Mobile Home Setback Review
At the hearing held on December 28 , 1977 , the matter of frontyard
setback was continued for discussion to January 25 , 1978. The
continuance was for the expressed purpose of taking a closer look
at problems associated with a zero setback in Mobile Home Parks .
Upon review of the various parks, one can define no consistancy
between any of them. Each park has a design unique to itself re-
garding sizes of spaces , location of utilities , widths of streets ,
types of street construction and so forth. At least four parks
have setbacks less than five feet currently and three more may be
less than five feet ; however, measurements were difficult as there
was no physical dileneation of the street edges .
The depths of lots vary between the various parks also. Based
upon the field data, four parks are identified as having 100 foot
lot depths. A review of the plats of those same parks shows that
the 100 foot depth is not consistant with all spaces in the parks .
The average lot depths of the parks in the county appear to be 70
to 90 feet . Some parks are less than the average , however .
With respect to frontyard setbacks , certain parks will not be able
to allow longer mobile homes regardless of the front setback.
This is because of the physical limits of the space depths . Also ,
where utilities (electric, telephone , and gas) are located in
easements between spaces , there may be difficulty in overlapping
those easements to set a mobile home . The advantage of over-
lapping is so that a longer mobile home can be located within the
park. The problem occurs when the mobile home covers the easement
and especially when the mobile home physically lies over the
utility hookups .
The street widths in the parks vary from 20 feet to 50 feet . Most
parks average 35 feet . All but 3 parks have physical features
such as surfaced streets , curbs , and/or sidewalks . Of the remaining
three , the streets in two are not easily identified and the third
fronts a County Road.
In summary , the physical conditions appear to favor reduction of the
frontyard setback. A large percentage of parks appear limited in
ability to handle large homes with a setback restriction for the
front yard. Some mobile homes are currently placed less than the
present 5 foot setback. With exception of one park, street widths
appear adequate for emergency vehicles and mobile home transfer in
and out of spaces .
It should be considered, however , that the safety of pedestrians ,
vehicle parking and vehicular traffic is less adequate with no
front yard. Also , the residential occupancy is immediately adjacent
to travel surfaces , increasing impacts of traffic noise within the

Two additional concerns remain. If the zero front setback is adopted,
will it be for all parks present and future; and depending on this
determination, what manner of format is appropriate for the use and
density schedule. It appears the physical limitations would separate
existing parks from those not yet approved. Therefore, future parks
could be required to have a frontyard setback. If only existing
parks are to be allowed a zero front setback, a separate condition
should be placed in the Use and Density Schedule to reflect that
mobile home parks established prior to the date of this adoption are
granted a minimum frontyard setback of zero feet .

FOLLOWING SCHEDULE FOR MINIMUM SETBACK FO BUILDINGS , MINIMUM

USE AND DENSITY SCHEDULES
( 1 ) Larger lot areas may be required by the Weld County Health
Department where soil conditions and percolation tests
indicate that leaching fields from a septic tank require
additional space . Such percolation tests shall be conducted
wherever a lot is not connected to a public sewage system .
( 2 ) When a dwelling is connected to a public sewage system and
to a public water system .
(3 ) Due to varying requirements , minimum standards shall be
established for each use by the Weld County Health Department .
(4 ) The minimum setbacks in the Agricultural District are as
follows :
a . For all areas other than subdivisions or unincor-
porated towns platted and recorded prior to
December 26 , 1973 , the minimum setbacks are :
1 . Minimum frontyard setback : 50 feet
2 . Minimum side and rear yard setbacks : 3 feet
b . For all subdivisions or unincorporated towns platted and
recorded prior to December 26 , 1978 , the minimum setbacks
are :
Minimum frontyard setback : 20 feet
Minimum side yard setback : 5 feet
Minimum rear yard setback : 10 feet

USE AND DENSITY SCHEDULES
( 6 ) The minimum side yard along a street on a corner lot shall
be the same as the front setback requirement for such zone .
( 7 ) The minimum rear yard shall be measured from the centerline
of an alley where an alley abuts the rear lot line .
(8 ) Airport - Zone District Map must be checked for further
height restrictions .
( 9 ) The side and rear yard setback requirements in Mobile Home
Parks shall be based on the distance between mobile home
units measured from the closest point or edge of the Mobile
Home as follows :
a . 10 ' between mobile homes if the units are placed end
(width ) to end (width ) .
b . 15 ' between mobile homes if the units are placed side
( length ) to side ( length ) .
c . 12 . 5" between mobile homes if the units are placed side
( length ) to end (width ) .
d . For the purpose of this section , the ends (width ) of
mobile homes that are greater than 16 ' in width , such
as double wide mobile homes , shall be considered to be
sides of the mobile home in measuring distances between
mobile home units .
e . A mobile home shall have a minimum setback of 5 ' from
the perimeter of the mobile home park or from any
adjacent property which is not approved to be utilized
for a mobile home .
f . Accessory buildings and structures on the same lot or
space as a mobile home shall have a minimum clearance
of 10 ' from any structure or mobile home on any other
lot .
g . Commonly owned or utilized buildings which are accessory
to the park shall have a minimum clearance of 10 ' from
any other structure or mobile home .
( 10 ) The side and rear yard setback requirements in the Mobile
Home Subdivisions shall be as follows :
a . The side ( length ) of a mobile home shall be placed no
less than 7 . 5 feet from any rear or side yard lot line .
b . The end (width ) of a mobile home shall be placed no less
than 5 feet from any rear or side yard lot line .
c . For the purpose of this section , the ends (width ) of
mobile homes that are greater than 16 feet in width
shall be considered to be sides ( lengths ) of mobile
homes for the purpose of measuring setbacks .
USE AND DENSITY SCHEDULES
d . Accessory buildings and structures on the same lot or
space as a mobile home shall have a minimum rear and
side yard setback from the lot line of 5 feet .
e . Commonly owned or utilized buildings which are accessory
to the subdivisions shall have minimum side and rear
yard setback from the lot line of 10 feet .
( 11 ) The front yard setback in Mobile Home parks shall be
measured from the edge of the flow line or edge of the
nearest travel lane of the adjacent road .

NOTE : After a check of all of the above Mobile Home Parks and
talking to some of the owners or managers , 0 - 5 feet
seemed to be the figure most specified as one they would
accept . However, they think the $45 fee for inspection
is too high. If a mobile home had a tongue , measurement
would be from that point ; if no tongue, measurement should
be from the mobile home itself . If the lot is defined
with a street or sidewalk, or if lots are marked with
stakes , setback measurements should be taken using these
as the point of beginning.
