DCP Operating Company, LP (DCP) is proposing to construct and operate a natural gas residue pipeline named the Mewbourn III Residue 16" Pipeline (also referred to as the "proposed pipeline"). This pipeline will connect the Mewbourn Gas Plant (SMJUSRI7-83-542) to the interconnect on the Colorado Interstate Gas (GIG) — Kinder Morgan (KM) 5A/5B pipeline in Weld County, Colorado. The development of this pipeline will increase the pipeline transport capacity of natural gas in Weld County, reduce the burden of the vehicular transport on Weld County Roads, and support the safer transport of natural gas within the county. Page 1 of 18 2 USE BY SPECIAL REVIEW APPLICATION QUESTIONNAIRE The following sections list information required for Use by Special Review Permit Applications under Section 23-2-510 of the Weld County Code. 2.1 PLANNING QUESTIONS 2.1.1 Applicant's Name and Telephone Number DCP Operating Company, LP 3026 4t' Avenue Greeley, CO 80631 Attn: David Jost, VP Operations North (970) 378-6345 2.1.2 Explain, in detail, the proposed use of the property. DCP proposes to construct the Mewbourn III Residue 16" Pipeline in Sections 34 and 35 of Township (T) 4 North (N); Range (R) 66 West (VV) in Weld County, Colorado. A list of properties, landowners, and public land survey system locations for all parcels crossed by the pipeline is included as Attachment D. The proposed pipeline would be approximately 1.3 miles in total length and would start at the Mewbourn Gas Facility (5MJUSR17-83-542) and terminate at an interconnect on the CIG—KM 5A/SP pipeline in Weld County, Colorado. The pipeline would exit from a launcher at the Mewbourn Gas Plant and head west approximately 0.05 miles where it would turn north and travel 0.1 miles. The pipeline then heads west approximately 0.9 miles and crosses County Road (CR) 33 and the Platte Valley Ditch via bore. The pipeline then travels southwest 0.3 miles where it terminates at a receiver at the CI —1 M 5N5B interconnect, The alignment is shown in Attachment E of this application. The pipeline would be constructed within a 70 -foot temporary right-of-way (ROW), unless otherwise noted by the landowner agreements. Once the pipeline has been installed, the temporary ROW will be returned to its pre -construction contours and reclaimed. The permanent maintenance ROW will be 30 -feet; however, this land will be returned to the surrounding land use during the operational period. Permanent, aboveground equipment will include one launcher at the Mewbourn Gas Facility and one receiver at the CIG—KM 5A/5B interconnect. Total land Page 2 of 18 impacts during construction will be approximately 11 acres while the permanent ROW will cover approximately 4.7 acres, The project will be located entirely on privately owned lands. 2.1.3 Consistency with Weld County Code and Chapter 22 of the Comprehensive Plan The properties intersected by the proposed pipeline project are within an agricultural zone district. Weld County Code Section 23-2-200 et seq. allows the development of oil and gas support and service facilities within agricultural zones. Additionally, Section 22-5-90 of the Weld County Code Comprehensive Plan specifies that "the most efficient and environmentally friendly way to transport crude oil is by pipeline, rather than by truck." Transportation of oil and natural gas products by pipeline has a lower impact on the local road system and lowers air quality impacts. The Weld County Code also specifies under Section 22-5-100 that "Oil and gas activities should be planned to accommodate current and future subdivision activities to the extent such development can reasonably be anticipated." Construction and installation of the proposed pipeline would require temporary interruption to agricultural activities. However, during the operational period, the overlying ROW would be reclaimed. The proposed pipeline project would meet the safety and infrastructure requirements of the Weld County Code Comprehensive Plan and the local oil and natural gas industry while maintaining the long-term productivity of the nearby agricultural operations. 2.1.4 Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposed pipeline project is located in unincorporated Weld County and occurs entirely within an agricultural zone district. With exception to the area within the Mewbourn Gas Plant, the surrounding lands are either irrigated, pivot fields, or grazing. Some homes and estates are in the vicinity of the proposed line. All impacts from the installation of the proposed pipeline project would be temporary and all disturbed areas would be returned to their pre -construction contours and reseeded or left fallow at the landowner's request. The project is consistent and compatible with the surrounding land uses as a use allowed by right under Weld County Code Section 23-3-20. Page 3 of 18 2.1.5 Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. The proposed pipeline project is located in unincorporated Weld County and occurs entirely within an agricultural zone district. With exception to the area within the Mewbourn Gas Plant, the surrounding lands are either irrigated, pivot fields, or grazing. All impacts from the installation of the proposed pipeline project would be temporary and aIF disturbed areas would be returned to their pre -construction contours and reseeded or left to fallow at the landowner's request. The project is consistent and compatible with the surrounding land uses as a use allowed by right under Weld County Code Section 23-3-20. 2.1.6 What are the hours and days of operation? Construction would occur within daytime hours (7:00 AM to 6:00 PM). Once constructed the pipeline would be in operation 24 hours a day, seven days a week, 365 days a year. During routine maintenance and inspection activities, trucks would travel along the pipeline's route between 6:00 AM and 5:00 PM, unless they are responding to an emergency. Daily visits to the pipeline ROW are not anticipated. 2.1.7 List the number of full time and/or part time employees proposed to work at this site. The pipeline would be maintained by 10 to 15 existing DCP field personnel and would not require dedicated full time operators. 2.1.8 if shift work is proposed include the number of employees per shift, See response under Section 2.1.6 of this document. 2.1,9 List the number of people who will use this site. Include contractors, truck drivers, customers, volunteers, etc. During construction, up to 50 people could be present onsite for various activities. Construction personnel would include both DCP employees and contractors. Contractors would use existing storage yards as the base of operations. The pipeline would be maintained by 10 to 15 existing DCP personnel. Page 4 of 18 2,1.1 g If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. No animals would be onsite as part of the proposed project. 2.1.11 Describe the type of lot surface and the square footage of each type. (e.g. asphalt, gravel, landscaping, dirt, grass, buildings) No lots are proposed as part of the proposed pipeline project. 2.1.12 How many parking spaces are proposed? How many handicapped (ADA) parking spaces are proposed? No parking lots or structures are proposed as part of the pipeline project. 2.1.13 Explain the existing and proposed landscaping for the site. Following construction and installation, the site would be graded and restored to its pre - construction contours. Locations not operated for agricultural or livestock use would be reseeded and reclaimed with a landowner approved seed mix. Agricultural land would be returned to operation. Any waterway crossings that would be crossed via temporary open cut would be restored to natural conditions and contours and reseeded. Areas reseeded are expected to return to pre -construction conditions within one to two growing seasons. Noxious, weeds would be managed in accordance with Chapter 15, Articles I and II of the Weld County Code, during construction and until final reclamation is deemed successful. 