HomeMy WebLinkAbout20171242.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MAY 3, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 3, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Amanda Petzold Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of May 1, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. El PUBLIC INPUT: No public input was given. • COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno stated it was an honor to have the Administrative Appreciation luncheon with the Administrative staff last week. He commented on the Frontier House breakfast and stated it was a great turnout. = Commissioner Kirkmeyer reported on the Smucker's lunch, where she met with the whole Smucker's team and discussed the money being put into the Workforce Development Board. Commissioner Kirkmeyer testified at the Capital on the Childcare Bill, which passed unanimously. She explained this bill will allow the County to provide more services to vulnerable children in need. eCommissioner Freeman thanked Judy Griego, Director of Department of Human Services, for the large turnout at the Brown Bag Lunch with the Human Services Department. a Commissioner Conway attended the quarterly meeting with the Local Security Team, and reported that arrests, particularly felony arrests, in and around the Court House Complex, are down. 5/03/D017 Minutes, May 3, 2017 Page 1 2017-1242 BC0016 He added the decision to go forward on the metal detector within the grant program was made. He also attended an informative presentation from the Habitat for Humanity in Dacono, and stated he looks forward to working with them and the Greeley -Weld Housing Authority. Commissioner Conway also attended the Highway 66 Corridor Coalition meeting where he heard about the PEL (Planning and Environmental Linkage) progress. He further reported on the Statewide Transportation Advisory Committee (STAG) and the Revenue Projection Committee, where he discussed the nearly completed 30 year plan, and stated transportation plans are on hold to see what happens in legislation. IE Chair Cozad attended the Denver Regional Council of Governments (DRCOG) annual awards banquet where Jim Riesberg, former Greeley House Representative, was awarded Person of the Year for his work with the senior citizens community. She advised there were also others awarded from Weld County, including Tom Clark, for his economic development work in Colorado. Chair Cozad also attended the 4H Banquet, where 17 scholarships were given to students, and those with 15-30 years of volunteer service with 4H were honored. She also attended the Freedom Parkway meeting and extended thanks to the staff for their work and accomplished progress on the corridor. She commented on the Highway 66 Coalition meeting which is still at its beginning stage. She attended the Firestone Standdown, and commented on it being well attended. Lastly, she attended the Johnstown Children's Festival and worked a booth. Commissioner Conway added an invitation to all for the Highway 34 PEL Open House, which will be the second meeting for public input. BIDS: 1) PRESENT BID #B1700089, TRAINING CENTER REMODEL - DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services, stated staff received a single bid and will review and bring back a recommendation on May 17, 2017. Toby Taylor, Director of Buildings and Grounds, stated the bid has not been reviewed yet, but staff will review and try to identify the reason for only receiving a single bid. 2) PRESENT BID #B1700088, POLYCOM VIDEO ARRAIGNMENT MAINTENANCE — DEPARTMENT OF INFORMATION TECHNOLOGY: Aleksei Churyk, Department of Information Technology, stated staff received five (5) bids, and will review and bring back a recommendation on May 17, 2017. El 3) PRESENT BID #B1700092, EMC MAINTENANCE — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Churyk stated staff received five (5) bids, and will review and bring back a recommendation on May 17, 2017. NEW BUSINESS: Ei 1) FINAL READING OF CODE ORDINANCE #2017-01, IN THE MATTER OF REPEALING AND REENACTING WITH AMENDMENTS, CHAPTER 8 PUBLIC WORKS, OF THE WELD COUNTY CODE - WELD COUNTY TRANSPORTATION PLAN AND FUNCTIONAL CLASSIFICATION MAP: Commissioner Kirkmeyer moved to read by title only. Seconded by Commissioner Conway, the motion carried unanimously. Bruce Barker, County Attorney, read the title into the record. Jim Flesher, Department of Public Works, reviewed the changes made according to the first and second readings, in addition to work sessions held with residents and staff. He reiterated the main effect of road designations are the setbacks required for buildings. He stated designations on the map do not change the existing rights -of -way, but only the future rights -of -way widths. He reviewed the maps included in the ordinance, which further communicated the changes made according to previous readings and work sessions. Bill Maulsby, County resident, stated he has come to understand the reasoning of the County regarding its long-term plan. He acknowledged the result does not reflect his personal choice of actions, but he can support the overall view of the County. He further commented on his observation made from his kitchen, Minutes, May 3, 2017 Page 2 2017-1242 BC0016 where he observed CR 31, between 76th and 78th Streets, having a traffic volume equal to, if not more than, the volume of CR 29. He wrapped up his comments by encouraging the County to consider CR 31 for future changes. Each commissioner expressed appreciation for his active participation in the process. • Gary "Butch" White, Mayor of Ault, thanked the Commissioners for bringing all the towns together and for listening to the citizens' concerns and suggestions. He identified a personal concern of his; the traffic volume on CR 29, north of 14th Street, and added it is a safety issue having the traffic volume on a dirt road. He asked the Board to consider funding a paved road for CR 29 due to the traffic. • John Holdren, Administrator for the Town of Severance, also thanked the Commissioners for keeping the towns involved. He stated the Town of Severance agrees with the CR 29 designations. He encouraged the Commissioners to look at CR 74, from the countyline road to CR 13 east, because of poor conditions, lack of shoulders, and increased traffic. Commissioner Kirkmeyer thanked him and all other residents for being present and participating today, and she agreed with Mr. Holdren's request to review CR 74. • Stacy Haggard, County resident, stated she shares the concerns of Mr. Holdren regarding CR 74. Commissioner Kirkmeyer explained CR 29 is part of the CR 29 Coalition Plan, which is why the County is starting here, and emphasized all other roads mentioned are already put on the table for further discussion regarding Access Control Plans. She advised all arterial roads will be put in place for an Access Control Plan. Ms. Haggard further commented on the high cost of pavement for a road with low traffic counts reported at 