Brief description of the problem/issue:
With Mike out of the office, I'd like to obtain permission to place the renewal of our IGA with the Town of
Firestone (Police Department) for their use of the APS electronic ticketing/crash application on a future BOCC
public meeting. The IGA expires on July 27`h. This IGA is reviewed annually to determine if both parties wish
to continue the agreement and to review any associated PSIT support costs. With Firestone PD becoming the
first agency to take advantage of this system, estimates were made for hours of support for the year. We found
the estimates were high. The IGA provided an initial cost for a number of hours of support with the provisions
Weld County would bill Firestone if the Police Department went over the estimated hours or if the hours were
not used the funds left over will be transferred to the next year. There are left over funds to be forwarded to
2018. This document has been reviewed by the County Attorney's office.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
This IGA has no negative consequences, impacts or costs for Weld County. The funds carried over will cover
PSIT costs.

RENEWAL OF INTERGOVERNMENTAL AGREEMENT BETWEEN
WELD COUNTY AND THE FIRESTONE POLICE DEPARTMENT
This Renewal Agreement ("Renewal"), made and entered into 28th day of June. 2017, by and between the Board of Weld
County Commissioners, hereinafter referred to as the "County", and the Firestone Police Department, hereinafter referred to as
the "Firestone".
WHEREAS the parties entered into an intergovernmental agreement (the "IGA") identified by the Weld County Clerk to the
Board of County Commissioners as document No. 2016-2515approved on July 27, 2016.
WHEREAS the parties hereby agree to extend the term of the IGA in accordance with the terms of the IGA, which is
incorporated by reference herein, as well as the terms provided herein.
NOW THEREFORE, in consideration of the premises, the parties hereto covenant and agree as follows:
• The parties agree to extend the IGA for an additional One Year period.
• The Renewal, together with the IGA, constitutes the entire understanding between the parties.
• Section 2 Description of Services: Part of this section reads, "Firestone will reimburse the county for Advance Public Safety
costs indicated in Exhibit B ($51,377.11) and WCPSIT costs indicated in Exhibit C ($11,245.44) for a total of $62,622.55," is
no longer applicable, except for the paragraph below.
• Exhibit C of the IGA indicates cost for ongoing support of Firestone's use of the APS ticketing and crash system. This
requires a yearly review to determine these ongoing costs. The IGA indicates unused funds will be carried over to the next
calendar year. PSIT dedicated 30 hours (30 X 58.57=1,757.10). Of the $9,136.92 originally agreed upon, $7,379.82 will be
credited toward Firestone APS support in 2018. The cost per hour for support will increase to $60.61 for the renewal
period of the IGA.
• All other terms and conditions of the IGA remain unchanged.

RE: APPROVE INTERGOVERNMENTAL AGREEMENT FOR ELECTRONIC TICKETING
SERVICES AND AUTHORIZE CHAIR TO SIGN - FIRESTONE POLICE DEPARTMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Intergovernmental Agreement for
Electronic Ticketing Services between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Public Safety
Communications, and the Firestone Police Department, commencing upon full execution of
signatures, aad-e+tdrec,with further terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Intergovernmental Agreement for Electronic Ticketing Services
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Safety Communications,
and the Firestone Police Department, be and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 3rd day of August, A.D., 2016.

The attached document is an IGA with Firestone to supply electronic ticketing for their police
department. Firestone has signed the document. The document was provided to the BOCC on July
18th in a work session that included the County Attorney. The BOCC approved PSIT to continue this
project during the work session. If possible I'd like to have this scheduled for the BOCC meeting on
Monday, August 1st. The document title says not signed but it is. Thank you for your help with this.

The City of Firestone (Police Department) is interested in using Weld County's electronic
traffic ticketing and crash reporting software. The vendor, Advanced Public Safety,
provides the Greeley PD and Weld County Sheriff this service. The system is capable of
supporting numerous users. By IGA, Firestone will be required to pay all vendor costs as
well as the costs for PSIT administration of the software. Each year the IGA will be
renewed. PSIT costs will be reviewed on a yearly basis and the IGA will be revised to
reflect the ongoing administrative costs. The IGA has been developed by the Weld
County Attorney's Office.