2.1.14 Describe the type of fence proposed for the site (e.g. 6 -foot chain link with earth tone slats). No new fencing is required. 2.1.15 Describe the proposed screening for all parking and outdoor storage areas. If the site is located in a floodplain outdoor storage is restricted. No permanent onsite parking or storage areas is proposed.. Page 5 of 18 2.1.16 Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Should temporary decommissioning be required, the pipeline pressure would be reduced to a safe level or the pipeline would be cleared using blowdown valves at the launcher or receiver site. Once these procedures are completed maintenance activities would be conducted on the pipeline. Once the pipeline is operating, there its no intention of removing or terminating use of the pipeline. Should any portion of the pipeline require decommissioning, the pipeline would be cleaned, isolated, and abandoned in place per all State of Colorado and local regulations and per the landowner agreement. 2.1.17 Who will provide fire protection to the site? The Platteville-ilcrest Fire Protection District would be dispatched depending on the location of the emergency along the pipeline route. The project will not have a water source appropriate for fire suppression; therefore, water or other fire retardants would be transported to the ROW if needed. 2.1.18 List all proposed on -site and off -site improvements associated with the use (e.g. landscaping, fencing, buildings, drainage, turn lanes, etc,) and a timeline of when you will have each one of the improvements completed. Aboveground equipment associated with the proposed pipeline will include one launcher at the IMlewbourn Gas Plant and one receiver at the GIG —KM 5 15 B pipeline interconnect. Construction of this equipment would occur concurrently with the pipeline construction and installation period which is expected to commence in January of 2018. 2.2 ENGINEERING QUESTIONS 2.2.1 Describe how many roundtripslday are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks,Semi-TrucklTrailer/RV (Roundtrip = 'I trip in and I trip out of site) During construction equipment (graders, disking, etc.), stringing trucks, welding trucks, and one - ton pickup trucks would be required along the ROW for construction, installation, and reclamation Page 6 of 18 activities. These vehicles would only be needed for the brief construction period and are not expected within the ROW once the pipeline becomes operational. During pipeline operation, only occasional traffic from pickup trucks within the ROW for routine maintenance and inspection would be required. Any additional traffic resulting from construction of the pipeline will be minor and temporary. As the project will not contribute to significant alterations in traffic patterns within Weld County, DCP assumes that a traffic study will not be required for this application. 2.2.2 Describe the expected travel routes for site traffic. Access to the site would be from existing private roads and from the CR system where the ROW crosses. Temporary access to the ROW at crossing locations would be covered under DCP's Right -Of -Way Use Application. DCP will consult with the Weld County Department of Public Works and individual landowners concerning access to the ROW. No planned temporary or permanent access roads or easements are planned outside of the construction ROW for the proposed pipeline. As such, no Weld County Access Permits are needed at this time. Once the pipeline is operational, additional traffic will be limited to an occasional vehicle used for regular inspection and maintenance. No long-term alteration of traffic patterns within Weld County is anticipated. 2.2.3 Describe the travel distribution along the routes (e.g. 50% of traffic will come from the north, 20% from the south, 30% from the east, etc.) Access to the ROW during construction would vary depending on the pipeline section being installed. The proposed pipeline would be generally be accessed via the approved ROW or existing private roads along CR 33 and CR 38. During operation access to the pipeline would vary depending on the inspection and maintenance routes. 2.2.4 Describe the time of day that you expect the highest traffic volumes from above. The greatest volume of traffic during construction would occur between 8:00 AM and 6:00 PM. 2.2.5 Describe where the access to the site is planned. Refer to Section 2.2.2 for the discussion on site access. Page 7 of 18 2.2.6 Drainage Design: Detention pond summarized in a drainage report is required unless the project falls under an exception to stormwater detention requirements per code section 23-12-30 F.1. Based on the criteria set forth in Section 23-12-30.F.1 a.5 of the Weld County Code, this pipeline project does not require a detention pond. Details regarding this exception are described in the questionnaire list below: A. Does your site qualify for an exception to stormwater detention? If so, describe in a drainage narrative the following: 1. Which exception is being applied for and include supporting documentation. i. Section 23-12-30.F.1 a.5 — This section specifies that "Exceptions to the stormwater detention shall be limited to the following: 5) Pipelines or transmission lines." 2. Where the water originates if it flows onto the property from an offsite source. i. The central portion of the pipeline is located at a slightly higher elevation than the eastern and western termini. Stormwater and overland flow would move across the proposed ROW from nearby agricultural fields. Where the ROW crosses active farmland, water may also enter the ROW from irrigation and pivot systems. Overland flow would generally move toward Platte Valley Ditch to the north of the centerline or at the crossing location near CR 33. DCP will bore underneath the Platte Valley Ditch to avoid disturbing flows in the ditch,. 3. Where it flows to as it leaves the property. i. As the ROWwould be restored to its natural contour and drainage patterns, water would flow across the ROW as it has historically. Surface flow would collect in the local ditch systems along active fields and roadways and eventually flow into the South Platte River System. As the ROW would be revegetated, the project is not anticipated to increase the sediment burden on the local watersheds. 4. The direction of flow across the property. i. The direction of flow during the operational period of the pipeline would identical to its pre -construction flow. 5. If there have been previous drainage problems with the property, None of the properties have known drainage issues. Page 8 of 18 2.3 ENVIRONMENTAL HEALTH QUESTIONS 2.3.1 What is the drinking water source on the property? No drinking water source is required. During construction, bottled water will be provided to construction personnel. 2.3.2 If utilizing a drinking water well include either the well permit or well permit application that was submitted to the State -Division of Water Resources. If utilizing a public water tap include a letter from the Water District, a tap or meter number, or a copy of the water bill. No drinking water well is required. No public water tap will be utilized for this project. Water used for hydrostatic testing would come from a municipal source and be disposed of in compliance with a Colorado Discharge Permit System. 