HomeMy WebLinkAbout20171034.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC REGULATORY SIGNS ON COUNTY ROAD 14.5 BETWEEN COUNTY ROADS 7 AND 9 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that 30 MPH speed limit signs be installed on County Road 14.5 between County Roads 7 and 9, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic regulatory signs are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install 30 MPH speed limit signs on County Road 14.5 between County Roads 7 and 9, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 12th day of April, A.D., 2017. Conway c.C,,SOCRS) 10 spa+ch, PcUCZTL), CO S+a+e Pta,tral -,? 2017-1034 EG0074 MEMORANDUM TO: Clerk to the Board DATE: April 10, 2017 FROM: Janet Lundquist, Public Works SUBJECT: Speed Limits on CR 14.5 between CR 7 & CR 9 A Request Resolution from the BOCC directing Public Works to install traffic regulatory signs (Speed Limit R2- 1) on CR 14.5 between CR 7 and CR 9. The most recent traffic count was taken in March 2017 the AADT was 123 vpd with 13% trucks and an 85th percentile of 30 mph. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit (Section 2B-13). Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. CR 14.5 is a gravel road and is classified as a local road. CR 14.5 is part of the Grandview Highland Estates subdivision. Weld County received a citizen complaint requesting the reduction of the speed limit. Public Works recommends that the speed limit on CR 14.5 between CR 7 and CR 9 should be posted at 30 mph which is in accordance with the MUTCD.
