise is mitigated by providing dogs with lots of play time and human interaction in play and training in safe controlled and supervised play areas. A tired dog is a happy quiet dog. Dogs will be inside at night in kennels. The kennel room is insulated from the main house. Our closest neighbor is approximately 300 feet south of the proposed use location. We maintain a close relationship with our closest neighbors and coordinate our activities with them to understand and correct potential issues before they become serious. Each of the closest neighbors have been contacted in person. Dave Monson, closest to the south, expressed no concerns about project and potential barking noise. He said he rarely hears and barking and can't discern whether it comes from his other neighbor next door or from us. Scott Ver m i lyea to our east expressed some concern over the possibility of barking when the winds are from the west, but considered it a minor issue, Julie Nagel rents the house to our north on the Gustevsonis property. She expressed a very favorable impression of having a boarding kennel nearby. 11. PAFCA license application is attached. Per PACFA we will submit formal application on December 1st, 2016 to avoid duplicate fees. Veterinary Care PA FA rules. Our Veterinarian of record is Dr. Heather Stern, DVM, Advanced Animal Care of Colorado Secondary Veterinarian Dr. Cahill, DVM, Eaton Animal Den. Written permissions in accordance with PACFA Rules. 1, In boarding/training facilities and grooming facilities, pet animals of different ownership may be housed in the same enclosure, under constant and direct supervision, with the written consent of the owners. 2. Housing boarded dogs in crates requires written consent of the owner. 3. Products not labeled for use on pet animals may be used only with the written consent of the owner. 4. Records for boarded or trained animals must include a written agreement concerning veterinary care to treat diseased or injured animals and must address disposition of animals that die at the facility. Medications in accordance with PACFA rules. Boarding/training facilities acting as agents for the owner may administer prescription medication to pet animals being boarded as directed by the owner's veterinarian. If the operators agree to administer prescription medications, the medications must be in the original container issued by veterinarian or pharmacy and administered according to label directions. The label must include: client name/pet name, dosage, drug name, veterinarian's name, and date issued. Boarding/training facilities may not administer tranquilizers, sedatives, or any other pharmaceutical drug designed to calm an animal unless the drug is administered under the direction of the animal's veterinarian, with a written prescription from the animal's veterinarian, and with written permission from the animal's owner. Prescription medication, including prescription bathing products, may only be administered to pet animals under the written direction of a licensed veterinarian. Expired medication may not be administered to pet animals under any circumstance and must be discarded. Dog Food and medications are to be stored in cabinets and on shelves in a separate food prep room that doubles as laundry. Refrigeration will be provided as needed. Building Questions: 1. There are no proposed new structures. In the future a garage and kennel facility may be required based on demand and success. A small portion of the existing 3580 sq ft house will be used to house a 600 sqft kennel room and office. 2. The kennel room will utilize an existing 600 sq ft room inside the existing structure. The repurposed "family room" is a separate room on the south side of the house that has its own separate entry and exit to the yard. It is connected to house via a separate hallway that will have rated door installed to separate the "commercial room" from the remainder of the house.