2, 3.3 What type of sewage disposal system is on the property? If utilizing an existing septic system provide the septic permit number. If there is no septic permit due to the age of the existing septic system, apply for a septic permit through the Department of Public Health (CDFHE) and Environment prior to submitting this application. If a new septic system will be installed please state "a new septic system is proposed." Only propose portable toilets if the use is consistent with the Department of Public Health and Environment's portable toilet policy. No existing or proposed sewage disposal system would be used. Portable toilets would be used for construction personnel, but would be removed for the operational life of the pipeline. 2.3,4 If storage or warehousing is proposed, what type of items will be stored? No long-term storage would be proposed onsite. Page 9 of 18 2.3.5 Describe where and how storage and/or stockpile of wastes, chemicals, and/or petroleum will occur on this site. During construction, all liquid and solid waste will be stored and removed for disposal according to applicable regulations. Temporary sewage disposal units (i.e., portable toilets) will be placed in areas of active construction, and will be maintained regularly to prevent water or soil contamination. Any leaks from equipment or vehicles will be cleaned up in accordance with all applicable regulations and disposed of at appropriate disposal facilities. No wastes will be stored or stockpiled during operation of the pipeline. 2.3.6 If there will be fuel storage on site indicate the gallons and the secondary containment. State the number of tanks and gallons per tank. No fuel storage would occur onsite. 2.3.7 If there will be washing of vehicles or equipment on site indicate how the wash water will be contained. No vehicles would be washed onsite. 2.3.8 If there will be floor drains indicate how the fluids will be contained. No floor drains would be required as part of the proposed project. 2 3.9 Indicate if there will be any air emissions. (e.g. painting, oil storage, etc.) Short-term air emission would result from the operation of project vehicles and machinery during the construction period. Water would be utilized for dust suppression as needed, pending landowner approval. As the project would result in less than 25 acres of temporary disturbance, no Air Pollution Emission Notice (APEN) with the GDPHE would be required for fugitive dust. 2.3.10 Provide a design and operations plan if applicable. (e.g. composting, landfills, etc.).. Refer to Attachment E of this permit application for vicinity maps. Page 10 of 18 2.3.11 Provide a nuisance management plan if applicable. (e.g. dairies, feedlots, etc.) Not applicable. 2.3.12 Additional information may be requested depending on type of land use requested. Additional information can be provided upon request. 2.4 BUILDING QUESTIONS 2.4.1 List the type, size (square footage), and number of existing and proposed structures. Show and label all existing and proposed structures on the USR drawing. Label the use of the building and the square footage. The proposed pipeline would connect to existing infrastructure at the Mewbourn Gas Plant and the CI —KM 5A/SB pipeline interconnect. No other structures would be required. 2.4.2 Explain how the existing structures will be used for this USR? No existing structures would be utilized by the proposed pipeline. 2.4.3 List the proposed use(s) of each structure. No existing structures would be utilized by the proposed pipeline. Page '11 of 18 3 USE BY SPECIAL REVIEW PERMIT REQUIREMENTS FOR PIPELINES SEC. 23-2-510 Chapter 23 of the Weld County Code requires a Use by Special Review Permit to construct a natural gas pipeline that is greater than 12 inches in diameter and is designed to operate at a hoop stress of 20 percent, or higher, of its Specified Minimum Yield Strength. The following information is requested in Section 23-2-510 of the Weld County Code. 3.1 APPLICANT'S NAME AND TELEPHONE NUMBER DCP Operating Company, LP 3026 4th Avenue Greeley, CO 80631 Attn: David Jost, VP Operations North (970) 378-6345 3.2 SOURCE, CAPACITY, DESTINATION AND TYPE OF FACILITIES, SUPPORT STRUCTURES INVOLVED DCP is proposing to construct and operate a natural gas residue pipeline called the Mewbourn 3 Residue 16" Pipeline (also referred to as the `proposed pipeline"). This pipeline will connect the Mewbourn Gas Plant (5MJUSRI7-83-542) to the interconnect on the Colorado Interstate Gas (CIG) — Kinder Morgan (KM) 5A/5E pipeline in Weld County, Colorado. The development of this pipeline will increase the pipeline transport capacity of natural gas in Weld County, reduce the burden of the vehicular transport on Weld County Roads, and support the safer transport of natural gas within the county. 3.3 DETAILED REPORT 3.3.1 Description of the Pipeline DCP proposes to construct the Mewbourn III Residue 16" Pipeline in Sections 34 and 35 of Township (T) 4 North (N>; Range (R) 66 West (W) in Weld County, Colorado. A list of properties, landowners, and public land survey system locations for all parcels crossed by the pipeline is included as Attachment D. The proposed pipeline would be approximately 1.3 miles in total length Page 12 of 18 and would start at the Mewbourn Gas Facility (SMJUSRI7-83-542) and terminate at an interconnect on the CIG—KM 5A/5B pipeline. The pipeline would exit from a launcher at the Mewbourn Gas Plant and head west approximately 0105 miles where it would turn north and travel 0.1 miles. The pipeline then heads west approximately 0.9 miles and crosses County Road <CR) 33 and the Platte Valley Ditch via bore. The pipeline then travels southwest 0.3 miles where it terminates at a receiver at the CIG—KM 8A/5B interconnect. The alignment is shown in Attachment E of this application. The pipeline would be constructed within a 70 -foot temporary right-of-way (ROW), unless otherwise noted by the landowner agreements. Once the pipeline has been installed, the temporary ROW will be returned to its pre -construction contours and reclaimed. The permanent maintenance ROW will be 30 -feet; however, this land will be returned to the surrounding land use during the operational period. Permanent structures will include one launcher at the Mewbourn Gas Facility and one receiver at the ClG— M 8A/5B interconnect. Total land impacts during construction will be approximately 11 acres while the permanent ROW will cover approximately 4.7 acres. The project will be located entirely on privately owned lands. 3.3.2 Description of the Preferred Route The preferred route is described in detail in Section 3.3.1 of this permit application, This route was selected as the preferred project route as it balances environmental sensitivity, operational efficiency, cost minimization, and landowner approval. As such, DCP has brought forth this alignment as the preferred route as .it helps meet the operational needs of the project while minimizing impacts to the surrounding community and environment. In the early planning stages, DCP considered alternative routes through the parcels being crossed; however, the DCP and landowners generally decided to try and follow the edge of active agricultural fields, where practicable, and cross CR33 and the Platte Valley Ditch where they are co -located to make inspection access easier and to reduce the potential for interruption to agricultural activities and other resources. 