This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 2016. October 17, 2016 — Weld County Administration Building Interviews for the District 3 Vacancy The Weld County Council met for a work session and interviewed several candidates for the District 3 vacancy. After discussion, the Council made a motion at its regular meeting to appoint Michael Grillos. Discussion of Upcoming Audits for the Clerk and Recorder's Office and the Board of County Commissioners A list of audit firms from Don Warden, Weld County Director of Finance, was distributed to the Council. After discussion, the following was drafted, as some of the items to review for an upcoming audit of the Clerk and Recorder's Office and the Board of County Commissioners; reimbursement from all travel, performance with each direct report, and verification that all areas are within compliance with state statutes. The Council decided to continue the discussion to another work session and/or meeting to complete the parameters. Recognition of Outgoing Councilmember Councilman Brett Abernathy made a motion to adopt Resolution 205 recognizing and thanking former Councilwoman Marge Klein for her service to the County Council. A plaque was also presented to Ms. Klein. County Council Secretary Opening Interviews for the position of County Council Secretary were held October 3, 2016, and Linda Kane was hired. November 21, 2016 — Weld County Administration Building Salary Setting for 2019-2020 Years - Weld County Commissioners The 2019 and 2020 salaries for County Commissioners was set at $105,000. Presentation by Weld County Clerk and Recorder Carly Koppes Ms. Koppes provided the council a presentation regarding the operations of her officer. The presentation included several specific items including: an overview of the office; recording data; an overview of the motor vehicle department; statistical reports; motor vehicle statistics including wait times; and an election overview. CO1Mmvin; cOL-k- i or -NS o�lo/l3/ 1-7 2017-0287 Weld County Council 2016 3rd Quarter Report to the People Page 2 of 2 December 19, 2016 — Weld County Administration Building Presentation from Commissioners County Commissioners Barbara Kirkmeyer and Steve Moreno gave a Summary of 2016 which focused on energy, infrastructure and county road improvements. Requests for Proposals Councilman Jemiola made a motion to submit bids for RFP's for audits of the Clerk and Recorder's Office and the Board of County Commissioners with parameters by Councilman Grillos included and published in the Greeley Tribune, Tributary and Denver Post by December 30, 2016, with a return date of RFPs by January 31, 2017, with bidders able to ask questions at the January 16, 2017, council meeting, seconded by Grillos and carried unanimously with a roll call vote. Councilman Abernathy made an amendment to the motion, that the selection of an auditor(s) be determined by a majority vote of the Council and not necessarily the lowest bid. This was seconded by Councilman Grillos and carried unanimously. Setting Meeting Times and Dates for 2017 The Council set the meeting times for 2017 as follows; January 16, February 13, March 20, April 17, May 15, June 19, July 17, August 21, September 18, October 16, November 13 and December 18. All meetings will be held at 6:30 p.m. at the Weld County Administration Building, 1150 O Street, Greeley, CO.
