Planning Questions:

22-1-120 A.), and fairness in the land use change procedure (Article I, Division 2, Section 22-1-
120 C.)

Code 23-3-40 f E) which provides for a brewery as a Use by Special Review in the Agriculture Zone
Districts
4. Land uses surrounding the site include irrigated crop land and pasture land. The proposed use is
consistent and compatible with surrounding land uses through (Article I, Division 2, Section 22-
.1-.x.2.0 A4, and Section 22-2-10 of Article II — Land Use Categories, Subsection A, as well as
Section 22-2-20 — Agriculture Goals and Policies B. A. Goal 2. 3. A. Policy 2.3. "Encourage
development of agriculture and agriculturally related businesses and industries in
underdeveloped areas where existing resources can support a higher level of economic activity.
Agricultural businesses and industries include those related to ranching, confined animal
production, farming, greenhouse industries, landscape production and agri-tainment or agri-
tourism uses.

private storage and work sites.
16. Ault/Pierce Fire District provides fire protection to the site.
17. Two on -site improvements proposed: 1) conversion of an existing outbuilding into a taproom
with a restroom added and a bar, 2) portion of an existing outbuilding sectioned off as a brewing
facility. Each building improvement is scheduled to be complete after USR is approved with the
concurrent building permit applications provided and before TTB (federal brewery approval) is
granted (estimated August 2O17).
Engineering Questions:
1. Expected roundtrips/day for a pickup:. roundtrip/week for supplies
2. Expected travel routes for site traffic: County Road 39 (Hwy 14 or CR 84 from the south, or CR 86
from the north).
3. Estimated travel distribution along the routes: 70% from the south on CR 39 & 30% from the
north onCR39
4. Late afternoons and evening are the expected highest traffic volumes from above.
5. Existing access to the site is a circle driveway accessed by CR 39.
6. Project falls under an exception to storm water detention requirements per code section 23-12-
30 F. 1. A. 1) Use by right or accessory use in the A (Agricultural) Zone District, 2) Zoning permits
in the A (Agricultural) Zone District.
a. Drainage Narrative

ii. Originates from an irrigation ditch that follows CR 39 from north to south.
iii. Flows along ditch (along CR 39) until it exits property. There is a marked downhill
slope to the property with a ditch running along the entire western border of
property along CR 39.
iv. Flows along ditch (along CR 39) until it exits property.
v. No previous drainage problems with the property.
b. No storm water detention pond required.
Environmental Health Questions:
1. North Weld Water District is the drinking water source on the property. Water bill copy
attached.

3. No long term storage is proposed, except for brewing grains which should be used within a few
months of purchase at the most.

Completeness Review Responses — 6th June 2017
Environmental Health Department:
1. Restroom for customers will include a single -occupancy bathroom in the taproom facility. (See
attached diagram #1)
2. Brewing solid waste (about 1 quart of trub and about a pint of spent hops/1/2 BBL fermenter)
will be disposed of in landfill waste. Brewing liquids will include water and food grade sanitizer
used to clean and rinse brewing equipment between uses. Cleaning water will be repurposed on
the lawn and pasture.
3. Odor from the brewing process is minimal during the fermentation activity and does not pose a
nuisance to neighboring residences (closest residence is about 34 mile away to the north).
County Planning — Drainage Narrative:
1. Exception 14 of the Drainage Policy; Section 23-12-30: "A parcel greater than 5 gross acres in
size is allowed a one-time exception for a new 2,000 sq. ft. building or equivalent
imperviousness."
2. If water flows from an origination point on the property, it would follow a north to south slope
down the entirety of the parcel. Water would flow onto the property from the north which is
pastureland property.
3. The originating water would flow following the slope of the property from north to south. Water
would flow to an agricultural field to the south of our property.
4. The direction of flow across the property is from the north to the south.
5. There have been no previous drainage problems with the property in the 3.5 years we have
owned the property.
Department of Planning Services:
1. Sheaf & Kettle Brewing Company does not wish to pursue preparing food items at this time
however want to provide customers with packaged food items from other approved businesses.