3.3.3 Procedures to Mitigate Adverse Impacts The pipeline will be installed underground with the exception of the launcher and receiver. No landscaping is proposed. Upon completion of construction activities, the ROW will either be seeded with native grasses or left fallow per the landowner's preferred reclamation procedure. If Page 13 of 18 noxious weeds are identified on the ROW during construction or reclamation periods, they will be managed in compliance with Chapter 15, Articles I and II of the Weld County Code. DCP will implement the following procedures to minimize adverse effects during construction and operation of the pipeline: • DP's construction contractor will bore beneath Weld County roads to avoid damage to the road surface or disruption to traffic flow; • DCP would bore beneath all major streams and ditches; Best Management Practices will be installed to prevent erosion or sediment runoff; 6 Tracking pads will be utilized where heavy equipment is required to cross paved roads to prevent damage to the road surface; Topsoil will be segregated from subsoil during grading activities. Once the pipeline is installed in the trench, subsoil will be backfilled into the trench. The segregated topsoil will be placed atop the subsoil, and the ROW will be graded to preconstruction contours; • Crops damaged due to pipeline construction will be replaced by DCP; • DCP will apply for a CDPHE Construction Stormwater Permit. The permit requires the development of a SVVMP. DCP has developed the SWMP which will provide mitigation measures to be followed during construction and operation of the pipeline; and The ROW will be stabilized as quickly as possible following final grading, 3.3.4 Construction Schedule Typical pipeline construction methods will be implemented. These include: • Survey — The pipeline alignment and workspace limits will be identified prior to construction activities; Clearing and Grading — The temporary construction ROW will be cleared of trees and o bstructions, and graded to a relatively flat surface to accommodate construction e quipment; Trenching — The pipeline trenches will be excavated to provide a depth of cover required by the USDOT, Weld County or DCP Standards. Roads and waterbodies will bored using standards construction techniques; Pipe Stringing and Laying — Pipe segments will be strung along the ROW parallel to the trench, and will be bent (where required), welded, and lowered -in to the trench; Page 14 of 18 0 Backfilling and Grading — Once the pipeline is installed in the trenches, subsoil will be replaced into the trench. Topsoil that was segregated during grading operations will be placed over the subsoil. The ROW will be re -graded to its preconstruction contour and seeded to encourage revegetation; o n ; • Hydrostatic Testing — The pipeline will undergo hydrostatic testing to ensure its integrity. Construction on the Mewbourn III Discharge 16" is planned to start in January 2018 and end in April 2018. 3.3.5 Information on Public Outreach and Land Ownership No public meetings have been held regarding this project. The land ownership list is provided in Attachment D. DCP will have options for easements across all properties contained in this list. See Attachment G for the affidavits of interested landowners. 3.3.6 Description of the Hazards Transporting oil and natural gas by pipeline is generally safer, lowers the burden on local collector roads, and lowers air quality emissions. There is some small risk the integrity of the pipeline may be compromised from accidents or geologic hazards which could result in a release of gas. In addition to DCP's monitoring and valve cutoff systems described in the section below, DCP will clearly mark the pipeline centerline with markers placed at line of site intervals, and at road and railroad crossings. The markers will clearly indicate the presence of a gas pipeline, and will provide a telephone number and address where a company representative can be reached in an emergency or prior to any excavation in the area of the pipeline. In addition, DCP participates in the "One Call" system. "One call" systems serve as the clearinghouse for excavation activities that are planned close to pipelines and other underground utilities. DCP employs highly trained operators and contractors and maintains close working relationships with all emergency response personnel. DCP also participates in a continuing education program to enable customers, the public, government officials, and those engaged in excavation activities to recognize a gas pipeline emergency and report it to the appropriate authority. Page 15 of 18 3.3.7 Emergency Procedures DCP maintains a monitoring system that includes a gas control center that tracks pressures, flows, and deliveries on its entire system. The gas control center is staffed 24 hours a day, 7 days a week, 365 days a year. DCP also has area offices near the pipeline route with personnel who can provide the appropriate response to emergency situations and direct safety operations as necessary. DCP's pipeline systems are equipped with remotely controlled valves that can be operated from the gas control center. In the event of an emergency, the valves allow for a section of the pipeline to be isolated from the rest of the system. Data acquisition systems are also present at all of DCP's meter stations. If system pressures fall outside of a predetermined range, an alarm is activated, and notice is transmitted to the gas control center. Routine aerial and ground inspections are conducted by DCP personnel or contractors. These inspections allow DCP to identify soil erosion that may expose the pipeline; dead vegetation that may indicate a leak in the line; unauthorized encroachment on the ROW by a third party; or other conditions that may lead to a safety hazard and/or require preventative maintenance or repairs. See Attachment F for emergency contact information. 3.3.8 Procedures to Minimize Impacts on Irrigated Agricultural Land The pipeline ROW will be located in an agricultural zone district. During pipeline design and route selection, DCP made efforts to avoid actively cultivated agricultural fields to reduce impact to productive areas. The lands adjacent to the ROW are also zoned as agricultural. The pipeline route is as direct as possible limiting the total acreage of land affected during construction. The effect on land that is disturbed during construction will be temporary in nature since the permanent ROW will be allowed to revert to its pre -construction state. In areas where active cultivation could not be avoided, impacts will be minimized by implementing the following: Page 16 of 18 Topsoil will be segregated and preserved during grading operations, and returned as surface layer soil once the pipeline is installed; The pipeline will be installed in an area that will avoid affecting the operation of irrigation equipment; and Following construction of the project, the ROW will be seeded or left fallow per the landowner's preferred reclamation procedure. Upon successful completion of construction, disturbed areas will be seeded with native grasses to encourage vegetation growth and soil stabilization. Agricultural crop land may be left fallow if that is the landowner's preferred reclamation procedure. Provisions for crop damage on agricultural land and/or remedies for soil erosion problems have been or will be addressed with individual landowners. 