Commissioners will conduct a Public Hearing in its Chambers
on the First Floor of the Weld County Centennial Center,
915 10th Street, Greeley, Colorado, at the time specified.
DATE: May 4, 1978
TIME: 2 : 00 p.m. (Thursday)
All persons in any manner interested in the following item
are requested to attend said hearings and aid the County
Commissioners in their deliberation of this matter.
PUBLIC HEARINGS
The purpose of said hearings is to obtain the views of citizens
on Community Development needs in order to prepare a preapplication
for a Small Cities Program Grant pursuant to the U.S. Housing and
Community Development Act of 1977 . The preapplication will be sub-
mitted by the County of Weld to the U.S. Department of Housing and
Urban Development. The intent of said hearings is to provide citizens
an adequate opportunity to assess community development strategies,
and to consider amendments, budget revisions, and changes to the
current Community Development Program and Housing Assistance Plan.
Eligible activities for the Small Cities Program include, but
are not limited to: Housing rehabilitation, Housing relocation,
Acquisition and Disposition of real property, Public facilities
and improvements, Senior Centers, Parks,Playgrounds and other
recreational and neighborhood facilities. A complete list of eligible
activities and program information is available at the Department
of Planning Services , 3rd floor, Centennial Center, 915 10th Street,
Greeley, Colorado.
The maximum amount for which an applicant may apply is $300 , 000
for a Single Purpose Grant and $750, 000 for a Comprehensive Grant.
The preapplication will be rated competitively based upon the
evaluation system for Small Cities Program Funds. The number of

preapplications submitted may exceed the number of applications
that will ultimately be approved from available funds . If Weld
County is a successful applicant the activities carried out under
this program will be located in the unincorporated areas of the
County.

REUNION PUBLICA
El proposito de esta reunion es para obtener informacion

La importancia de su participacion resta en opiniones

Pequefas" , de acuerdo con la Acta Congresional de 1974 ,
Titulo #1, amendado consecuentemente en el 1977 . Esta Acta
da autoridad a la "Agencia Federal de Caserios y Desarollo
de la Comunidad" ("U.S. Department of Housing and Urban
Development" ) , para implementar programas de viviendas .
La aplicacion preliminar sera sometida bajo los auspicios
del Condado de Weld a dicha agencia.
El intento y proposito en conducir estas reuniones
publicas es para o£recer la oportunidad adecuada a todos
los residentes del condado en identificar las necesidades
del desarollo en su comunidad, preferencias de actividades
en el desarollo del programa, asistir en la recomendacion de
cambios del programa, use financiero de fondos y consideracion
de diferentes estrategias con mejor utilizacion de manejo.

El Departamento de Planificacion y Servicios tiene a
su disposicibn una lista de servicios enumerando cada uno
de ellos - favor de procurar dicha informacion en nustras
oficinas localizadas en el 915 10th Street - Piso 3 , del Centro
Centenial del Condado de Weld.
La cantidad maxima que una comunidad - aplicante puede
procurar varia de acuerdo con la magnitud del programa:
1 - $300, 000 para programas de utilizacion de actividad
simple - para una comunidad con propositos muy especificos,
2 - Programa de actividad comprensiva, la cual incluye gran
variedad de programas en una comunidad o varios . La aplicacion
preliminar sera evaluada bajo el sistema de competencia
de evaluacion disenado para programas de "Comunidades
Pequefias" y fondos disponibles. El numero de aplicaciones

