On September 20, 2017, Regional Assistant Robert Thompson conducted an on -site, closeout monitoring of Community
Development Block Grant (CDBG) project #15-504 — Wattenberg Water System Improvements. Included in the monitoring were the
following areas:
• Completeness of Project Files
• Financial Management
• Labor and Construction Standards
• Environmental Review
• Community Development
• Citizen Participation
Civil Rights
The project was found to be in compliance with applicable federal laws and there were no findings. Of concern was the timing of
determining contractor eligibility: This determination is to take place prior to the award of the construction contract.
Documentation then is to be submitted to DOLA, again, prior to entering into a construction contract. Although it was stated that
the process took place prior to contract award, no documentation could be found to support the dates. A verification check was
conducted in December of 2016 at which point no contractors or sub -contractors were found to be ineligible to work on federally
funded projects. For future reference, a list of potential contractors and sub -contractors is to be sent to the DOLA CDBG Program
Manager for verification prior to entering into a construction contract::
All appropriate financial status and quarterly reports have been submitted to the State. The task of reviewing files and accounting
records went smoothly due to the organizational systems in place. We would like to thank Elizabeth Relford, Don Dunker and
Barbara Connolly for their assistance throughout the project.
Your contract expired on September:30, 2017. To the best of my knowledge, all required paperwork has been received and
submitted to the CDBG Program Manager. Once the CDBG Program Manager has approved your Final Financial Status Report (FSR)
and Project Completion Report (PCR), all monitoring will be considered complete and the project will be administratively closed -out.

The Department of Local Affairs (DOLA) has reviewed your request for additional funding for the
Wattenberg Water System project. Though we would have liked to fund your request in full, we only
have $3,800 remaining from our 2017 CDBG grant award from HUD. Supplemental funding in the
amount of $3,800 has been approved for your project which will bring your total grant amount to
$652,300
Please contact your DOLA Regional Manager Don Sandoval at his Loveland office, 970-679-4501 for
information on the next steps to be taken. An amendment to the current contract DOLA has with Weld
County will need to be prepared to make the supplemental funding available for the project. These
supplemental funds may not be obligated before the contract amendment is fully executed. Expenditures
made prior to the full execution of the contract amendment cannot be reimbursed by the State.
