HomeMy WebLinkAbout20170211.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 18, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 18, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway - EXCUSED Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of January 16, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PRESENTATIONS: 1) RECOGNITION OF SERVICES, WORKFORCE DEVELOPMENT BOARD - DR. MARY FREITAG AND SANDRA CROUSE: Chair Cozad read the certificate for the record recognizing Dr. Frietag and Ms. Crouse for their voluntary contributions to the Workforce Development Board. Each one of the Commissioners expressed their appreciation for their time and commitment. 2) RECOGNITION OF SERVICES, JUVENILE COMMUNITY REVIEW BOARD - DALEE MCINTOSH AND MARK ROMERO: Chair Cozad read the certificate for the record recognizing Ms. McIntosh and Mr. Romero for their voluntary contributions to the Juvenile Community Review Board. Each one of the Commissioners thanked them for their time and commitment. I 3) RECOGNITION OF SERVICES, NOXIOUS WEED MANAGEMENT ADVISORY BOARD - DAVID DROEGEMUELLER AND JUDY NOEL: Chair Cozad read the certificate for the record recognizing Mr. Droegemuller and Ms. Noel for their voluntary contributions to the Noxious Weed otIacp/aot7 Minutes, January 18, 2017 Page 1 2017-0211 BC0016 Management Advisory Board. Each one of the Commissioners thanked them for their time and commitment. • PUBLIC INPUT: Maydean Worley, resident of Greeley, expressed her concerns with the Commissioners' decision to not hold Land Use hearings for Oil and Gas facilities. She stated she believes the Oil and Gas Emissions have numerous effects on health and the environment. Ms. Worley requested that the Board reinstate Land Use Hearings for Oil and Gas. Ms. Worley presented slides, marked Exhibit A, displaying increased emissions. Chair Cozad clarified the County has never held a Land Use Hearing for Oil and Gas facilities, because they are a Use by Right and the new WOGLA permit process was put into place to create additional oversight and review. Chair Cozad stated it would be beneficial to have Ms. Worley meet with Tom Parko, Director of Planning Services, and Trevor Jiricek, Director of the Environmental Health Department. Dr. Lloyd Worley, resident of Greeley, presented his concerns about County codes concerning renewable energy in the County and stated renewable energy sources are cleaner and compatible with agricultural land. Chair Cozad clarified that there weren't any previous regulations for Solar facilities, but the Commissioners worked closely with the industry to find a fair solution. • COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer reported attending the Child Welfare Allocation Meeting, which she co-chairs. She stated she went to the State of the State with Chair Cozad where Governor Hickenlooper discussed transportation. She stated the Commissioners met with CDOT concerning the U.S. 85 PEL and had a discussion about the functional integrity of the roadway. a Commissioner Moreno attended a memorial service for May Martinez Hendershot, who will be greatly missed in this community. a Commissioner Freeman attended the Legislative Breakfast at the Capitol. = Chair Cozad thanked Commissioner Kirkmeyer for her leadership with the transportation issues in the County. She had the opportunity to attend the Four State Irrigation Conference, where they discussed many topics surrounding water and irrigation. Chair Cozad attended the Leadership Awards Breakfast for the Carbon Valley Rotary. Lastly, Chair Cozad stated the Weld County Health Department is working on a grant program, "Communities that Care" to work with youth. BIDS: • 1) PRESENT BID #B1700027, FILL SAND - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, presented the three (3) bids received and stated staff will bring back a recommendation on February 1, 2017. • 2) PRESENT BID #B1700028, MATERIAL HAULING - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the four (4) bids received and stated staff will bring back a recommendation on February 1, 2017. NEW BUSINESS: • 1) CONSIDER REAPPOINTMENTS TO WORKFORCE DEVELOPMENT BOARD: Commissioner Freeman moved to approve said reappointments to the Workforce Development Board. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 2) CONSIDER APPOINTMENT TO NOXIOUS WEED MANAGEMENT ADVISORY BOARD: Commissioner Moreno moved to approve said appointment to the Noxious Weed Management Advisory Board. The motion was seconded by Commissioner Freeman, and it carried unanimously. Minutes, January 18, 2017 Page 2 2017-0211 BC0016 RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
