WELD COUNTY COUNCIL
July 5, 1979
The Weld County Council met in regular session in full conformity
with the Weld County Home Rule Charter at 915 10th Street, Greeley,
Colorado, July 5, 1979 at the hour of 1:30 P.M.
ROLL CALL: The following members were present:
Robert Martin, President
Ralph Waldo, Vice President
Cedric Hallock, Councilmember
Gary Kampel, Councilmember
Floyd Oliver, Councilmember
Also present: five members of the press; and the secretary, Beverly
Thomas.
MINUTES: Cedric Hallock made a motion to adopt the June 5, 1979 meeting
minutes. Gary Kampel seconded the motion and it carried unanimously.
CORRESPONDENCE: Mr. Martin made the correspondence file available to
Councilmembers. Mr. Martin mentioned the memo from Mr. Carlson with
attached legal opinion from the County Attorney concerning overtime
pay for Sheriff's deputies. Discussion was held regarding claims
for overtime pay.
REPORTS: Road and Bridge--Councilmembers reported on problems in Road
and Bridge procedures that had been reported to them. Mr. Oliver
suggested that Mr. Kirby be invited to the next Council meeting to
discuss Road and Bridge.
MEETING TIME CHANGE: Mr. Martin read a proposed resolution concerning
the Council's meeting time to be held on the first Thursday of each
month at 1:30 P.M. Ralph Waldo made a motion that the resolution
be adopted with the deletion of the second paragraph beginning "Whereas,
should a second meeting in the month be necessary . . . ". Gary Kampel
seconded the motion and it carried unanimously. The resolution is to
be retyped and signed at the next meeting.
REVIEW OF AUGUSTINE CONTRACT: Mr. Waldo felt that the contract covered
the issues very well. He noted that the finance officer is a key
person in the program. He felt that more County personnel should be
involved in implementing the program so its longevity would be assured
despite county personnel changes.
PURCHASE ORDERS: Floyd Oliver made a motion, seconded by Ralph Waldo, that
input documents 5211 and 5212 be approved for payment. The motion
carried unanimously.
COUNTY COUNCIL'S 1980 BUDGET: Mr. Martin presented a budget work sheet.
The amounts to be requested by the Council for line items were dis-
cussed. It was determined that the president would research the

salary-amount request. The irregular nature of the Council's
workload, contributing to budget-planning difficulties was noted.
There was a general agreement on the proposed figures listed on
the work sheet. (attached)
MILEAGE PAID TO COUNCILMEMBERS: Discussion was held concerning reimbursement
to Councilmembers for mileage accrued while conducting Council
business. It was noted that historically mileage has been paid only
to out-of-Greeley Councilmembers for their trips to Greeley for
Council business. Mr. Oliver suggested that additional mileage
payments to Councilmembers be made only if the mileage is necessitated
by citizens ' requests. Mr. Waldo felt that such mileage should be ten
miles or more and that the reimbursement request should be documented by
amount of mileage and who requested the trip.
There being no further business, the meeting was adjourned.
