SUBJECT: Transfer of Welfare Fraud Investigation from District Attorney to
Social Services - Progress Report

With the concurrence of the District Attorney, the Board directed the Department of
Social Services to assume Fraud Investigation responsibilities in order to gain
reimbursement for these costs from the State. A gradual transition is planned to
protect the present two incumbents employed by the District Attorney.
The Colorado State Department of Social Services has approved a mechanism for
funding one investigator through June 30, 1979. A transfer of Title XX contract
funding in the amount of $4,448 has been approved. This amount is presently
available in our county budget. Another investigator, if needed, hopefully will
be funded after July 1, as well as continuation funding for the first investigator.
Mr. Frank Pisana has taken the Merit System test for Resource Investigator.
Assuming certification, it is likely that we can appoint him as a Department of
Social Service employee by Math 1, 1979 and gain 80% reimbursement on his com-
pensation. Transfer of the second position depends upon need (we are currently
evaluating work.loads) and the opportunity Mr. Miller may have in making a re-
assignment of Mr. Staggs.