items would include Roberto's salsa with tortilla chips(www.robertos-salsa.com/Purchase.htm)

3. Number of employees equaling 2 for the managing members Michael and Mary Woodruff.
Uncertain for future employee need due to growth of business but project 2 more employees
(one for taproom and one for brewery). Will rely on family and friends for volunteer help during

4. Projected vehicle numbers: Up to 24 passenger vehicle parking spaces with additional parking
around the circle drive with one-way flow of traffic; no tractor trailer deliveries, all supplies
retrieved via passenger vehicle.

9. The parking spaces that dead-end at the brewery have been removed and replaced to a different
location around the circle drive (See Diagram #2). This new configuration allows for the forward
movement of vehicles into and out of the premises with no dead ends and a circular flow.

47, Section 12-47-415 C.R.S.

Hello Kim,
Thank you for meeting with me the other day. Based on our meeting and the recommendations form
Jose Gonzalez, advising from the building department, I wish to make some minor modifications to the
aerial photography drawing and the draw building plans. This is meant to better represent the building
options for our proposed brewery and taproom operation. Please replace/amend these portions in the
application materials to present to the planning commission.
The Sheaf & Kettle Brewing Company LLC is proposing to be an agricultural based nano -brewery, Since
the agriculture component is planning to use our current farm land, there are a variety of building
options that may be beneficial based on the ability to utilize and repurpose existing agriculture
structures. On the aerial photograph these structures are Outbuilding #1 and Outbuilding #2 with their
proposed phases of possible deck or addition labeled as well. Under the circumstance that it is
unfeasible to repurpose any of the existing structures on the property we would also like to provide an
extra site to the planning map in the event that we need to add a new structure for the taproom and
brewery. This is labeled on the aerial photograph as Phase 3 (P3).
Included in this narrative are two diagrams of proposed Taproom or Brewery/Taproom combination
ideas which would include the repurposing of Outbuildings #1 and #2,

Trub is the sediment material the accumulates at the bottom of a fermenter at the end of a
brewing cycle. For a 1/2 barrel batch (15 gallons), about 1 quart of material is collected. Trub is
made up of spent yeast cells from the fermentation stage as well extra fine grain material from
the grain cooking process that didn't get filtered out. It would take only a couple gallons to wash
and rinse out each fermenter after each use. We plan on starting with about 7 lermenters that are
a 1/2 barrel in capacity each. A fermentation cycle is typically about 14 days so I estimate
cleaning out each fermenter about twice a month. We wish to tie into the existing septic system
since we do not plan on sending the trub down the drain, rather to collect it, harvest some yeast
cells for the next batches (called yeast washing), and feeding the trub to livestock or composting
it for the garden. The taproom will only have one bathroom for customers to use and we plan on
being a small craft nano -brewery, growing slowly and steadily as we learn the business. We also
only plan on selling pre-packaged foods for customers to purchase and consume if they so
choose.

The question regarding taproom capacity is currently tentative. Production is limited to as the definition of a nano -
brewery, defined as a brewery with a 3 BBL system or less. Should the need arise to revise plans to provide
accommodations for expanded parking; the owners will address it at that time. It is not the intention to have
overflow parking interfere with oncoming traffic or neighboring properties as due Weld County Access Guidelines.
We will have trash receptacles in place to contain any debris that is accrued on site and dispose of per our fiscal
responsibility. Such is the due diligence of any responsible business owner overseeing a venue, whether
commercial or rural, intending to draw in a customer base. Appearance will be of great importance as it always
has been.
Overall, site capacity is merely a projection and it would take time before customer usage data can be compiled.
Due to size availability, the business will need to work to adjust and adapt for this. These numbers are estimates
until data compilation provides a more accurate representation.
Since the taproom is set to be quite a distance from the irrigation ditch and the business owners will not use
disposable glassware, haphazard debris does not pose a burden. Any trash accrued onsite will be disposed of per
Weld County Regulations per the owners' responsibility.
FINAL REMARK
We appreciate the community supporting the proposal of a brewery establishment, as the vision of this business is
to serve as an agricultural experience (an agritourism business) to the visiting patrons. This is intended to be a
family -friendly business with restricted hours, and given the location and commute, to discourage behavior that
would be disruptive or unlawful to the neighboring properties. As employees of the service industry and citizens of
rural Ault, we value the preservation of the natural landscape while providing economic opportunities to our small
Northeastern Colorado community.

