PERMIT FEE: $100.00 Submit $100.00 fee for each event where three -hundred fifty (350) or more people assemble, or can reasonably be anticipated to assemble, at any one (1) location, unless the location is properly zoned for such assembly, in which case one permit shall be required for the total number of events scheduled for that location for the remainder of the calendar year, not to exceed ten (10) events per year. As used herein, the term event means an assembly or anticipated assembly which is scheduled to last for three (3) consecutive days or less. Applicants must provide a statement by a bonding company licensed to do business in the State of Colorado indicating its intent to furnish a bond required in Section 12-1-30.B.13 of the Weld County Code, or a bond of $3,000.00, to ensure performance by the applicant of each of the terms and conditions of the temporary assemblage permit. South East Weld Fire Protection District & Hudson Fire will be on hand for emergencies during the event. See attached email. 9. Attach contract, agreement, or email. Trained Wild Animal Sanctuary Staff and volunteers will be on hand at the event and have medical, emergency, and crowd control training. Peer group control has worked extremely well in past Sanctuary events including the earth day and run -walk events. 10. Identify plans for communication amongst the assemblage, including the source, amount, and location of communcation equipment. Public Address systems will be used on Sanctuary property - however, their level and location will not be an issue with the Sanctuary's location in open farmland and having 720 acres belonging to the Sanctuary. All water is bottled commercial brands and waste receptacles are located throughout event and with contracted waste disposal provided by Waste Management Inc. 12. Attach contract, agreement, or email. Waste receptacles are placed in numerous locations and collected by volunteers. Then they are put in large waste dumpsters provided by Waste Management. A search of all calls for service at that address, since January 1, 2013, resulted in finding no law enforcement calls related to their events. The Sanctuary's plan for using staff and volunteers as peer group control appears to be sufficient for controlling issues at the event. The Sheriff's Office response to any emergency calls would be consistent with our response to other calls for service in the county, and can be covered by the on -duty deputies; we do not see a need to assign extra staff specifically for their events. That would be an increase of 940 spaces to what they are currently proposing. The other thing they could do is have a lower cap like 6,000 people for the entire event or around 2,000 people per day.
