HomeMy WebLinkAbout20170487RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 15, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 15, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of February 13, 2017, as printed. Commissioner Conway seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to approve relocating items #6 through #8 to the front of New Business becoming #1 through #3 on the Agenda and renumbering the remainder of the items. Seconded by Commissioner Freeman, it carried unanimously. El CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PRESENTATIONS: • 1) RECOGNITION OF SERVICES, SHERIFF'S OFFICE — EDWARD HAFFNER: Chair Cozad read the certificate for the record recognizing Mr. Haffner for his dedicated service to the County and its citizens. Steve Reams, Sheriff, expressed his appreciation for Mr. Haffner and presented him with an honorary pin and he was presented a plaque for his service. Mr. Haffner stated he felt like he was part of a family and enjoyed mentoring and working with the younger generation begininning their law enforcement careers. Each one of the Commissioners thanked Mr. Haffner for his dedication to the residents of Weld County and expressed their appreciation for his service and the legacy he is leaving behind. O3/O7 /DOt1 Minutes, February 15, 2017 Page 1 2017-0487 BC0016 2) RECOGNITION OF SERVICES, SHERIFF'S OFFICE — PAUL WOOD: Chair Cozad read the certificate for the record recognizing Mr. Wood for his years of service with the Sheriff's Office. Sheriff Reams expressed his appreciation and presented Mr. Wood with an honorary pin and a plaque for his service to the citizens of Weld County. Mr. Wood expressed his sincere appreciation to all who have helped him in his career. Each one of the Commissioners thanked Mr. Wood for his service to the Country, serving in the United States Navy and his twenty (20) years of service and dedication to the County. Commissioner Conway requested that Mr. Wood's speech be submitted as Exhibit A (attached)and he thanked Mr. Wood's family for their support while he was in law enforcement for the Weld County Sheriff' Office. (Clerk's Note: the Board paused the meeting for a photo opportunity.) 3) ASSOCIATION OF PUBLIC SAFETY COMMUNICATIONS OFFICIALS INTERNATIONAL, INC. - TINA POWELL, CERTIFIED PUBLIC SAFETY EXECUTIVE: Mike Wallace, Director of Public Safety Communications, recognized Ms. Powell by reflecting on her career accomplishments. He presented her with a plaque and stated she is one out of twenty—two (22) recipients of this certification of Public Safety Executive, in the entire world. He thanked her for her drive and perseverance. Ms. Powell stated she appreciates the support from the Board and Mr. Wallace. Each one of the Commissioners congratulated her on her accomplishment and professionalism. (Clerk's Note: the meeting was paused for a photo opportunity.) PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer reported she attended the Highway 85 Coalition meeting in Brighton and the Child Welfare Allocation Committee where there will be several statutn changes occurring which require her to be at the Capital over the course of the next couple weeks. Pi Commissioner Conway reported he chaired his first meeting at the South Platte Roundtable. eCommissioner Moreno stated he had the opportunity to tour the Greeley -Weld Airport and learned a lot about the Airport operation from Gary Cyr, Director of the Greeley -Weld Airport. Chair Cozad attended the Town of Mead meeting where they appointed their first Police Chief. Lastly, she attended both the Area Agency on Aging Advisory Board and the Faith Partnership Council last week. BIDS: 1) REJECT BID #B1700028, MATERIAL HAULING - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, stated staff recommends rejecting this bid. Jay McDonald, Director of the Department of Public Works, explained staff would like the opportunity to review the bid specifications in order to encourage greater participation in the bidding process. In response to Commissioner Conway, Mr. McDonald stated it will only take a couple months to review and modify the bid. Commissioner Kirkmeyer moved to reject the bid. The motion, which was seconded by Commissioner Freeman, carried unanimously. 2) APPROVE BID #B1700029, CONSULTING SERVICES - COUNTY COUNCIL: Mr. Jiricek reviewed the six (6) bids received and stated the County Council recommends awarding the bid from Harvey M. Rose Associates, LLC, for the amount of $49,128.00. Brett Abernathy, President of County Council, Gene Stille, Councilman At -Large, and Mike Grillos, Vice President of County Council introduced themselves and, Mr. Abernathy stated the report will be completed by June, 2017, and available for review by citizens by the third quarter. In response to Commissioner Moreno, Mr. Jiricek stated the County Council selected a committee who reviewed all the bids and made a recommendation. Commissioner Kirkmeyer moved to approve said low bid. The motion was seconded by Commissioner Moreno, and it carried unanimously. Minutes, February 15, 2017 Page 2 2017-0487 BC0016 3) APPROVE BID #B1700037, CONCRETE, WASHED ROCK, AND SQUEEGEE - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the bids received and stated staff recommends awarding the bids as stated in their memorandum. Commissioner Freeman moved to approve said bid per staff recommendation. Seconded by Commissioner Conway, the motion carried unanimously. El 4) PRESENT BID #B1700042, SURFACE GRAVEL SUPPLY - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek presented the six (6) bids received and stated staff will bring back a recommendation on March 1, 2017. NEW BUSINESS: • 1) CONSIDER CONTRACT ID #1047 PURCHASE OF SERVICES AGREEMENT FOR MEDICAL TESTING AND AUTHORIZE CHAIR TO SIGN - SOUTH POINTE MEDICAL CLINIC: Dr. Mark Wallace, Director of the Department of Public Health and Environment, presented the agreement for medical testing services provided by South Point Medical Clinic. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. • 2) CONSIDER CONTRACT ID #1052 TASK ORDER CONTRACT AMENDMENT #4 FOR 2017 IMMUNIZATION CORE SERVICES PROGRAM AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace reviewed the Task Order Contract Amendment #4, which is a change in the term to allow for an additional three (3) months of funding. Commissioner Conway moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. 3) CONSIDER CONTRACT ID #1053 TASK ORDER CONTRACT FOR THE CONTROL AND PREVENTION OF HEALTHCARE - ASSOCIATED INFECTIONS (CLIP INITIATIVE) AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace presented the details of the task order contract and stated the funds will be used to create higher immunization rates for the children in Weld County. Commissioner Freeman moved to approve said task order contract and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. • 4) CONSIDER FOURTEEN (14) MEMORANDUMS OF UNDERSTANDING FOR SENIOR NUTRITION PROGRAM AND AUTHORIZE CHAIR TO SIGN - VARIOUS PROVIDERS: Judy Griego, Director of the Department of Human Services, reviewed the terms of the fourteen (14) non -financial agreements which will provide nutrition services and congregate meal sites for senior citizens. In response to Chair Cozad, Ms. Griego stated the Town of Milliken isn't on the list of providers because they have their own program which is separate from the County's. Commissioner Conway moved to approve the fourteen (14) memorandums of understanding and authorize Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. El 5) CONSIDER CONTRACT ID #1021 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - STACEY DAVIDSON: Ms. Griego presented the provider contract and stated it is based on the needs/care assessment rate. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. 6) CONSIDER CONTRACT ID #1028 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - CATHOLIC CHARITIES OF WELD COUNTY: Ms. Griego reviewed the terms for the following two (2) agreements to reimburse providers for nights of stay for families and individuals. She said the Minutes, February 15, 2017 Page 3 2017-0487 BC0016 reimburshed amount will not exceed $15,000.00. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. 7) CONSIDER CONTRACT ID #1029 AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - A WOMAN'S PLACE: Ms. Griego stated this agreement is for the same provisions as the previously presented agreement. Commissioner Conway moved to approve said agreement and authorize Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. 8) CONSIDER CONTRACT ID #1033 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - CANDICE BENJAMIN AND JAY MOORE: Ms. Griego reviewed the details of the agreement to provide foster care services in a foster care home and stated the amount is based on the needs/care assessment. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. Conway k Freeman arbara Kirkmeye Minutes, February 15, 2017 Page 4 2017-0487 BC0016 I would like to start by thanking everyone, family, friends and coworkers for taking time out of their busy schedules to come to this presentation today. I have been truly blessed by being able to spend the last 42 years in a uniform. The first 20 years, I was in the United States Navy serving my county all over the world. In late 1994, I retired from the Navy as a Chief Petty Officer. I then had a very brief stint in the retail world; but I found that not working as part of a team was a bit stressful. So, I applied and was hired at the Sheriff's Office in January of 1995 and spent the next 22 years serving in various capacities at the Weld County Sheriff's Office. I now stand before you, embarking on a new chapter of my life and ready to pass the torch onto the next generation of Sheriffs Office employees. I remember twenty two years ago, I started out as most do, working in the Downtown Jail. After five years, I transferred out to Patrol and have had the pleasure of working the northern districts of the county. I was then selected to join the small newly formed Traffic Unit - where I spent the next 5 years patrolling a vast majority of Weld's roadways. In 2006, I was promoted to Commander and have had the honor of supervising a number of deputies in patrol and many different duty assignments. One thing that I will truly miss, will be the friendships that have been built over the