THIS AGREEMENT is made and entered into this ,-2-7141day of jtAL
2016, by and between the COUNTY OF WELD, COLORADO, by and through the Weld
County Board of Commissioners (hereinafter "Weld County"), and Firestone Police Department
(hereinafter "Firestone").
RECITALS
WHEREAS, the parties wish to arrange for Firestone to access the electronic ticketing
program through Weld County,
WHEREAS, the parties have the authority to enter into agreements for the protection and
preservation of the public health and as may be necessary for the acquisition of equipment, and
for the provision of services; and
WHEREAS, Weld County and Firestone are authorized to enter into this Agreement
pursuant to § 29-1-203, C.R.S., Article II, § 2-3 of the Weld County Home Rule Charter.
NOW, THEREFORE, in consideration of the following mutual agreements and
covenants, Weld County and the Firestone hereby agree as follows:
1. Agreement: The terms of this Agreement are outlined below, and include Exhibit A
(APS Statement of Work) Exhibit B (APS Proposal) and Exhibit C (WCPSIT
Administrative Costs)
2. Description of Service: Weld County has a previous agreement with APS to operate an
electronic ticketing service. Firestone wishes to utilize this service and to pay for the cost
of using such service. APS has been notified of this arrangement and is agreeable.
Firestone will reimburse the county for Advanced Public Safety costs indicated in Exhibit
B ($51,377.11) and WCPSIT costs indicated in Exhibit C ($11,245.44) for a total of
$62,622.55.
3. Tgrm: The Agreement becomes effective upon signature of the Weld County Board of
County Commissioners. The agreement shall continue for one (1) year and may be
renewed annually on mutual written agreement. If both parties agree to renew the
agreement, each year the administrative costs for Weld County Public Safety IT will be
reviewed and revised as necessary to cover the administration of the program.
4. No Debt: It is hereby agreed and acknowledged by the parties that no provision of this
Agreement shall be construed or interpreted as creating an indebtedness or a multiple
fiscal year direct or indirect debt or other multiple -year financial obligation whatsoever of