3.3.9 Conformance with the Guidelines of Chapter 22 The properties intersected by the proposed pipeline project are within an agricultural zone district. Weld County Code Section 23-2-200 et seq. allows the development of oil and gas support and service facilities within agricultural zones. Additionally, Section 22-5-90 of the Weld County Code Comprehensive Plan specifies that "the most efficient and environmentally friendly way to transport crude oil is by pipeline, rather than by truck". Transportation of oil and natural gas products by pipeline has a lower impact on the local road system and lowers air quality impacts. The Weld County code also specifies under Section 22-5-100 that "Oil and gas activities should be planned to accommodate current and future subdivision activities to the extent such development can reasonably be anticipated". Construction and installation of the proposed pipeline would require temporary interruption to agricultural activities. However, during the operational period, the overlying ROW would be reclaimed. The proposed pipeline project would meet the safety and infrastructure requirements of the Weld County Code Comprehensive Plan and local oil and natural gas industry while maintaining the long-term productivity of the nearby agricultural operations. Page 17 of 18 3.3.10 Decommissioning Plan Should temporary decommissioning be required the pipeline pressure would be reduced to a safe level or the pipeline would be cleared using blowdown valves at the launcher or receiver site. Once these procedures are completed maintenance activities would be conducted on the pipeline. Once the pipeline is operating, there is no intention of removing or terminating use of the pipeline. Should any portion of the pipeline require decommissioning, the pipeline would be cleaned, isolated, and abandoned in place per all State of Colorado and local regulations and per the landowner agreement. 3.3.11 Haul Routes During Construction The movement of construction equipment and materials to the ROW may temporarily affect existing transportation networks. To minimize disruption, equipment and materials will be stored in the vicinity of the construction site. Where access to roadways may impede traffic flow, appropriate traffic control measures will be used. G-1 INTRODUCTION As upstream oil and natural gas exploration and development companies continue to access and extract subsurface minerals, additional pipeline and transportation infrastructure is necessary to gather, process, and distribute hydrocarbon resources within the Denver-Julesburg Basin. DCP Operating Company, LP (DCP) is proposing to construct and operate a natural gas residue pipeline named the Mewbourn III Residue 16" Pipeline (also referred to as the "proposed pipeline"). This pipeline will connect the Mewbourn Gas Plant (5MJUSRI7-83-542) to the interconnect on the Colorado Interstate Gas (CIG) — Kinder Morgan (KM) 5A/5B pipeline in Weld County, Colorado. The development of this pipeline will increase the pipeline transport capacity of natural gas in Weld County, reduce the burden of the vehicular transport on Weld County Roads, and support the safer transport of natural gas within the county. Page 1 of 18 2 USE BY SPECIAL REVIEW APPLICATION QUESTIONNAIRE The following sections list information required for Use by Special Review Permit Applications under Section 23-2-510 of the Weld County Code. 2.1 PLANNING QUESTIONS 2.1.1 Applicant's Name and Telephone Number DCP Operating Company, LP 3026 deith Avenue Greeley, CO 80631 Attn: David Jost, VP Operations North (970) 378-6345 2.1.2 Explain, in detail, the proposed use of the property. DCP proposes to construct the Mewbourn III Residue 16" Pipeline in Sections 34 and 35 of Township (1)4 North (N); Range (R) 66 West (W) in Weld County, Colorado. A list of properties, landowners, and public land survey system locations for all parcels crossed by the pipeline is included as Attachment D. The proposed pipeline would be approximately 1.3 miles in total length and would start at the Mewbourn Gas Facility (SMJUSRI7-83-542) and terminate at an interconnect on the CIG—KM 5N56 pipeline in Weld County, Colorado. The pipeline would exit from a launcher at the Mewbourn Gas Plant and head west approximately 0.05 miles where it would turn north and travel 0.1 miles. The pipeline then heads west approximately 0.9 miles and crosses County Road (CR) 33 and the Platte Valley Ditch via bore. The pipeline then travels southwest 0.3 miles where it terminates at a receiver at the CIG—KM 5A/5B interconnect. The alignment is shown in Attachment E of this application. The pipeline would be constructed within a 70 -foot temporary right-of-way (ROW), unless otherwise noted by the landowner agreements. Once the pipeline has been installed, the temporary ROW will be returned to its pre -construction contours and reclaimed. The permanent maintenance ROW will be 30 -feet; however, this land will be returned to the surrounding land use during the operational period. Permanent, aboveground equipment will include one launcher at the Mewbourn Gas Facility and one receiver at the CIG—KM 5AI5B interconnect. Total land Page2of 18 impacts during construction will be approximately 11 acres while the permanent ROW will cover approximately 4.7 acres. The project will be located entirely on privately owned lands. 2.1.3 Consistency with Weld County Code and Chapter 22 of the Comprehensive Plan The properties intersected by the proposed pipeline project are within an agricultural zone district. The proposed pipeline project is located in unincorporated Weld County and occurs entirely within an agricultural zone district. With exception to the area within the Mewbourn Gas Plant, the surrounding lands are either irrigated, pivot fields, or grazing. Some homes and estates are in the vicinity of the proposed line. All impacts from the installation of the proposed pipeline project would be temporary and all disturbed areas would be returned to their pre -construction contours and reseeded or left fallow at the landowner's request. The project is consistent and compatible with the surrounding land uses as a use allowed by right under Weld County Code section 23-3-20. Page 3 of 18 2.1.5 Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. The proposed pipeline project is located in unincorporated Weld County and occurs entirely within an agricultural zone district. With exception to the area within the Mewbourn Gas Plant, the surrounding lands are either irrigated, pivot fields, or grazing. All impacts from the installation of the proposed pipeline project would be temporary and all disturbed areas would be returned to their pre -construction contours and reseeded or left to fallow at the landowner's request. The project is consistent and compatible with the surrounding land uses as a use allowed by right under Weld county Code Section 23-3-20. 2.1.6 What are the hours and days of operation? Construction would occur within daytime hours (7:00 AM to 6:00 PM). Once constructed the pipeline would be in operation 24 hours a day, seven days a week, 365 days a year. During routine maintenance and inspection activities, trucks would travel along the pipeline's route between 6:00 AM and 5:00 PM, unless they are responding to an emergency. Daily visits to the pipeline ROW are not anticipated. 2.1.7 List the number of full time and/or part time employees proposed to work at this site. The pipeline would be maintained by 10 to 15 existing DCP field personnel and would not require dedicated full time operators. 2.1.8 If shift work is proposed include the number of employees per shift. See response under Section 2.1.6 of this document. 2.1.9 List the number of people who will use this site. Include contractors, truck drivers, customers, volunteers, etc. During construction, up to 50 people could be present onsite for various activities. Construction personnel would include both DCP employees and contractors. Contractors would use existing storage yards as the base of operations. The pipeline would be maintained by 10 to 15 existing DCP personnel. Page 4 of 18 2.1.10 If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. N o animals would be onsite as part of the proposed project. 