years, as well as the camaraderie, teamwork and memories experienced with all my co-workers who wear and support the badge. I will also miss the mentoring of new deputies that are eager to make a difference in their community. I was once told by my great grandfather, Augustine Muniz, that it is important to focus your life on Faith, Family and Friends. Those three will carry and support you through any career that you choose in life and they truly did. Keeping that in mind; I would like to take this opportunity to express my sincere appreciation to those who have supported me through these past years and have allowed me to wrap up another chapter of my life. I want to first give thanks to my Lord and Savior for giving me the opportunities, the many blessings, as well as the interspersed trials that he has put before me thus far in my life. For it is He, that deserves all of the glory and credit for all my success that I have reached up to this point. I would also like to thank my family for their endless love and unwavering support; not only through this career, but the previous military career too. My dear sweet bride and soul mate of 34 years, Karen. She is my life partner, my best friend, my most trusted confidant and so much more than I can put into words. She has unselfishly shared me with my chosen careers by spending months, days and sleepless nights silently supporting me from the wings during all my life's challenges. She has encouraged me when I was discouraged, she has been the voice of reason when I was frustrated and has always been my calm waters when life's stormy seas were churning around me. I truly look forward to having her by my side as we share this new chapter that life has in store for us! I want to thank my two sons - Sean and Kyle. I think they both probably would have preferred a "normal dad" with a normal job that had normal hours. Not the dad with jobs requiring frequent relocations around the world, with weird working hours and duties that come with pretty regimented lifestyles. I think that there were times that they really didn't like having a "Chief" or a "Cop" for a Dad; especially with all the "stuff" that comes with both those careers. But it was my boys that were always able to keep me firmly grounded in reality when I was at home. They were both there to remind me that when the uniforms come off — I was just Dad. I would also like to thank my daughter-in-law, Ashley, who has been a true joy and a welcome addition to our family. Sean and Ashley have blessed Karen and me with our first grandchild, Ethan. Grandpa's little buddy has the effortless ability to always bring a smile to my face with his truly innocent outlook and unconditional love. He is truly a blessing. I would also like to thank all my family in here in Colorado and those in Virginia. They have constantly held me up with support and love. I would also like a second to thank all my coworkers, those who are brothers & sisters behind a badge and those who support us behind the scenes. Without their diligent efforts and vigilance; I am not sure I would have made it to retirement. Please accept the torch that I pass with honor; please carry it with dedication, pride and integrity. Please allow the torch to guide you home safely at the end of each shift and remember - always be proud of who you are and professional in all that you do. Finally, I offer this tidbit of sagely advice, from the old retiring guy with a couple of years of service under his belt. Seek out the wisdom and council from the experienced coworkers in your chosen field. Plant and nurture the knowledge they pass to you, take full advantage of the experience and corporate history they have, before it is too late. Cultivate and harvest that knowledge gleaned from them to develop your own path of experience, as it can prevent some of the hard challenges life throws at you. And remember, that one day eventually, you will be the "old timer" and it will be your turn to pass on the torch to the next generation that surround you. Please remember all the support personnel who work behind the scenes to ensure that you are able to do your job. Treat them with the respect and appreciation that they deserve, for without them — we would have a hard time fulfilling Sour mission. Finally, during these last 22 years it has truly been an honor to serve with each and every one of you. I leave with the comfort of knowing that you all are out there keeping the peace; heading into harm's way daily to ensure that we are all protected. After many years of serving with many of you, I am still in awe of all of your dedication to serve the citizens of this county. Please remain ever vigilant; watch over each other and go home to your families at the end of each shift. Remember, stay strong, stay courageous, and please stay safe. There is an excerpt in Proverbs that tells us "For the Lord gives wisdom, he stores up sound wisdom for the upright; he is a shield to those who walk in integrity, guarding the paths of justice..." So please "Fight the good fight, Finish the race and always, always keep the Faith!" May God bless you all and I wish you "Fair Winds and Following Seas." Hello