Citizen Participation Plan
Section 570. 431 of the Federal Register issued on March 1 ,
1978 , describes citizen participation requirements for the Com-
munity Development Small Cities Program. The regulation states
that each applicant shall provide citizens with an adequate
opportunity to participate in the planning and implementation
of the program and to assess the programs progress . This docu-
ment is intended to serve as a guide to achieve that objective .
This Plan describes the actions necessary to' assure the citizens
of Weld County an opportunity to participate in the preapplica-
tion , application and post approval stages of the grant program.
The plan is designed to encourage citizens to assist County
officials in determining strategies and priorities for community
development and housing assistance . In addition , the Plan is
intended to provide for citizen input if changes or amendments
are considered to the approved Community Development Grant .
Finally , citizens are encouraged to comment on performance of
the program as work progesses .
In order to provide adequate information about the program
and to solicit the views of citizens , a series of public hearings
will be held throughout the application and posiapproval process.
At the preapplication and application stage , one public hearing
will be held in Frederick, Colorado, and one public hearing will
be held in Greeley , Colorado. The hearing in Frederick , Colorado ,
will provide the citizens of southern Weld County easy access to
one public meeting while the Greeley , Colorado, hearing allows the
citizens of northern Weld County easy access to the other. These
meeting locations are within ten to fifteen minutes driving time
from areas where community development projects are currently
under way. Notice for each public hearing will be published at
least ten days prior to the hearing date . The notice will be
printed in English and Spanish. An individual who speaks and
writes both English and Spanish languages shall attend the public
hearings . Field representatives from the Department of Planning
Services shall make contact with individuals residing in areas
where community development projects may be approved. The purpose
of these contacts is to advise citizens of the nature and purpose
of the public hearings . A press release which describes the
application process will be distributed to newspapers throughout
the County . The date of publication of the press release will be
timed to stimulate citizen interest in the application .
The following information will be included in a Notice of
Public Hearing for preapplication and full application to HUD
for a Community Development Grant :
1 ) The purpose of the hearing is to obtain :,he views of

about activities , assist in the selection of pri-
orities and community development strategies , and
to consider amendments , budget revisions , and
changes to the current Community Development Program
and Housing Assistance Plan .

include , but are not limited to : Housing rehabilita-
tion , Housing relocation, Acquisition and Disposition
of real property, Public facilities and improvements ,
Senior Centers , parks, playgrounds and other recrea-
tional and enighborhood facilities . A complete list
of eligible activities and program information is
available at the Department of Planning Services , 3rd
Floor , Centennial Center , 915 - 10th Street , Greeley,
Colorado .
3) The maximum amount for which an applicant may apply
is $300, 000 for a Single Purpose Grant and $750 , 000
for a Comprehensive Grant . The preapplication will

tions that will ultimately be approved from available
funds. If Weld County is a successful applicant the
activities carried out under this program will be
located in the unincorporated areas of the County .
If the community development grant is approved, citizens of
the County shall have an opportunity to voice opinions on any
proposed changes or amendments to the approved grant program. A
public meeting will be held to solicit citizen opinions regarding
such changes or amendments. Publication requirements for this
meeting will be the same as those for preapplication and applica-
tion public hearings. Prior to preparation of a Grantee Perfor-
mance Report , citizens from each grant program area will be con-
sulted to assist in the preparation of the report . Citizen comments
will be solicited to determine if there are any problems with the
administration or distribution of funds or with the performances
of the program in general . Representatives from the Department of
Planning Services will investigate any complaints concerning
grantee performance . The results of the investigation will be
presented to the Weld County Planning Commission and County Com-
missioners. All written correspondence dealing cith citizen
comments will be placed in the grant application file and one
copy shall be sent to the Department of Housing and Urban Develop-
ment .
The following is a summary of activities funded previously
through the Community Development Program and the progress of each
of these activities . (Exhibit 1 , pages 6 to 12, lists the rehab-
ilitation clients and the other pertinent data for the 1977-1978