2.1.11 Describe the type of lot surface and the square footage of each type. (e.g. asphalt, gravel, landscaping, dirt, grass, buildings) No lots are proposed as part of the proposed pipeline project. 2.1.12 How many parking spaces are proposed? How many handicapped (ADA) parking spaces are proposed? N o parking lots or structures are proposed as part of the pipeline project. 2.1.13 Explain the existing and proposed landscaping for the site. Following construction and installation, the site would be graded and restored to its pre - construction contours. Locations not operated for agricultural or livestock use would be reseeded and reclaimed with a landowner approved seed mix. Agricultural land would be returned to operation. Any waterway crossings that would be crossed via temporary open cut would be restored to natural conditions and contours and reseeded. Areas reseeded are expected to return to pre -construction conditions within one to two growing seasons. Noxious weeds would be managed in accordance with Chapter 15, Articles I and II of the Weld County code, during construction and until final reclamation is deemed successful. 2.1.14 Describe the type of fence proposed for the site (e.g. 6 -foot chain link with earth tone slats). N o new fencing is required. 2.1.15 Describe the proposed screening for all parking and outdoor storage areas. If the site is located in a floodplain outdoor storage is restricted. N o permanent onsite parking or storage areas is proposed. Page 5 of 18 2.1.16 Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Should temporary decommissioning be required, the pipeline pressure would be reduced to a safe level or the pipeline would be cleared using blowdown valves at the launcher or receiver site. Once these procedures are completed maintenance activities would be conducted on the pipeline. Once the pipeline is operating, there is no intention of removing or terminating use of the pipeline. Should any portion of the pipeline require decommissioning, the pipeline would be cleaned, isolated, and abandoned in place per all state of Colorado and local regulations and per the landowner agreement. 2.1.17 Who will provide fire protection to the site? The Platteville-Gilcrest Fire Protection District would be dispatched depending on the location of the emergency along the pipeline route. The project will not have a water source appropriate for fire suppression; therefore, water or other fire retardants would be transported to the ROW if needed. 2.1.18 List all proposed on -site and off -site improvements associated with the use (e.g. landscaping, fencing, buildings, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Aboveground equipment associated with the proposed pipeline will include one launcher at the Mewbourn Gas Plant and one receiver at the CIG—KM 5A/5B pipeline interconnect. Construction of this equipment would occur concurrently with the pipeline construction and installation period which is expected to commence in January of 2018. 2.2 ENGINEERING QUESTIONS 2.2.1 Describe how many roundtripsfday are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-Truck/Trailer/RV (Roundtrip = 1 trip in and I trip out of site) During construction equipment (graders, disking, etc.), stringing trucks, welding trucks, and one - ton pickup trucks would be required along the ROW for construction, installation, and reclamation Page 6 of 18 activities. These vehicles would only be needed for the brief construction period and are not expected within the ROW once the pipeline becomes operational. During pipeline operation, only occasional traffic from pickup trucks within the ROW for routine maintenance and inspection would be required. Any additional traffic resulting from construction of the pipeline will be minor and temporary. As the project will not contribute to significant alterations in traffic patterns within Weld County, DCP assumes that a traffic study will not be required for this application. 2.2.2 Describe the expected travel routes for site traffic. Access to the site would be from existing private roads and from the CR system where the ROW crosses. Temporary access to the ROW at crossing locations would be covered under DCP's Right -Of -Way Use Application. DCP will consult with the Weld County Department of Public Works and individual landowners concerning access to the ROW. No planned temporary or permanent access roads or easements are planned outside of the construction ROW for the proposed pipeline. As such, no Weld County Access Permits are needed at this time. Once the pipeline is operational, additional traffic will be limited to an occasional vehicle used for regular inspection and maintenance. No long-term alteration of traffic patterns within Weld County is anticipated. 2.2.3 Describe the travel distribution along the routes (e.g. 50% of traffic will come from the north, 20% from the south, 30% from the east, etc.) Access to the ROW during construction would vary depending on the pipeline section being installed. The proposed pipeline would be generally be accessed via the approved ROW or existing private roads along CR 33 and CR 38. During operation access to the pipeline would vary depending on the inspection and maintenance routes. 2.2.4 Describe the time of day that you expect the highest traffic volumes from above. The greatest volume of traffic during construction would occur between 8:00 AM and 6:00 PM. 2.2.5 Describe where the access to the site is planned. Refer to Section 2.2.2 for the discussion on site access. Page 7 of 18 2.2.6 Drainage Design: Detention pond summarized in a drainage report is required unless the project falls under an exception to stormwater detention requirements per code section 23-12-30 F.'1. Based on the criteria set forth in Section 23-12-30.F.1a.5 of the Weld County code, this pipeline project does not require a detention pond. Details regarding this exception are described in the questionnaire list below: A. Does your site qualify for an exception to stormwater detention? If so, describe in a drainage narrative the following: 1. Which exception is being applied for and include supporting documentation. i. Section 2-4I 2-0. F.1 a. — This section specifies that "Exceptions to the stormwater detention shall be limited to the following: 5) Pipelines or transmission lines." 2. Where the water originates if it flows onto the property from an offsite source. i. The central portion of the pipeline is located at a slightly higher elevation than the eastern and western termini. stormwater and overland flow would move across the proposed ROW from nearby agricultural fields. Where the ROW crosses active farmland, water may also enter the ROW from irrigation and pivot systems. Overland flow would generally move toward Platte Valley Ditch to the north of the centerline or at the crossing location near CR 33. DCP will bore underneath the Platte Valley Ditch to avoid disturbing flows in the ditch. 3. Where it flows to as it leaves the property. i. As the ROW would be restored to its natural contour and drainage patterns, water would flow across the ROW as it has historically. Surface flow would collect in the local ditch systems along active fields and roadways and eventually flow into the South Platte River System. As the ROW would be revegetated, the project is not anticipated to increase the sediment burden on the local watersheds. 