This project is east of County Road 31 and is between of County Road 22 and 14.

URBANIZING VS NON -URBANIZING DRAINAGE AREA:
This area IS within a Non -Urbanizing Drainage Area:
Non -Urbanizing Drainage Areas typically require detention of runoff from the 1 -hour, 100 -year, storm falling
on the developed site and release of the detained water at the historic runoff rate of the 1 -hour, 10 -year
storm falling on the undeveloped site for NON -URBANIZING areas.
Detention pond waived and a simple drainage narrative:
The applicant has submitted a Drainage Narrative stating that the USR will qualify for two exceptions. The
pipeline meets exception 1.A.5 for pipelines and the regulator station will meet exception 1.A.13 for a parcel
between one and five acres in size, being allowed a one-time exception for the addition of a 1000 square
foot building or equivalent imperviousness. The buildings being added for the regulator station are a 128
square foot RTU/GC, a 200 square foot metering building, and two 200 square foot valve buildings. This
totals 728 square feet.
Grading Permit
If more than 1 acre is to be disturbed for construction of non -pipeline items such as structures, parking lots,
laydown yards etc..., a Weld County grading permit will be required prior to the start of construction.
Grading Permit applications are accepted after the planning process is complete (plan recorded). An Early
Release Request Form may be entertained only after the applicant and Planning Department have
reviewed the referral and surrounding property owner comments. The Early Release Request may or may
not be granted depending on referral comments and surrounding property owner concerns. Contact an
Engineering representative from the Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:

3575.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.

Project description: A Site Specific Development Plan and Special Review Permit, USR17-0015 for a
greater than 12 -inch high pressure natural gas pipeline approximately four (4.1) miles long commencing at
the Anadarko Petroleum, Kerr-McGee Gathering LLC Lancaster Gathering Facility heading southerly to the
Public Service of Colorado Fort Lupton Metering Station near the intersection of County Road 16 and
County Road 31, FOUR (4) Temporary Use Area used for storage and staging of boring equipment and
natural gas pipe, construction equipment and laydown for natural gas segments; a regulator station and
four buildings to house components of the regulator station. The buildings include a remote terminal unit/gas
chromatograph (RTU/GC) building approximately 128 square feet in size, one metering building
approximately 200 square feet in size, and two control valve buildings approximately 200 square feet in
size in the A (Agricultural) Zone District
This project is south of CR 22 and is east of CR 31. Parcel numbers 130914000010, 130914000011,
130914200033,130923000004,130926000002, 130934100001, 130934100005, and 130935000003.
Access is from multiple locations.
Access:
An Access Permits will be required. Access Permits will be required for temporary and permanent access
points for pipeline construction. For new accesses and/or change of use of an existing access, the fee
and photos are required (Access permit instructions and application can be found at:

Chapter 6, Sections 6.3, 6.4 and 6.5 of the Weld County Engineering and Construction Criteria, offer
access design guidance. (This document can be found at:

