RESOLUTION
RE: APPROVAL OF AMENDMENT TO THE UNIT DEVELOPMENT PLAN OF
HALLIBURTON SERVICES.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on May 15 , 1974, the Board of County Commissioners
of Weld County, Colorado approved the Unit Development Plan for
Halliburton Services , and
WHEREAS, the Department of Planning Services of Weld County,
Colorado has informed the Board of County Commissioners of the
proposed amendment to said Unit Development Plan in regard to the
current structure height limitation on the following described
real estate, to-wit:
The West Half of the Northwest Quarter of the
Northwest Quarter of Section Twenty (20) , Town-
ship One (1) North, Range Sixty-six (66) West
of the Sixth Principal Meridian, except begin-
ning at a point thirty feet East and thirty
feet South of the Northwest corner of said Sec-
tion 20, Thence East 200 feet; thence South
200 feet; thence West 200 feet, thence North
200 feet to the Point of Beginning and also
excepting the rights-of-way for the Union
Pacific Railroad, Weld County Road 8, and
U. S. Highway 85 B and containing 14.18 acres
more or less.
WHEREAS, after careful review and consideration of the facts
presented, and the recommendations of the Weld County Planning
Commission, the Board of County Commissioners of Weld County,
Colorado has determined that said amendment to the Unit Development
Plan can be approved.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the amendment to the
Unit Development Plan for Halliburton Services in regard to the
current structure height limitation be, and hereby is, approved.

I hereby certify that pursuant to a notice dated
September 25, 1978 , duly published September 28 , 1978 and
October 19, 1978 in the Johnstown Breeze, a public hearing
was held on the request of Halliburton Services to Amend
Unit Development Plan III Regard to Current Height Limitation.
Mr. Robert M. Cunningham, representing Halliburton Services,
was present and made their request. Tom Honn, County Zoning
Administrator, presented the Planning Commission' s favorable
recommendation. After discussion and receipt of all testimony,
Commissioner Steinmark made a motion to approve this request
and the development standards thereon. Commissioner Jacobucci
seconded the motion and it carried unanimously.

P. C. RECOMMENDATION
September 19 , 1978
The Planning Commission recommendation for approval is conditional
upon the following:
1. The applicant updating an Air Contaminant Emission Notice
(ACEN) and obtaining an emission permit for the addition of
the new sand storage system through the Weld County Health
Department. This has been requested by the Weld County Health
Department in its letter dated August 31, 1978.
2 . The addition of Development Standard #22 to read:
"The Unit Development Plan shall be limited to the
plans shown hereon and governed by the Development
Standards stated above and all applicable Weld
County Regulations . Any material deviations from
the plans and/or Development Standards as shown or
stated above shall require the approval of an
amendment to the Unit Development Plan by the
Planning Commission and the Board of County
Commissioners before such changes from the plans
and/or Development Standards shall be permitted.
Any other changes from the plans and/or Development
Standards shall be filed in the office of the
Department of Planning Services.
Halliburton Services
DEVELOPMENT STANDARDS
1. Permitted use shall be for a headquarters camp for a oilwell
service company.
2 . No building shall be closer than 200 ' to the west side - (north
south) property line
3. No car or equipment parking area will be closer than 150 ' to the
west side (north south ) property line .
4. No building will be more than 40' high.
5 . A total of 119 parking spaces will be provided for company
and employee vehicles.
6. A total of 57 parking spaces will be provided for company
equipment parking.
7. A minimum of landscaping will be provided with primary interest
being in leveling, filling, and insuring proper drainage of
surrounding grass area. Area will be sodded and seeded where
necessary. Grass will be cut and maintained presentable to
this area. Curbs and areas adjacent buildings and entrance
drive will receive added maintenance over outlying grass areas.
8. There will be one (1 ) "Halliburton Services" sign located as
shown on the plot plan on the south side of the access road.
This will be a single pole , doubled faced sign with a porcelain
finish, lighted and positioned to be read by north-south
traffic, dimensions 7' -10" x 3 ' x6" .
9. All car and equipment parking will be lighted by mercury vapor
flood lamps spaced on the average of 60' apart as shown on the
plot plan .
10. No fencing will be provided at this time. Future fencing may
be provided along two sides of the NW 200' x 200 ' corner and
along the south 510' (east-west ) property line as required.
11. The access road and the inside "working area" of the camp
will be paved.
12 . The south 40 acres (510 ' x 342 ' ) of the property will be
reserved for future expansion by the Halliburton
Company primarily for oil field services and the Welex Division
13. An additional east-west access road with a 40' width at the
property adjacent to U.S . 85 Bus . -Fort Lupton road as
tentatively shown on the plot plan , if the one access road cannot
adequately facilitate average business traffic or our large
service trucks and related equipment .
14 . The bulk cement plant and sand plant will be permitted in
accordance with the Colorado Air Pollution Control Commission .
These plants will be adequately provided with dust collectors
to prevent and control airborne particulate. Any additions
or modifications to these plants will be re-permitted in
accordance with regulations as required by Weld County or the
Colorado Air Pollution Control Commission.
15. Three major buildings will be constructed on the property :
(1) The office , warehouse, and shop building (60' x 152 ' ) ;
wash-grease-swage and todl building (60 ' x 100' ) ; and ( 3)
the frac-chemical and admix storage building (40 ' x 140' ) .
All construction , electrical , and fabrication will be done in
accordance with local , state , or required OSHA standards or
codes .
16 . A fuel island will be provided with 20 ,000 gallons of storage
capacity .
17. An acid tank storage-terminal is provided with a limestone
neutralization pit to neutralize any escaping vapors or
spilled acid.
18. An oil pit is provided to trap any oil which may be washed off
trucks .
19. The camp should be completed within one year from the date
construction begins.
20. 230 ' radio tower will be permitted on oil field service co.
tract .
21. A sand storage system with bucket elevator extending to 95 '
above ground level will be incorporated into Halliburton
Services tract .

Addition of new Sand Plant -
Amendment of CUD Plan
Enclosed please find the revised CUD plan drawings (Sepia
enclosed) of our Brighton, Colorado Field Service Location.
The CUD plan has been updated to show existing buildings ,
parking areas , drainage runoff basin and the new proposed
sand plant.
We would like to amend the current CUD in regard to the
current structure height limitation of 50 feet to 100 feet
to incorporate a new bucket elevator sand storage system.
The system will have two 8 , 000 CF storage tanks (67 . 34 feet
high) , four 2 , 560 CF storage tanks (42 feet high) and a
bucket elevator tower (92 feet high) . The additional storage
capacity of the new system is required to service our customers
in the eastern Colorado area. The sand plant will be permitted
through the Colorado State Health Department as we normally do
with any new plant or modification to an existing plant . The
plant will easily meet all federal , state and local regulations
in regard to particulate emissions .
Other changes on the CUD plan are due to modifications
that were performed prior to actual construction of the facil-
ity in 1974 . There is a surface runoff evaporation pond lo-
cated at the north end of the property to catch large amounts of
runoff from the parking area. The office building is detached
from the shop building and has it' s own small parking area .
The fuel island has been oriented to a parallel position with
the driveway and traffic flow.
