HomeMy WebLinkAbout20170339.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 1, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 1, 2017, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman - EXCUSED Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly el MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of January 31, 2017, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: Commissioner Conway moved to add the following Under New Business: 1) Consider Promoting Safe and Stable Families (PSSF) Partnership Project Application in Collaboration with Catholic Charites and Community Services of the Archdiocese Denver Weld Regional Office. Commissioner Moreno seconded the motion, and it carried unanimously. ei CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer and the other Commissioners attended the graduation of fifty-five (55) GED recipients. She went to the Capitol to testify on the Child Welfare Allocation Committee Factors Bill and she had the opportunity to discuss the CCAP Quality Child Care Bill with Representative Young. EA Commissioner Moreno stated he attended the 2017 Economic Forecast at UNC and expressed the GED graduation was a great celebration. He reported attending the Scholarship Dinner at the Farm Show and announced the Commissioners all attended CCI. He reported he and Chair Cozad attended the Mead Town Hall Meeting. Commissioner Conway stated he went to the Colorado Water Congress meeting, which is part of his o/ (3/00k-1 Minutes, February 1, 2017 Page 1 2017-0339 BC0016 new role as the chair for the South Platte Roundtable. He went to the Annual NCMC Gala and stated it was well attended and has raised over $5 million dollars. Lastly, he attended the State Transportation Advisory Committee Commission. elChair Cozad stated she will distribute the statistics about Weld County and Colorado. She reported attending the Colorado Commission on Aging. Chair Cozad expressed her pride in the Department of Human Services for being recognized for quick response time. Commissioner Kirkmeyer assisted with facilitating a meeting with Senator Bennett's State Director about transportation priorities for Northern Colorado. BIDS: 1) APPROVE BID #61700027, FILL SAND - DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, stated staff recommends awarding the second low bid from J-2 Contracting Company for the amount $4.45 per ton. Jay McDonald, Director of the Department of Public Works, explained once the cost of hauling the product from Wyoming was factored in, the first vendor wasn't actually the low bid. Commissioner Conway moved to approve the second low bid. The motion was seconded by Commissioner Moreno, and it carried unanimously. 2) APPROVE BID #B1700028, MATERIAL HAULING - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated staff recommends continuing this matter so staff has time to do more research. Commissioner Conway moved to continue said matter to February 15, 2017. Seconded by Commissioner Moreno, the motion carried unanimously. ei 3) PRESENT BID #61700029, CONSULTING SERVICES — COUNTY COUNCIL: Mr. Jiricek presented the six (6) bids received and stated staff will bring back a recommendation on February 15, 2017. 4) PRESENT BID #61700037, CONCRETE, WASHED ROCK AND SQUEEGEE - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek reviewed the details of the three (3) bids and stated staff will bring back a recommendation on February 15, 2017. NEW BUSINESS: Ei 1) CONSIDER PROMOTING SAFE AND STABLE FAMILIES (PSSF) PARTNERSHIP PROJECT APPLICATION IN COLLABORATION WITH CATHOLIC CHARITES AND COMMUNITY SERVICES OF THE SRCHDIOCESE DENVER WELD REGIONAL OFFICE: Judy Griego, Director of the Department of Human Services, presented the terms of the application and explained staff is asking for $120,000.00 funding, with Catholic Charites providing a 30% funding match. Commissioner Kirkmeyer moved to approve said application. Seconded by Commissioner Moreno, the motion carried unanimously. 2) CONSIDER APPLICATION FOR VINTNER'S RESTAURANT LIQUOR LICENSE, AND AUTHORIZE CHAIR TO SIGN - RIVER GARDEN WINERY, LLC, DBA RIVER GARDEN WINERY: Frank Haug, Assistant County Attorney, reviewed the background for the application which will allow the applicants to add food service to the facility and they are already have a USR for this property. He stated there are no concerns from the referral responses. a Mary Stahl, applicant, explained they want to change the license to add some flexibility to the services they can offer to their customers. Commissioner Kirkmeyer stated it was a nice tour of the facility and she believes it will be a great addition to the community. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve said application. The motion was seconded by Commissioner Conway, and it carried unanimously. Minutes, February 1, 2017 Page 2 2017-0339 BC0016 RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
