WELD COUNTY COUNCIL
July 17, 2017

The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, July 17, 2017, at the Weld County Administration Building,
1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President Brett Abernathy. Councilmen Michael Grillos,
Jordan Jemiola, Charles Tucker and Gene Stifle were present, constituting a quorum of members.
Also present was County Attorney Bruce Barker and County Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilman Grillos made a motion to approve the agenda, seconded by Councilman Stille
and carried.
APPROVAL OF DOCUMENTATIONZ
Approval of June 19, 2017, Minutes
Councilman Tucker made a motion to approve the June minutes, seconded by Councilman
Stille, and the motion carried.
REVIEW PROGRAM:
Dr. William W. Fleckenstein, Former Interim Department Head, BP Adjunct Professor and
PERFORM Director, SPE Distinguished Lecturer, Colorado School of Mines — spoke about
fracking.
He said the Wattenberg field in Weld County is one of the best oil and gas producing fields in
the world.
He stated though the United States has a small land mass, it has large shale plays. He talked
about drilling being more than 2,000 years old. Serious drilling began in the Wattenberg field in
the 1970s. As technology has improved, so have leakage and contamination issues.
Dr. Fleckenstein emphasized if wells are drilled properly and cemented correctly, the chance of
leakage is small. It's important to look at the way wells were drilled and completed 40 or 50 years
ago compared to today. Leaks and contamination today are less likely.
PUBLIC COMMENT:
There was no public comment.
NEW BUSINESS:
Coordinator Reports/Councilman Reports
Councilman Tucker said he attended a meeting in which commissioners attended. He
commended their efforts for continuing to look for funding to improve roadways.
Bills
Councilman Tucker made a motion to approve bills, it was seconded by Councilman Grillos and
carried.

Discussion regarding audits of the Clerk and Recorder's Office and
County Commissioners
• Regarding the audits of Commissioners and Clerk and Recorder's office: Determine
method of release to public; locations it will be made available; and information on how
the public can comment on the results once released.
Councilman Grillos stated a draft would be presented to commissioners and the clerk's office on
Aug. 15. The audits would be made public at the Aug. 21 regular County Council meeting. The
audit will also be available on the county web site.
The motion was made by Councilman Tucker, seconded by Councilman Grillos, and carried
unanimously.
ADJOURNMENT:
By acclamation, the meeting was adjourned at 7:56 p.m.
