RE: APPOINT MIKE FREEMAN TO HIGH PLAINS LIBRARY DISTRICT NOMINATING
COMMITTEE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the High Plains Library District has been created by action of six (6)
municipalities, Weld County School District RE -8, and the County of Weld, State of Colorado, and
WHEREAS, vacancies currently exist on the High Plains Library District Board, and
WHEREAS, the Board of County Commissioners is entitled to appoint one representative
to the Nominating Committee for the purpose of recommending replacement trustees, and
WHEREAS, the Board deems it advisable to appoint Mike Freeman to the Nominating
Committee until such time as all current vacancies are filled.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Commissioner Mike Freeman be, and hereby is, appointed to the High
Plains Library District Nominating Committee.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 13th day of March, A.D., 2017.

Dear Commissioner Cozad,
The High Plains Library District Board is seeking nominations to fill the following vacancies on
the Board of Trustees: Karen Rademacher, serving Region 1; Lucile Arnusch, serving Region 2;
Jacqueline Maslowe, serving Region 3; Brian Larson, serving Region 4; and open positions for
Region 5 and At -Large. Stan Sameshima will fulfill his term for Region 6 until December 31,
2017, which serves northeast Weld County. Notices of the vacancies have been placed in
newspapers, libraries, and on the HPLD website, www.MyLibrary.us.
While there are no statutory requirements regarding residency, it is the intent that there be
representation on the Board of all areas within the High Plains Library District. The areas to be
represented in this selection process are:
Region 1. Erie, Frederick, Firestone
N -C66, S -County Line, E-US85, W- County Line + Erie town boundaries
Region 2. Gilcrest, Hudson, Keenesburg, LaSalle, Lochbuie, Platteville, Fort Lupton

line; on the east by the Weld County line; and on the west by the Weld County
line excluding the RE -4 Windsor -Severance school district and the City of
Dacono and including the Town of Erie
We request that you appoint one (1) member of your governing body to serve on a selection
committee. Two meetings have been set for Friday, March 31st and April 3`d from 12 pm to 4
pm in the HPLD Administration and Support Services 2nd floor meeting room, 2650 W 29th
Street, Greeley, for interviewing candidates to fill the board vacancies. There is a need for your
committee member to be at both meetings. Karen Rademacher, HPLD Vice -Chairman, will
chair the committee.
We request that you call Gail Craig at 970-506-8588 or email gcraigrdNghplains.us with the
name and email address of your committee appointment by March 6, 2017. Copies of candidate
applications and materials for the meeting will be sent electronically to that representative during
the week of March 20, 2017.
Each of the towns and cities of Ault, Eaton, Evans, Greeley, and Hudson, as well as the Board of
County Commissioners, may appoint one (1) representative to a nominating committee to select
seven (7) library board members. Each of the City of Fort Lupton and Weld County School
District RE -8 is deemed to be an establishing body, for purposes of removal and ratification of
library district trustees; but combined shall send only one (1) representative to the HPLD trustee
selection committee.
In addition to applications received through public notices, you may offer nominations as well.
As you consider your nomination, please consider these points for appointment to the High
Plains Library District Board of Trustees. The Board meets on the fourth (4th) Monday of each
month at 4:00 p.m., at the High Plains Library District Administration building in Greeley.

Though attendance at board meetings is a first concern, a trustee must also assume a sense of
personal involvement and be willing to give extra time and effort to special library projects and
committee meetings. A dedication to cooperate in providing quality library service throughout
the district is imperative.

candidate might have concerning service on the Board.

PROCESS FOR TRUSTEE RECOMMENDATIONS
Once the date is set for the Selection Committee meeting/s, letters are sent to the Establishing Bodies (see specific
contacts below) asking for Selection Committee appointments (1 from each jurisdiction with the exception of Fort
Lupton (1 from City of Fort Lupton OR 1 from School District RE -8). Representatives are usually appointed for the
committee by the city or town council.
2017 Schedule for Selection Process:
Send electronic letters to Mayors and Clerks: Week of February 20, 2017
Deadline for appointment of committee members: March 6, 2017

The process takes about 2 months total — ratification letters are sent after the Nominating Committee meeting and
jurisdictions are asked to ratify within 60 days.

APPLICATIONS FOR HIGH PLAINS LIBRARY DISTRICT
BOARD OF TRUSTEES
The High Plains Library District Board is seeking applications to fill six (6) open positions
on the Library Board of Trustees. The application deadline is March 13, 2017.
This is a governing board which determines the policies of the library in relation to
community needs, requires proper standards be maintained, provides adequate
financing for the library operation and provides necessary buildings and equipment for
activities of the library.
While there are no statutory requirements regarding residency, it is the intent that there
be representation on the Board of all areas within the High Plains Library District. The
areas to be represented in this selection process are:

The Board meets on the 4th Monday of each month All meetings are at 4:00 p.m.at the
District Support Services building in Greeley. In addition, Board members are involved
with some task force and committee work, help with and attend special events, and
fundraising, requiring a commitment of at least 10 hours per month.
