HomeMy WebLinkAbout20170145RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 11, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 11, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of January 9, 2017, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to add and insert the following under Bids: 11) Present Bid #61700009, 1/2 Ton 4X4 Crew Cab Pickups with Shell (Qty. 3) - Coroner's Office [2017-0178]; 12) Present Bid #B1700010, 1/2 Ton 4X4 Crew Cab Pickup - Communications [2017-0179]; and 13) Present Bid #B1700011, Lube Truck - Motor Pool [2017-0180]. Commissioner Moreno seconded the motion and it carried unanimously. El CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • PUBLIC INPUT: Steve Teets, resident of Greeley, expressed his concern with the conflict between the Commissioners and asked that it be resolved so the Commissioners can have a united relationship and work on the issues affecting Weld County residents. • COMMISSIONER COORDINATOR REPORTS: Commissioner Conway announced he was elected as the new Chair of the South Platte Basin Roundtable. Commissioner Kirkmeyer stated she will be attending a Child Welfare Allocation Committee Meeting (CWAC) and will discuss the County's allocation. She and Chair Cozad met with Representative Young. Chair Cozad stated she met with Pam of/1fr o 1 Minutes, January 11, 2017 Page 1 2017-0145 BC0016 Bricker, who is a Representative for the Downtown Greeley Development Authority. Chair Cozad requested from Commissioner Conway to not forget the ground water level issues, as the ground water level keeps rising. Chair Cozad stated she believes it is important for her to visit all the municipalities in her district at least twice a year. BIDS: 1) APPROVE BID #B16000180, ARMED SECURITY GUARD SERVICES - DEPARTMENT OF HUMAN SERVICES (CON'T FROM 12/28/2016): Trevor Jiricek, Director of General Services, presented the six (6) bids received and stated staff recommends awarding the bid from Securitas Critical Infrastructure Services, Inc., as the second low bid according to the scoring. Kathy Tegtman, Department of Human Services, explained that staff awarded the bid to Securitas Critical Infrastructure Services, Inc., because of the company's strong recruiting and retention strategy. Commissioner Kirkmeyer moved to approve said second low bid. Seconded by Commissioner Moreno, the motion carried unanimously. Commissioner Conway stated he supports staff's recommendation, based on prior experiences with another security company. • 2) APPROVE BID #B1600115, WCR 47/SH 392 INTERSECTION IMPROVEMENTS - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the six (6) bids received and stated staff recommends awarding the low bid from Interstate Highway Construction for a total amount of $3,447,146.65. Commissioner Moreno moved to approve said low bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. le 3) PRESENT BID #B1700001, PATROL SEDANS (QTY. 6) - SHERIFF'S OFFICE: Mr. Jiricek presented the three (3) bids and stated staff will bring back a recommendation on January 25, 2017. (Clerk's Note: Mr. Jiricek stated that for the next twenty-three bids, staff will bring back a recommendation on January 25, 2017.) 4) PRESENT BID #B1700002, PATROL SUVS (QTY. 8) - SHERIFF'S OFFICE: Mr. Jiricek presented the two (2) bids received. El 7) PRESENT BID #61700005, 3/4 TON 4X4 EXT CAB LONG BED PICKUP - SHERIFF'S OFFICE: Mr. Jiricek presented the six (6) bids received. • 8) PRESENT BID #61700006, VAN (DETENTION) - SHERIFF'S OFFICE: Mr. Jiricek presented the three (3) bids received. • 9) PRESENT BID #B1700007, COMPACT VEHICLE - SHERIFF'S OFFICE: Mr. Jiricek presented the seven (7) bids received. • 10) PRESENT BID #B1700008, 1/2 TON 4X4 CREW CAB PICKUPS WITH SHELL (QTY. 3) - BUILDING INSPECTION: Mr. Jiricek presented the two (2) bids received. Minutes, January 11, 2017 Page 3 2017-0145 BC0016 • 25) PRESENT BID #B1700025, 4X4 CAB AND CHASSIS WITH STAKE BED - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the three (3) bids received. Mr. Jiricek thanked the staff from the Purchasing Department and the Sheriff's Office for all their hard work on these bids. NEW BUSINESS: • 1) CONSIDER PETITION FOR ABATEMENT OR REFUND OF TAXES (2015) — COLORADO NATIONAL GOLF CLUB, LLC: Christopher Woodruff, Weld County Assessor, presented the petition and stated the original value was $3,494,435.00, but was corrected to $3,000,000.00, leaving a refund of $22,940.06. Commissioner Conway moved to approve said petition for abatement or refund of taxes. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. • 2) CONSIDER APPOINTMENT OF WELD COUNTY CORONER: Carl Blesch, County Coroner, detailed his past career experiences. He acknowledged Coroner Mark Ward for all the hard work he does for the County. Each one of the Commissioners welcomed Mr. Blesch and thanked him for acknowledging Mark Ward. Commissioner Conway moved to approve said appointment. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. • 3) CONSIDER AUTHORIZING CERTAIN WELD COUNTY OFFICIALS TO HAVE ACCESS TO THE SAFE LOCATED IN THE OFFICE OF THE CLERK TO THE BOARD: Esther Gesick, Clerk to the Board, presented the resolution to allow the collateral records to be moved from the Assessor's office to the Clerk to the Board's Office and also authorize certain Weld County Officials access to the safe. Commissioner Freeman moved to authorize said certain Weld County Officials to have access to the safe. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 4) CONSIDER ANNUAL REPORT FOR 2016 HERBICIDE APPLICATIONS AND AUTHORIZE CHAIR TO SIGN: Tina Booton, Department of Public Works, reviewed the report. Commissioner Conway moved to approve said annual report and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. 5) CONSIDER CONTRACT ID #964 NONEXCLUSIVE LICENSE AGREEMENT FOR THE CONSTRUCTION, MAINTENANCE, AND/OR USE OF OIL AND GAS PIPELINE WITHIN THE CR 40 RIGHT-OF-WAY AND AUTHORIZE CHAIR TO SIGN - DCP MIDSTREAM, LP: Clay Kimmi, Department of Public Works, presented the nonexclusive license agreement to relocate the gas line as part of the County Road 49 project. Commissioner Freeman moved to approve said nonexclusive license agreement and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. PLANNING: • 1) CONSIDER PARTIAL VACATION OF USE BY SPECIAL REVIEW PERMIT, USR-1103 - JAMES AND PAMELA ERTHAL: Ryder Reddick, Department of Planning Services, presented the request to remove the current Use by Special Review from a newly created parcel of land. He displayed several maps detailing the Recorded Exemption. Pam Erthal, applicant, explained to the Board that her family will be building a home on the new Lot A and they won't need the Use by Special Review Permit. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve said Partial Vacation. The motion was seconded by Commissioner Conway, and it carried unanimously. Minutes, January 11, 2017 Page 4 2017-0145 BC0016 RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
