It is being reviewed and evaluated by the Town of Keenesburg staff, and is scheduled for review by the Town of Keenesburg Planning Commission on April 13, 2017 and Town Board of Trustees on April 24, 2017. Project Description The property owners, Three H -K, LLC and Horton Farms II, LLC, managed by James E. Pansing, have petitioned the Town of Keenesburg for annexation for a property comprising of three parcels totaling 86.219 acres, more or less, located in Section 27 and Section 28, Township 2 North, Range 64 West of the 6th P.M., County of Weld, State of Colorado, which includes portions of Interstate 76 and Interstate 76 Frontage Road right-of-way. The annexations meet the 1/6th or 16.67% contiguity requirements set by State Statutes. The annexation maps are attached. The requested zoning for the property described herein is HI (Heavy Industrial) and is substantially compliant with the Town of Keenesburg Zoning Regulations. The land is currently zoned Agricultural in Weld County. This report includes six elements, which correspond to C.R.S. 31-12-108.5(1)(a) through (f) and are set forth as follows: 1) a map or maps of the municipality and adjacent territory to show the following: a) The present and proposed boundaries of the municipality in the vicinity of the proposed annexation. b) The present streets, major trunk water lines, sewer interceptors, and outfalls, other utility lines and ditches, and the proposed extension of such streets and utility lines in the vicinity of the proposed annexation and; c) The existing and proposed land use pattern in the areas to be annexed. 2) a copy of any draft of the annexation agreement, if available; 3) a statement setting forth the plans of the municipality for extending to or otherwise providing for, within the area to be annexed, municipal services performed by or on behalf of the municipality at the time of annexation; 4) a statement setting forth the method under which the municipality plans to finance the extension of the municipal services into the area to be annexed; 5) a statement identifying existing districts within the area to be annexed; 6) a statement on the effect of annexation upon local public school district systems including the estimated number of students generated and the capital construction required to educate such students. Data layers that appear on this map may or may not be accurate, current, or otherwise reliable THIS MAP IS NOT TO BE USED FOR NAVIGATION Town Utility Services and Financial Provision The property to be annexed proposes a use consistent with the property's zoning, which includes operations that do not require the extension of Town of Keenesburg potable water or sanitary sewer services, and thus requires no corresponding financing. Existing I- 76 Frontage Road is an improved road over which other municipal services requiring improved and public access, such as police and fire protection, can be provided. TOWN OF KEENESBURG FOUNDED JULY, 1906 A MUNICIPAL CORPORATION SINCE JULY, 1919 In the event that the property is developed further and the extension of municipal services to the annexed property is required, the development of future water, sewer, and storm water infrastructure shall be accomplished by one or more of the following Financing Methods: Development Fees and Surcharges collected by the Town of Keenesburg; Direct Developer Financing; Metropolitan Districts; Special Improvement Districts; and/or otherwise by agreement between Town and the Developer as deemed appropriate.