Wattenburg , Evanston and Expanola projects . )
A. Burger and Fry Subdivision
This was a relocation project approved by HUD in 1975.
All work has been completed and all the grant funds
have been spent .
B. Evanston Project
This project was approved for funding by HUD on August
30, 1976 , in the amount of $250 , 000 . 00. Release of
funds and certification for the project was accomplished
on December 9, 1976. The following is a summary of
dates of significant events in the Evanston Project .
1 . August 30 , 1976 - HUD approval given for funding
of Evanston project .
2 . August 30, 1976-October 15 , 1976 - The required
environmental review documents were prepared. On
October 15 , 1976 , Weld County published the notice
of finding of no significant effect on the environ-
ment with regard to the Evanston project . The
required public review period ran from October 15 ,
1976 , to November 8 , 1976 . Duringthis period , the
additional documentation for a request for release
of funds was prepared.
3 . November 10, 1976 - Public notice was given of Weld
County' s request for release of funds on the Evans-
ton Project . The notice indicated that the public
had until December 7 , 1976 , to present objections
to the request .
4 . November 23 , 1976 - The County ' s request for release
of funds and certification was forwarded to HUD .
5. December 13 , 1976 - A letter from HUD Administrator ,
Robert Matuschek, was received by Weld County giving
notice of release of funds. This letter was dated
December 8 , 1976.
6. December 13 , 1976-January 26 , 1977 - The Department
of Planning Services adopted the required program
property rehabilitation standards and program guide-
lines.
7 . January 26 , 1977 - Upon completion of the program
guidelines , the Department of Planning Services
requested that the Weld County Personnel Office
advertise for a Rehabilitation Officer for adminis-
tration of the Evanston Project . The position was
readvertised on February 5 , 1977 , due to diffi-
culties in securing a qualified individual . An
individual was hired and was on board March 1 ,
1977.
8 . March-September 1977 - The rehabilitation officer
accomplished additional program development ;
initial applications for rehabilitation work were
taken in the Evanston area. Additional program
development included:
a. Development of application packages and formats
for CD Block Grant and HUD 312 loan programs .
b . Securing amendment to the funds allotted for
administration of the program under the original
grant .
c. Establishment of a field office in the Evanston
area at Dacono .
d. Holding public meetings in the Evanston area to
further inform the residents of the program.
e. Establishing communications with banks in the
area for the purpose of setting up escrow
accounts and to discuss the possibilities of
leveraging additional funds .
f . Securing additional funds ($33 , 000. 00) from the
Colorado Division of Housing and Rural America
to further support rehabilitation work to be
done with the allotted block grant funds .
9. September 1977 - The first rehabilitation grants (6 )
were awarded in the Evanston project . These grants
amounted to $39, 145 . 00. These funds were then
placed in excrow accounts for the clients in ques-
tion .
C. Wattenburg-Espanola Subdivision Project
The project was approved for funding by HUD on September
30, 1977, in the amount of $202 , 000. 00. Weld County was
given notice of the release of funds and certification
for the project on November 2, 1977 . Subsequent to the
notice of release of funds on November 2 , 1977, the
following actions were taken :
1 . November 7, 1977 - The rehabilitation officer for
the Wattenburg area was hired and on board.
2. December 1 , 1977 - The rehabilitation officer for
the Espanola Subdivision was hired and on board .

• 3. Following these dates, public meetings to inform
citizens of the proposed programs . Processing
applications started after these meetings.
It should be noted that the street improvement portion
of the Evanston project ($150 , 000. 00) has gone through 1
a variety of phases including engineering design ,
bidding and construction work and signing of contracts
for the actual construction of improvements . As soon
as weather permits , notice will be given to the con-
tractor to procedd with construction . The contract
stipulates compeltion of construction within 90 days
after the notice to proceed has been issued.
As of January 31 , 1978 , Weld County has drawn down
$193 , 000. 00 in funds on its letter of credit. Addi-
tional requests will be submitted as contracts are
signed for rehabilitation work and as street improve-
ments are completed in Evanston .
D. Problems Encountered
With regard to over-all rehabilitation program efforts ,
some difficulties have been encountered. These include :
1 . Grant ceiling of $7 , 500. 00 - At the current time ,
under project guidelines for both the Evanston and
Wattenburg-Esponola projects , grants ( i . e. CDBG
funds) to recipients are limited to $7, 500. 00. In
both projects , the County has found that rehabilita-
tion costs for individual units have run well above
this figure. The problem is related to the County ' s
attempts to leverage funds from other sources in
order to supplement the basic $7, 500 .O0 allowed from
the CDBG funds. Since HUD Section 312 loans have
been available, other funding alternatives are
limited in terms of resources . Thus , as additional
applications are bid, the $7, 500. 00 grant limit will
be seriously reviewed to determine whether or not it
is appropriate .
2 . Grants Limited to 50% of Replacement Cost New per
Individual Unit - Though this is not a formally
adopted grant limit , it has been utilized as a guide-
line by the Board of County Commissioners in approving
grant applications. Due to discrepancies in appraisal
or assessment data , it has been found that this guide-
line is restrictive in getting funds expended for
rehabilitation work. This guideline was originally
adopted to establish consistency with the HUD 312
program. In view of the difficultires which it seems
to cause, this guideline will also be critically
reviewed for its appropriateness as additional grant

applications are considered . HUD officials have
indicated that it is not required in expending
CDBG funds. (Costs of rehabilitation work under
HUD guidelines can exceed 50% of the replacement
cost new on a given structure. )
3. Charter Required Bidding Procedures - A final
difficulty which the County is now encountering
in completing rehabilitation work more rapidly
is the County Charter imposed procedures which
have to be utilized in the bidding process . Under
the requirements of the Charter , it takes approxi- '
mately 45 days to complete bids on a given rehab-
ilitation project . Each unit has to be bid under
this process prior to awarding contracts .
