RE: APPROVE ATTESTATION STATEMENT FOR ACCEPTANCE OF CHILD WELFARE
ALLOCATION AWARD AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Attestation Statement for Acceptance
of a Child Welfare Allocation Award from the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, to the Colorado Office of Children, Youth and Families, Division of Child Welfare,
commencing upon full execution of signatures, with further terms and conditions being as stated
in said attestation statement, and
WHEREAS, after review, the Board deems it advisable to approve said attestation
statement, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Attestation Statement for Acceptance of a Child Welfare Allocation
Award from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Office of Children, Youth and Families, Division of Child Welfare, be, and hereby is, approved and
accepted.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said attestation statement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of May, A.D., 2017

RE: Weld County Department of Human Services' Child Welfare Allocation
URGENT — Final Request to the State by May 23, 2017
Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Board Approval of the Departments' Submission of Attestation Statement Accepting Child Welfare
Allocation Award for SFY 2017-18. The Department was notified of the award of additional child welfare allocation
funds for SFY 2017-18, for the purpose of hiring new child welfare staff. These funds are in addition to the Child
Welfare Block grant funding. On May 13, 2016, the Child Welfare Allocation Committee decided on an allocation
methodology to determine county awards and Weld County's award is 3.75 FTE. The State requests that we indicate our
acceptance of this award, by signing and returning the attached attestation statement as soon as possible.
We will use the 3.75 FTE award to hire one Permanency Caseworker, one Screening/Intake Supervisor. We will use the
award to fund two (2) existing Kinship Coordinator positions that were previously funded through the IV -E Waiver.
CDHS estimates that each position funded through the appropriation will be reimbursed as approximately $60,000 per
position. Recruiting for the two new positions will begin upon approval with expected start date of June 16, 2017 for the
beginning of the SFY 2017-18. There is no way to guarantee that the payroll costs associated with these positions will
remain under the appropriation limitation. Therefore, there is the possibility that a portion of the cost may need to be
covered through the Child Welfare Administration appropriation, either in the first year or in some succeeding year. We
are working toward structuring staff in order to sustain the additional positions through the Child Welfare Block Grant
with no additional use of County only funds. Acceptance of the award was discussed with Commissioner Kirkmeyer, and
she is in favor or accepting the full award of 3.75 FTE, if they can be sustained without use of County only funds.
1 do not recommend a Work Session. I recommend approval of accepting Allocation Award and submitting Attestation
Statement with Director signature.