the Firestone within the meaning of any constitutional or statutory debt limitation
provisions, including, without limitation, Article Xl, Sections 1, 2, and 6, and Article X,
Section 20 of the Colorado Constitution. The Firestone's payment obligations hereunder
are expressly subject to annual appropriation and budgeting of funds.
5. Termination: Each party has the right to terminate this agreement, with or without
cause, upon sixty (60) days written notice.
6. Modification: Any amendments or modifications to this agreement shall be made in
writing and signed by all parties.
7. Indemnity: To the extent permitted by law, each party agrees to indemnify, defend, and
hold the other, its officers, employees, and agents, harmless from and against any and all
claims, suits, expenses, damages, or any injury to persons, entities, or property arising
from any and all acts, omissions, or failure to act during the provision of services by the
County pursuant to this Agreement.
8. Non -Liability: The parties agree that in no event shall Weld County be liable due to any
stoppage, delay, or any impairment in the construction or operation of the program
pursuant to this Agreement where such stoppage, delay, or impairment result from acts of
God, fire, war, legal or equitable proceeding, or any other cause which is outside the
control of the County.
9. Governmental Immunity: No portion of this Agreement shall be deemed a waiver,
express or implied, of any immunities, rights, benefits, protections, or other provisions
which a party, or its officers, employees, or agents, may possess pursuant to the Colorado
Governmental Immunity Act § 24-10-101, et seq., C.R.S., as applicable now or hereafter
amended.
10. Choice of Law/Venue/Compliance with Law: Colorado law, and rules and regulations
established pursuant thereto, shall be applied in the interpretation, execution, and
enforcement of this Agreement. Any provision included or incorporated herein by
reference which conflicts with said laws, rules and/or regulations shall be null and void.
The proper venue for any action regarding this agreement shall be Weld County. All
parties agree to comply with any applicable federal, state, or local laws, rules, and
regulations.
11. $everability: If any section, subsection, paragraph, sentence, clause or phrase of this
Agreement is for any reason held or decided to be invalid or unconstitutional, such a
decision shall not affect the validity of the remaining portions. The parties hereto declare
that they would have entered into this Agreement and each and every section, subsection,
paragraph, sentence, clause, and phrase thereof, irrespective of the fact that any one or
more sections, subsections, paragraphs, sentences, clauses, or phrases might be declared
to be unconstitutional or invalid.
12. Third Party Beneficiary Enforcement: It is expressly understood and agreed that the
enforcement of the terms and conditions of this Agreement, and all rights of action
relating to such enforcement, shall be strictly reserved to the undersigned parties and
nothing in this Agreement shall give or allow any claim or right of action whatsoever by
any other person not included in this Agreement. It is the express intention of the
undersigned parties that any entity other than the undersigned parties receiving services
or benefits under this Agreement shall be an incidental beneficiary only.
13. Confidentiality: Each party agrees to abide by the terms of C.R.S. 24-72-201, et seq.
Each party shall be responsible for protecting the confidential information of its citizens,
and shall follow commonly accepted procedures and standards for maintaining such
confidentiality.
14. Employee Financial Interest/Conflict of Interest: The signatories to this Agreement
aver that to their knowledge, no employee, officer, or agent of any included party has any
personal, beneficial interest whatsoever in the distribution of the funds that are the subject
matter of this Agreement. No party's employee, officer, or their immediate family shall
benefit financially from this Agreement or the distribution of the available funds.
15. Fund Availability: Nothing in this Agreement shall be construed to require the Weld
County Board of County Commissioners to provide funding for any purpose under this
Agreement that has not previously been budgeted.
16. Notice: Each party shall designate a representative, who shall make, within the scope of
his or her authority, all necessary decisions with respect to this Agreement. This
representative also shall serve as the contact point for communications regarding this
Agreement.
17. Ownership and Maintenance: Weld County shall own and maintain all information
technology infrastructure as it relates to this agreement. Each party shall maintain and
own their own hardware and software. Any information provided by Firestone shall
remain the property of Firestone. Each agency is responsible for meeting their
requirements for privacy and confidentiality.

2. INTRODUCTION
This Statement of Work ("SOW") describes the work and deliverables required for Advanced
Public Safety ("APS") to create a solution with which the Firestone Police Department
("Customer") can Issue citation and crash reports and submit these reports to all associated
agencies and systems electronically. The deployment will entail the same solution as the
Weld County Sheriff's Office and Greeley Police Department.
3. BACKGROUND
The Weld County Public Safety Information Technology department maintains a multi -
agency build of APS software solutions for both Weld County Sheriff's Office and Greeley
Police Department. All licensing, contracting, and maintenance of the solution is
administered through Weld County Public Safety. In an effort to streamline ticketing and
crash reporting activities, Firestone Police Department has requested a deployment of this
same build, which will also be maintained by Weld County Public Safety.
The build entails the following APS products, as detailed In the diagram below:
• QuickCrash with ReportBeam and SmartRoads (crash report
creation/diagramming)
• QuickTlcket with ReportBeam Client (traffic citation issuance)
• ReportBeam Server (crash report workflow/approval/submission)
• Data exports for various systems
• SmartPrint for viewing and printing citations
• Electronic submission of crash reports to the State of Colorado