CECC%20Manual pdf Existing access points with change of use or new access points may or may not be
granted. Questions pertaining to access permits or access design shall be directed to the Public Works
Department.
For shared accesses, Public Works strongly recommends that the property owner establish an access road
maintenance agreement so future owners of the properties will be aware of their requirements for shared
maintenance of the access road. This is not a requirement for the recorded exemption but is recommended
to avoid property owner conflicts in the future.
Entrance gates (if applicable) must be set back a minimum of 100 feet from edge of shoulder to allow a
truck with trailer or RV to pull completely off of the roadway and open the gate. In no case shall any
vehicle(s) stopped to open a gate be allowed to create a safety issue for roadway users.
When feasible, there shall be no net increase in the number of accesses to a public road. Contact Public
Works to discuss your access.
Roads:
An approved Right -of -Way Use Permit is required for occupying, excavating, or constructing any facilities
crossing or running parallel within the Public Right -of -Way or across or within unmaintained section lines
with Resolution Right -of -Way. Standard setback requirements apply to both Public Right -of -Way and
Section Line Right -of -Way installations.
Public Works recommends that the applicant acquire private easement for their pipeline. Public Works
opposes pipelines running parallel within the right-of-way. The Board of County Commissioners may
allow a special approval of pipelines running parallel within the right-of-way in situations with a
documented hardship.
County Road 18 is a gravel road and is designated on the Weld County Road Classification Plan as a local
road, which requires 60 feet of right-of-way at full buildout. The applicant shall delineate on the site plan
the future and existing right-of-way. All setbacks shall be measured from the edge of future right-of-way.
This road is maintained by Weld County.
County Road 20 is a gravel road and is designated on the Weld County Road Classification Plan as a local
road, which requires 60 feet of right-of-way at full buildout. The applicant shall delineate on the site plan
the future and existing right-of-way. All setbacks shall be measured from the edge of future right-of-way.
This road is maintained by Weld County.
County Road 16 owned and maintained by the City of Fort Lupton. The Municipality has jurisdiction over
all accesses within their jurisdiction. Please contact municipality to verify the access permit or for any
additional requirement that may be needed to obtain or upgrade the permit.
The County Road 33 Section Line is estimated to have 30 feet of unmaintained section line right-of-way
per the Weld County GIS right-of-way map. The applicant shall delineate the existing right-of-way on the
site plan. All setbacks shall be measured from the edge of right-of-way.
Traffic:
Latest ADT on CR 18 was taken on 3/16/17 which counted 388 vpd with 37% trucks.
Latest ADT on CR 20 was taken on 10/20/2016 which counted 164 vpd with 56% trucks.
TRACKING CONTROL:
Tracking control is required to prevent tracking from the site onto public roadways. Temporary Tracking
Control will be determined with the Right -of -Way Use Permit issuance.
A development standard will be included on the recorded site plan. "The access shall be maintained to
mitigate any impacts to the public road including damages and/or offsite tracking."
Improvements and Road Maintenance Agreement:
No improvements agreement will be required as the anticipated traffic is less than 21 round truck trips/day
or 50 round passenger vehicle trips/day or if defined as a Site Plan Review (SPR). A development standard
will be applied to the recorded map indicating any impacts to the road must be mitigated by the owner. The
access on the site shall be maintained to mitigate any impacts to the public road including damages and/or
offsite tracking.

Environmental Health Services has reviewed this proposal for a Site Specific

Permanent water and sewer is not required as this request is a temporary construction
use. Portable toilets and bottled water can be utilized during construction of the
pipeline. As the amount of disturbed area exceeds 25 acres an Air Pollution Emission
Notice (APEN) may be required.
We have no objections to the proposal; however, we do recommend that the following
requirements be incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.

3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions. The facility shall operate in accordance with
Chapter 14, Article 1 of the Weld County Code.
4. Fugitive dust and fugitive particulate emissions shall be controlled along the
construction route. Uses on the property should comply with the Colorado Air
Quality Commission's air quality regulations.
5. The applicant shall submit an Air Pollution Emission Notice (A.P.E.N.) and
Emissions Permit Application and obtain a permit from the Air Pollution Control
Division, Colorado Department of Public Health and Environment, as
applicable.
6. Adequate toilet facilities and handwashing units shall be provided during
construction of the project. Portable toilets are acceptable. Portable toilets shall
be serviced by a cleaner licensed in Weld County and shall contain hand
sanitizers.
7. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

C. Summary statement of the project, to include when applicable:
1. Source, capacity, size, destination and type of facilities, support STRUCTURES,
fines, etc., involved.
PSCo is proposing to construct and operate the Lancaster to Fort Lupton Natural Gas
Pipeline Project (Project) in Weld County, Colorado. The proposed Project woul rein orce
the natural gas system infrastructure and provide improved and reliable service to future and
existing customers in the region. The proposed Project is needed to meet the increased
demand for natural gas services as a result of the recent population growth and urban
development. The proposed Project would transport natural gas from the existing Kerr-
McGee Gathering, LLC Lancaster Gathering Facility, located on the south side of County
Road (CR) 22, between CRs 31 and 37, to the existing PSCo-owned Fort Lupton Metering
Station, located on the south side Barley Avenue, approximately 0,33 mile east of CR 31
(Exhibit A, Figures 1 and 2). The components of the proposed Project are described below.
Exhibit A includes the detailed Project easement and right-of-way (ROW) drawings.
2. A detailed report shall be submitted which includes information on the following
items:
a. A description of the PIPELINE.
Pipeline
The length of the new 24 -inch high-pressure steel pipeline would be approximate Xy 1 miles.
The pipeline would be buried underground using open trenching techniques. In some
locations, the pipeline would be constructed using horizontal directional drilling (HDD)
techniques to bore under roads. The bore areas would be located outside of the roadway
ROW. The pipeline would be designed with a maximum allowable operating pressure
(MAOP) of 1,000 pound -force per square inch gauge. The pipeline would be buried at a