300. Commissioner Conway encouraged continual involvement because the input drives data and policy changes. • Carolyn Prior, County resident, stated her property is on the corner of CR 74 and CR 29. She expressed appreciation for the efforts of the Commissioners. She commented on the multi -million dollar dairies moving into the agricultural community, and asked the Commissioners to try and preserve the community by providing an alternative road to CR 29 for large machinery. • Lee Seward, County resident, stated he understands the goal of the County, and requested the County make an effort to further involve the citizens. He stated his viewpoint indicates CR 29 is quiet. He further commented on the majority of semi -trucks are not being registered in Colorado. Commissioner Kirkmeyer expressed appreciation for his involvement and explained notices were sent out to the public for resident involvement. • Jeanette Naill, County resident, asked for more collector roads in the area to provide safe alternative routes. She requested the Board consider paving CR 392 to "O" Street. Commissioner Kirkmeyer agreed with the proposed items for future review, and suggested a debriefing with residents to gain ideas for additional collector roads to be added. • Eric Troudt, County resident, commented on the City of Greeley not being directly connected with this access point. He expressed concern about not addressing CR 31 now, and stated he does not agree with paving CR 29, south of HWY 14. He stated there are existing safety concerns for CRs 31, 33, and 35, which is where funds should be spent. • Ted Maino, resident, thanked the staff for establishing the 100 -foot right-of-way as the primary right- of-way on CR 29. He spoke to validate the comments made regarding the existing traffic on CRs 29 and 31. He stated the improvements on CR 29 will move traffic over, and indicated a traffic light needs to be placed at CR 392. He stated the reality of CR 29 is not what CR 31 is today, but stated improvements on CR 29 will make traffic on the road a reality because traffic will go to the best paved road. • Jacque Troudt, County resident, echoed the words of Ted Maino, and expressed appreciation to the Board for listening to the public and making compromises. She urged the Board to further review the notes from the Planning Commission meeting because there were long discussions on collector roads being sufficient for the area. Kristen Debo, County resident, questioned the choice of CR 29 since it does not go through town, and other roads could better serve as a connection into the City of Greeley. Minutes, May 3, 2017 Page 3 2017-1242 BC0016 Rebecca Seward, County resident, inquired where to find postings of upcoming meetings in the future. She stated the website does not clearly indicate when and where the meetings are held for public input. Commissioner Kirkmeyer stated postcards are sent out to residents to announce open houses to those within the affected area. Additionally, she added the County's Facebook page and website also announce such meetings. Commissioner Kirkmeyer expressed the importance of meeting with municipalities first to meet planning needs, and once the municipalities reach the point where public input is needed, the Board reaches out to the public. Chair Cozad asked staff to clarify how the Public Works Department will involve the public with future planning and meetings, and why CR 29 was chosen. Mr. Flesher reiterated this is not a construction plan, and stated CR 29 was chosen because it goes up to CR 100; whereas, CR 31 runs into a lake. Elizabeth Relford, Department of Public Works, stated she is happy to make a wesite for all agendas for future access control projects. She stated notifications are mailed to the residents along the corridor for all open houses. Ms. Relford explained the City of Greeley considers the south as their growth area, and the County tries to best coordinate with their plans. She agreed with the need to look at CR 31, and stated it can be looked at in the Transportation Plan update, which will allow for the residents of CR 31 to be notified and involved with the process. a Commissioner Kirkmeyer stated there is constant communication with the municipalities, and asked Ms. Relford to identify the needs that warrant a traffic signal. Ms. Relford stated the Colorado Department of Transportation will install a signal if the traffic count warrants it and the funds are there. Commissioner Kirkmeyer stated classification of roads affects both setbacks and shoulder widths. Ms. Relford stated future paving of CR 29 is in the Capital Improvements Plan (CIP), but paving north of HWY 14 will not occur until 2022, as long as larger safety issues are not brought forth. She explained the CIP focuses on construction and design. She outlined the process of Public Works, where design is identified the first year, purchase of rights -of -way and relocation of utilities the second year, and the third year is for construction. She explained the Functional Classification Map is a planning tool which helps staff identify corridors that need to get onto the CIP, and she clarified there are no frontage roads on any of the County plans. Commissioner Kirkmeyer wanted to ensure some ideas were captured as follow-up items: 1) the intersection of CRs 74 and 29, 2) the need for additional collector roads in the area, 3) a debriefing held for CR 49, to gain additional insight, and 4) a newsletter informing of all planning agendas to be sent to those who sign up. Mr. Flesher added there have not been any discussions on a name change for the corridor. Commissioner Kirkmeyer advised the County currently spends about $32,000,000.00 for maintenance, and $16,500,000.00 for construction, which does not include the CR 49 project. eCommissioner Conway reiterated the comments of the public matter, and the Board has the ability to readjust the CIP to address concerns deemed most important. Commissioner Freeman stated there is no other arterial road north of Highway 14, and explained the original purpose was to have connectivity to CR 100 down to the south, not necessarily to have connectivity into Greeley. He stated residents on CR 31 would say CR 31 is an agriculture road as well. Commissioner Moreno agreed with the previous comments and stated he understands the thoughts of the residents. The motion to approve on final reading on Code Ordinance #2017-01, which was made by Commissioner Kirkmeyer, and seconded by Commissioner Moreno, carried unanimously. Commissioner Kirkmeyer thanked the public for their comments and consideration. eCommissioner Conway reviewed the changes and compromises made. He encourage continual engagement of the public in the future. Chair Cozad commented on the process and the plan evolving thanks to the public engagement and input. She ended with thanking the staff for their hard work. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2017-01 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
