RE: APPROVE RATIFICATION OF APPOINTMENTS TO THE BOARD OF TRUSTEES OF
THE HIGH PLAINS LIBRARY DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the High Plains Library District has been created by action of six
municipalities, Weld County School District RE -8, and the County of Weld, of the State of
Colorado, and
WHEREAS, six vacancies currently exist on the High Plains Library District Board of
Trustees, and
WHEREAS, pursuant to C.R.S. §24-90-108(2)(c) and the Order Approving Settlement
Stipulation in case 2014CV30358 dated March 2, 2017, the Nominating Committee for the High
Plains Library District Board of Trustees has nominated the following persons for appointment to
said board as trustees, with the following terms and geographic representation:
• John Damsma — Region 1 (Erie, Frederick, Firestone) — Term expiring 12/31/2021,
• Rosalie Martinez — Region 2 (Gilcrest, Hudson, Keenesburg, LaSalle, Lochbuie,
Platteville, Fort Lupton) —Term expiring 12/31/2019,
• Kenneth Poncelow — Region 3 (Mead, Johnstown, Milliken, Berthoud) — Term expiring
12/31/2020,
• George Conger — Region 4 (Greeley, Evans, Garden City) — Term expiring 12/31/2019,
• Mary Heberlee — Region 5 (Ault, Eaton, Pierce, Nunn, Carr, Rockport, Lucerne) — Term
expiring 12/31/2021,
• Bob Grand — At -Large — Term expiring 12/31/2020.
WHEREAS, after review, the Board deems it advisable to ratify said persons for the
positions and terms expiring set forth above.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the appointments of John Damsma, Rosalie Martinez, Kenneth Poncelow,
George Conger, Mary Heberlee, and Bob Grand be, and hereby are, ratified for the positions and
terms set forth above.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 10th day of April, A.D., 2017.

Dear Chairman Cozad:
Thank you for your cooperation in selecting and now ratifying Trustees for the High Plains Library
District. In accordance with the state law, a Selection Committee composed of one member from each
Establishing Body must select library district board members; and then each jurisdiction must ratify the
selection by resolution. The following recommendations have been made by the 2017 Selection
Committee which met March 31 and April 3, 2017:
REGION 1, John Damsma, 4 -year term: 2017-2020;
REGION 2, Rosalie Martinez, 2 -year term: 2017-2018;
REGION 3, Kenneth Poncelow, 3 -year term: 2017-2019;
REGION 4, George Conger, 2 -year term: 2017-2018;
REGION 5, Mary Heberlee, 4 -year term: 2017-2020;
AT -LARGE, Bob Grand, 3 -years: 2017-2019.
Since it is necessary for all Establishing Bodies to ratify the recommendations made by the committee
by a 2/3 majority of each jurisdiction, a sample resolution is provided. You are encouraged to consider
the resolution as soon as possible so the Library District is not without full representation on the Board.
A copy of your resolution should be sent to me at the High Plains Library District, 2650 W 29th Street,
Greeley, CO, 80631, once acted upon by your Board. Any governmental unit which does not respond
to the request to ratify within sixty (60) days is deemed to have assented to the appointment of the
nominee.