Objection #1 Response
As neighbors of the residential property, and proposed brewery/taproom business, at 41640 County Road 39
Ault, CO 80610, we have only had sporadic interaction with Barry Reider (one of named owners bordering
within 500 feet of proposed business, and the only person we have witnessed visiting the property as the
property is not currently residential). These interactions have always been pleasant and friendly in the past
three years and 11 months and we grew accustomed to this type of interaction. In the near four years that
we have resided at our residence, we have not yet met Julie Nelson in person, and would gladly do so.
We apologize for any oversight in not addressing Ms. Nelson (the other trust owner of the adjacent land)
directly and would be happy to sit down with her and discuss any concerns. The community meeting was only
with Barry Reider with the thought that further inquiries would be discussed personally with Ms. Nelson. It
always has been and will be our intention to maintain harmonious and respectful relationships with the
neighboring property owners.

The hours of operation are currently established in lieu of the owners' limited availability to work beyond
those hours. Regardless if the need to extend hours or extenuating circumstances arises, noise restrictions
will be set in place to prevent nuisance and undue aggravation. It is the vision for this business to be an
agritourism experience, and as such, maintaining an environment that is largely consistent with the
surrounding habitat. It is unlikely that hours will extend past 8 PM, since the intention of the business is to
maintain a family -friendly environment. On rare occasions, special events may be promoted during
operational hours and conclude before closing.
Objection #4 Response
If and when law enforcement is required, we will do our due diligence to contact them expediently. Since we,
as the sole residential inhabitants and owners/employees of the business, will be present at all operating
hours, we will monitor to the best of our ability to ensure that patrons are being respectful and abide by the
laws while on our premises. We will have zero tolerance for unlawful behavior conducted on our property or
towards anyone person. We will speak to the Sheriff's office regarding regular patrolling of the business
during operational hours and maintain transparency► with our patrons about our support in upholding those
laws. To establish boundaries, signs will be strategically placed indicating where the patrons are to refrain
from entering/trespassing. If and when needed, we will establish physical boundaries (fencing, etc.) to
prevent any confusion and possible endangerment to children.
FINAL REMARK
We appreciate the community supporting the proposal of a brewery establishment, as the vision of this
business is to serve as an agricultural experience (an agritourism business) to the visiting patrons. For that to
be effective, a taproom where patrons can experience the agricultural landscape in its natural beauty is
essential to fulfilling that vision. We are not currently able to be brew beer for distribution, so the promotion
and selling of the product must be done on site. This is intended to be a family -friendly business with
restricted hours, and given the location and commute, to discourage behavior that would be disruptive or
unlawful to the neighboring properties. As employees of the service industry and citizens of rural Ault, we
value the preservation of the natural landscape while providing economic opportunities to our small
Northeastern Colorado community. We encourage our surrounding community to trust us to do our due
diligence, and welcome the support for two entrepreneurs attempting to establish a local, small business.

Barry Reider is the only land owner who has expressed eventually building a residence on an adjacent
property that abuts Sheaf & Kettle Brewing Company. Michael Woodruff initiated a meeting with Barry
to discuss our intentions with the brewery and taproom business. Discussed the expected days and
times brewery would be open to the public, the use of our existing buildings for the business, and the
general idea of keeping the brewery a small family friendly venue. Barry provided some ideas for
helping the business in an agro-tourism sense.