All forms and reports will remain the same, and lists for dropdowns, etc. will be maintained
separately by Weld County Public Safety through the List Manager function In ReportBeam.
4. PROJECT SCOPE AND DELIVERABLES
4.1 In Scope
The scope of this project includes:
• Deployment and configuration of the QuickCrash solution for creating crash
reports/diagrams.
• Deployment and configuration of the QuickTicket with ReportBeam solution for
issuing traffic citations.
• Creation and deployment of various data exports:
o NIEM XML for Citations to State Court
o Court XML for Citations to Municipal Court
o RMS Export for Citations to Eforce RMS system
o SmartPrint for Smart Print usage
• Testing and deployment of electronic submission of crash reports to the State of
Colorado.
• Remote training for administrators/officers.
• Project Management throughout deployment.
4.2 Out of Scope:
The following are out of scope for this project:
1. Creation of any new forms or reports to accommodate requirements specific to
Firestone PD.
2, Changes to any existing forms or reports to accommodate requirements specific to
Firestone PD.
3. Changes to the state submission of crash reporting. The same mechanism for
submitting crash reports that exists today for Weld County Sheriff's Office and
Greeley County Police Department will be used in Its current state.
Anything else not addressed in this SOW is out -of -scope and not included in this effort.
Changes to this Statement of Work will be handled In accordance with APS change
control procedures. The investigation and the implementation of changes may result In
modifications to the estimated schedule and/or charges.
5. PROJECT MANAGEMENT
The successful completion of this project depends on the full commitment and participation
of Customer management and personnel. The Customer responsibilities listed In this section
are to be provided at no charge to APS. APS' performance Is predicated upon these

responsibilities being fulfilled by Customer. Delays in performance of these responsibilities
may result in additional cost and/or delay of the completion of the project.
APS Responsibilities:
APS will assign an APS Project Manager, who will:
• Gather all elements required for development of the software
• Provide direction to the APS Project Team.
• Measure, track and evaluate progress against the project plan.
• Maintain project communication through the Customer Project Manager.
• Establish documentation and procedural standards for Deliverables.
• Facilitate delivery and testing of the agreed upon deliverables,
• Participate in regularly scheduled project status meetings.
The Customer Project Manager and the APS Project Manager will jointly determine
the time and frequency of these meeting.
Customer Responsibilities:
Customer will designate a Project Manager who will be the focal point for APS
communications relative to this project and will have the authority to act on behalf of
Customer In all matters regarding this project. The Customer Project Manager's
responsibilities Include:
• Manage the Customer responsibilities for this project.
• Review the SOW and associated appendices with the APS Project Manager during the
project initiation and startup period to discuss the responsibilities of both parties.
• Manage, control, and direct all the Customer employees and/or subcontractors
engaged in the project.
• Serve as the interface between APS and all Customer departments participating in
the project.
• Participate in weekly project status meetings.
• Obtain and provide information, data, decisions and approvals within three (3)
working days of APS' request unless Customer and APS agree in writing to a different
response time.
• Take direct action, as appropriate, with Customer employees and subcontractors to
rectify deviations from plans, schedules or procedures that are agreed to by the
Customer and APS,
• Communicate directly with the APS Project Manager on matters where Customer
requires appropriate action from APS personnel to rectify deviations from plans,
schedules or procedures that are agreed to by the Customer and APS.
• Help resolve project Issues and escalate Issues within Customer, as necessary.
• Appoint a technical liaison, with technical knowledge of the current Customer system
environment. This person will provide technical assistance to the project on an "as
needed" basis.

All Customer purchase orders for APS products and services are subject to APS' End User License Agreement and Terms and Conditions

**Ongoing support is based on the estimated support provided for current system users,
sized down to meet the needs of supporting 11 electronic ticketing systems being
considered by the Firestone Police Department. Over the last two years, Firestone has
averaged issuing 1,690 tickets a year. All costs are based on the hourly salary of
PSIT's System Administration employee ($58.57). Our intergovernmental agreement
will indicate if the support goes beyond the 156 hours/$9, 136.92, we will bill them per
hour for the System Administrator's time. If the support is determined to take less time,
we will credit any leftover amount to the next year. This cost will be adjusted in the
future as we obtain additional support history.
All hourly fees are at Weld County's actual cost with no markup.
Data Storage:
The APS Proposal includes integrating the Firestone Police Department's ticketing data
into the public safety software system. At this time there is no charge for the storage of
the data in the public safety software system . If in the future data storage needs to be
increased for APS, the Firestone Police Department will only be financially responsible
for their percentage of data in the data base compared to all users.
Intergovernmental Agreement:
Weld County will require an intergovernmental agreement with the Firestone Police
Department to document this process. The agreement will contain the above
Information. The agreement will also contain a termination clause . The clause will
provide a minimum notification of 60 days prior to termination. After termination your
ticketing data will be returned to your organization within 30 days using a CSV file.
