HomeMy WebLinkAbout20172671.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO AUGUST 2, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, August 2, 2017, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Sean P. Conway - EXCUSED Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly MINUTES: Commissioner Freeman moved to approve the minutes of the Board of County Commissioners meeting of July 31, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PRESENTATIONS: le 1) RECOGNITION FOR 2017 TAXPAYER FRIENDLY COMMUNITY - AMERICAN CITY COUNTY EXCHANGE: Commissioner Kirkmeyer presented the award from American City County Exchange recognizing the County for operating debt -free and reducing the mill levy. She noted this is the first award presented nationwide. Commissioner Freeman stated this award demonstrates the fiscal responsibility of the County. Chair Cozad stated receiving the award shows how Weld County takes care of tax payers and makes sure that the County is being financially responsible. PUBLIC INPUT: Kerri Shakley, Weld County resident, presented the concerns of the irrigation sprinkler overhanging the barrow pit and would like the Commissioners to grant permission to let him operate the sprinkler to allow the overhang for the reminder of the season, which is about another six (6) weeks. Chair Cozad stated the Board will discuss this matter and make a decision. Mr. Shakley also �! ?5/ .901 1 Minutes, August 2, 2017 Page 1 2017-2671 BC0016 stated he has a safety issue with County Road 18 because of the hill and a guardrail at his main entrance, making it difficult and unsafe to exit the property from his access. • COMMISSIONER COORDINATOR REPORTS: Commissioner Freeman attended his first County Road 74, to discuss access control. He stated the Towns of Windsor, Eaton, and Severance have taken the lead on this project. Chair Cozad stated she attended the City of Evans Board meeting and the Town of Milliken's Neighborhood Night Out, and noted it was nice to have representatives from Weld County. She stated it was brought to her attention there are concerns about the Commissioners supporting House Bill 17-1242, which is the transportation bill. She noted there was a letter sent on February 17, 2017, stating the Board of Commissioners strongly oppose any tax increase, but they support improving transportation. NEW BUSINESS: • 1) CONSIDER ATTESTATION STATEMENT OF ADEQUATE BUDGET FUNDING FOR COLORADO WORKS PROGRAM AND COLORADO CHILD CARE ASSISTANCE PROGRAM AND AUTHORIZE DIRECTOR OF HUMAN SERVICES TO SIGN: Lennie Bottorff, Department of Human Services, presented an attestation statement required by the Colorado Department of Human Services to ensure adequate budget funding for the Colorado Works Program and Child Care Budget. Commissioner Freeman moved to approve said attestation statement and authorize the Director of the Department of Human Services to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. Commissioner Kirkmeyer shared her frustration at having to supply this to the Colorado Department of Human Services. 2) CONSIDER VETERAN SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION OF PAY FOR JUNE, 2017, AND AUTHORIZE CHAIR TO SIGN: Deon Harris, Veteran's Office, presented the report for the month of June, 2017. Commissioner Moreno moved to approve said report and certification of pay for June, 2017, and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. Chair Cozad stated Mr. Harris will send a letter on behalf of the County Commissioners explaining their desire to have a Veterans Clinc located in Greeley. le 3) CONSIDER AMENDMENT #1 TO INTERGOVERNMENTAL AGREEMENT FOR NORTH INTERSTATE 25 FROM STATE HIGHWAY 402 TO STATE HIGHWAY 14 AND AUTHORIZE CHAIR TO SIGN: Elizabeth Relford, Department of Public Works, reviewed the terms of the existing Intergovernmental Agreement with CDOT. The IGA amendment will include Weld County additional $1,000,000.00, the year 2020. In response to Commissioner Moreno, Ms. Relford stated the north 1-25 coalition has been an on -going project since early 2013, and the local agencies are responsible for spearheading this project. Commissioner Moreno moved to approve said amendment and authorize Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. • 4) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN — AZTEC EXPLORATION, LLC: Karla Ford, Deputy Clerk to the Board, reviewed the acreage and the bonus amount of $444.60. Commissioner Freeman moved to waive said bid procedure, accept offer to lease, and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