4. The direction of flow across the property. i. The direction of flow during the operational period of the pipeline would identical to its pre -construction flow. . If there have been previous drainage problems with the property. i. None of the properties have known drainage issues. Page 8 of 18 2.3 ENVIRONMENTA HEALTH QUESTIONS 2.3.1 What is the drinking water source on the property? No drinking water source is required. During construction, bottled water will be provided to construction personnel. 2.3.2 If utilizing a drinking water well include either the well permit or well permit application that was submitted to the State -Division of Water Resources. If utilizing a public water tap include a letter from the Water District, a tap or meter number, or a copy of the water bill. No drinking water well is required. No public water tap will be utilized for this project. Water used for hydrostatic testing would come from a municipal source and be disposed of in compliance with a Colorado Discharge Permit System, 2.3.3 What type of sewage disposal system is on the property? If utilizing an existing septic system provide the septic permit number. If there is no septic permit due to the age of the existing septic system, apply for a septic permit through the Department of Public Health (CDPHE) and Environment prior to submitting this application. If a new septic system will be installed please state "a new septic system is proposed." only propose portable toilets if the use is consistent with the Department of Public Health and Environment's portable toilet policy. No existing or proposed sewage disposal system would be used. Page 11 of 18 3 USE BY SPECIAL REVIEW PERMIT REQUIREMENTS FOR PIPELINES SEC. 23-2-510 Chapter 23 of the Weld County Code requires a Use by Special Review Permit to construct a natural gas pipeline that is greater than 12 inches in diameter and is designed to operate at a hoop stress of 20 percent, or higher, of its Specified Minimum Yield Strength. The following information is requested in Section 23-2-510 of the Weld County Code. 3.1 APPLICANT'S NAME AND TELEPHONE NUMBER DCP Operating Company, LP 3026 4th Avenue Greeley, CO 80631 Attn: David Jost, VP Operations North (970) 378-6345 .2 SOURCE, CAPACITY, DESTINATION AND TYPE OF FACILITIES, SUPPORT STRUCTURES INVOLVED DCP is proposing to construct and operate a natural gas residue pipeline called the Mewbourn 3 Residue 16" Pipeline (also referred to as the "proposed pipeline"). This pipeline will connect the Mewbourn Gas Plant (5MJUSRI7-83-542) to the interconnect on the Colorado Interstate Gas (GIG) — Kinder Morgan (1(M) 5A/5B pipeline in Weld County, Colorado. The development of this pipeline will increase the pipeline transport capacity of natural gas in Weld County, reduce the burden of the vehicular transport on Weld County Roads, and support the safer transport of natural gas within the county. 3.3 DETAILED REPORT 3.3.1 Description of the Pipeline DCP proposes to construct the Mewbourn III Residue 16" Pipeline in Sections 24 and 35 of Township (T) 4 North (N); Range (R) 66 West (W) in Weld County, Colorado. A list of properties, landowners, and public land survey system locations for all parcels crossed by the pipeline is included as Attachment D. The proposed pipeline would be approximately 1.3 miles in total length Page 12 of 18 and would start at the Mewbourn Gas Facility (5MJUSRI7-83-542) and terminate at an interconnect on the GIG —KM 5A/5B pipeline. The pipeline would exit from a launcher at the Mewbourn Gas Plant and head west approximately 0.05 miles where it would turn north and travel 0.1 miles. The pipeline then heads west approximately 0.9 miles and crosses County Road (CR) 33 and the Platte Valley Ditch via bore. The pipeline then travels southwest 0.3 miles where it terminates at a receiver at the GIG —KM 5►AI5B interconnect. The alignment is shown in Attachment E of this application. The pipeline would be constructed within a 70 -foot temporary right-of-way (ROW), unless otherwise noted by the landowner agreements. Once the pipeline has been installed, the temporary ROW will be returned to its pre -construction contours and reclaimed. The permanent maintenance ROW will be 30 -feet; however, this land will be returned to the surrounding land use during the operational period. Permanent structures will include one launcher at the Mewbourn Gas Facility and one receiver at the CIG—KM 5A/SB interconnect. Total land impacts during construction will be approximately 11 acres while the permanent ROW will cover approximately 4.7 acres. The project will be located entirely on privately owned lands. 3.3.2 Description of the Preferred Route The preferred route is described in detail in section 3.3.1 of this permit application. This route was selected as the preferred project route as it balances environmental sensitivity, operational efficiency, cost minimization, and landowner approval. As such, DCP has brought forth this alignment as the preferred route as it helps meet the operational needs of the project while minimizing impacts to the surrounding community and environment In the early planning stages, DCP considered alternative routes through the parcels being crossed; however, the DCP and landowners generally decided to try and follow the edge of active agricultural fields, where practicable, and cross CR33 and the Platte Valley Ditch where they are co -located to make inspection access easier and to reduce the potential for interruption to agricultural activities and other resources. 3.3.3 Procedures to Mitigate Adverse Impacts The pipeline will be installed underground with the exception of the launcher and receiver. No landscaping is proposed. Upon completion of construction activities, the ROW will either be seeded with native grasses or left fallow per the landowner's preferred reclamation procedure. If Page 13 of 18 noxious weeds are identified on the ROW during construction or reclamation periods, they will be managed in compliance with Chapter 15, Articles I and II of the Weld County Code. DCP will implement the following procedures to minimize adverse effects during construction and operation of the pipeline: • D+ P's construction contractor will bore beneath Weld County roads to avoid damage to the road surface or disruption to traffic flow; • DCP would bore beneath all major streams and ditches; • Best Management Practices will be installed to prevent erosion or sediment runoff; • Tracking pads will be utilized where heavy equipment is required to cross paved roads to prevent damage to the road surface; Topsoil will be segregated from subsoil during grading activities. Once the pipeline is installed in the trench, subsoil will be backfilled into the trench. The segregated topsoil will be placed atop the subsoil, and the ROW will be graded to preconstruction contours; • Crops damaged due to pipeline construction will be replaced by DCP; • DCP will apply for a CDPHE Construction Stormwater Permit. The permit requires the development of a SWMP. DCP has developed the SWMP which will provide mitigation measures to be followed during construction and operation of the pipeline; and • The ROW will be stabilized as quickly as possible following final grading. 3.3.E Construction Schedule Typical pipeline construction methods will be implemented. These include:. • Survey — The pipeline alignment and workspace limits will be identified prior to construction activities; • Clearing and Grading — The temporary construction ROW will be cleared of trees and obstructions, and graded to a relatively flat surface to accommodate construction equipment; Trenching — The pipeline trenches will be excavated to provide a depth of cover required by the USDOT, Weld County or DCP Standards. Roads and waterbodies will bored using standards construction techniques; • Pipe Stringing and Laying — Pipe segments will be strung along the ROW parallel to the trench, and will be bent (where required), welded, and lowered -in to the trench; Page 14 of 18 • Backfilling and Grading — Once the pipeline is installed in the trenches, subsoil will be replaced into the trench. Topsoil that was segregated during grading operations will be placed over the subsoil. The ROW will be re -graded to its preconstruction contour and seeded to encourage revegetation; • Hydrostatic Testing — The pipeline will undergo hydrostatic testing to ensure its integrity. Construction on the Mewbourn III Discharge 16" is planned to start in January 2018 and end in April 2018. 3.3.5 Information on Public Outreach and Land Ownership No public meetings have been held regarding this project. The land ownership list is provided in Attachment D. DCP will have options for easements across all properties contained in this list. See Attachment G for the affidavits of interested landowners. 3.3.6 Description of the Hazards Transporting oil and natural gas by pipeline is generally safer, lowers the burden on local collector roads, and lowers air quality emissions. There is some small risk the integrity of the pipeline may be compromised from accidents or geologic hazards which could result in a release of gas. In addition to DP's monitoring and valve cutoff systems described in the section below, DCP will dearly mark the pipeline centerline with markers placed at line of site intervals, and at road and railroad crossings. The markers will clearly indicate the presence of a gas pipeline, and will provide a telephone number and address where a company representative can be reached in an emergency or prior to anyexcavation in the area of the pipeline. In addition, DCP participates in the "One Call" system. "One call" systems serve as the clearinghouse for excavation activities that are planned close to pipelines and other underground utilities. DCP employs highly trained operators and contractors and maintains close working relationships with all emergency response personnel. DCP also participates in a continuing education program to enable customers, the public, government officials, and those engaged in excavation activities to recognize a gas pipeline emergency and report it to the appropriate authority. Page 15 of 18 3.3.7 Emergency Procedures DCP maintains a monitoring system that includes a gas control center that tracks pressures, flows, and deliveries on its entire system. The gas control center is staffed 24 hours a day, 7 days a week, 365 days a year. DCP also has area offices near the pipeline route with personnel who can provide the appropriate response to emergency situations and direct safety operations as necessary. DCP's pipeline systems are equipped with remotely controlled valves that can be operated from the gas control center. In the event of an emergency, the valves allow for a section of the pipeline to be isolated from the rest of the system. Data acquisition systems are also present at all of DCP's meter stations. If system pressures fall outside of a predetermined range, an alarm is activated, and notice is transmitted to the gas control center. Routine aerial and ground inspections are conducted by DCP personnel or contractors. These inspections allow DCP to identify soil erosion that may expose the pipeline; dead vegetation that may indicate a leak in the line; unauthorized encroachment on the ROW by a third party; or other conditions that may lead to a safety hazard and/or require preventative maintenance or repairs. See Attachment F for emergency contact information. 3.3.8 Procedures to Minimize Impacts on Irrigated Agricultural Land The pipeline ROW will be located in an agricultural zone district. During pipeline design and route selection, DCP made efforts to avoid actively cultivated agricultural fields to reduce impact to productive areas. The lands adjacent to the ROW are also zoned as agricultural. The pipeline route is as direct as possible limiting the total acreage of land affected during construction. The effect on land that is disturbed during construction will be temporary in nature since the permanent ROW will be allowed to revert to its pre -construction state. In areas where active cultivation could not be avoided, impacts will be minimized by implementing the following: Page 16 of 18 • Topsoil will be segregated and preserved during grading operations, and returned as surface layer soil once the pipeline is installed; • The pipeline will be installed in an area that will avoid affecting the operation of irrigation equipment; and • Following construction of the project, the ROW will be seeded or left fallow per the landowner's preferred reclamation procedure. Upon successful completion of construction, disturbed areas will be seeded with native grasses to encourage vegetation growth and soil stabilization. Agricultural crop land may be left fallow if that is the landowner's preferred reclamation procedure. Provisions for crop damage on agricultural land and/or remedies for soil erosion problems have been or will be addressed with individual landowners. 3.3.9 Conformance with the Guidelines of Chapter 22 The properties intersected by the proposed pipeline project are within an agricultural zone district. Weld County Code Section 23-2-200 et seq. allows the development of oil and gas support and service facilities within agricultural zones. Additionally, Section 22-5-90 of the Weld County Code Comprehensive Plan specifies that "the most efficient and environmentally friendly way to transport crude oil is by pipeline, rather than by truck". Transportation of oil and natural gas products by pipeline has a lower impact on the local road system and lowers air quality► impacts. The Weld County code also specifies under Section 22-5-100 that "Oil and gas activities should be planned to accommodate current and future subdivision activities to the extent such development can reasonably be anticipated". Construction and installation of the proposed pipeline would require temporary interruption to agricultural activities. However, during the operational period, the overlying ROW would be reclaimed. The proposed pipeline project wouldmeet the safety► and infrastructure requirements of the Weld County code Comprehensive Plan and local oil and natural gas industry while maintaining the long-term productivity of the nearby agricultural operations. Page 17 of 18 3.3.10 Decommissioning Plan Should temporary decommissioning be required the pipeline pressure would be reduced to a safe level or the pipeline would be cleared using blowdown valves at the launcher or receiver site. Once these procedures are completed maintenance activities would be conducted on the pipeline. Once the pipeline is operating, there is no intention of removing or terminating use of the pipeline. Should any portion of the pipeline require decommissioning, the pipeline would be cleaned, isolated, and abandoned in place per all state of Colorado and local regulations and per the landowner agreement. 3.3.11 Haul Routes During Construction The movement of construction equipment and materials to the ROW may temporarily affect existing transportation networks. To minimize disruption, equipment and materials will be stored in the vicinity of the construction site. Where access to roadways may impede traffic flow, appropriate traffic control measures will be used. DCP will work with Weld County Department of Public Works to obtain all necessary road crossing permits. 3.3.12 Other Pertinent Information Additional information can be provided upon request.
