BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
SEPTEMBER 20, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, September 20, 2017, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Stephanie Frederick
Senior Accountant, Chris D'Ovidio
MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of September 18, 2017, as printed. Commissioner Conway seconded the
motion, and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
Ei CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
PRESENTATIONS:
1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - MARK MAGNUSON:
Chair Cozad read the certificate for the record recognizing Mr. Magnuson for his dedication to the
residents of Weld County. Judy Griego, Director of the Department of Human Services, presented
Mr. Magnuson with a plaque and pin and explained his accomplishments and contributions to the County
and the State of Colorado, and stated he is an advocate for the safety of all their employees. Mr.
Magnuson reported he will pursue a similar profession with the State and that the accomplishments he
achieved were because of the support from Team Weld. Each one of the Commissioners extended their
appreciation of Mr. Magnuson's contributions, expertise and knowledge, which he imparted to the citizens
of Weld County. Commissioner Freeman invited Mr. Magnuson to come back to the County to participate
in one of the many board and commission opportunities available. (Clerk's Note: The Board paused the
meeting for a photo opportunity.)

• 2) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT -
CYNTHIA SALAZAR: Chair Cozad read the certificate for the record recognizing Ms. Salazar for her
dedicated service to Weld County and its citizens. Deb Adamson, Department of Public Health and
Environment, presented Ms. Salazar with a plaque and pin and stated it has been a pleasure and honor
to work with Ms. Salazar at Weld County. Ms. Salazar stated she will miss her co-workers and she has
seen so many changes during her time with Weld County. Each one of the Commissioners thanked Ms.
Salazar for her positive attitude and wished her and her family the best. They extended their appreciation
for her exemplary work, congratulated her for 34 years of service, and wished her well in her retirement.

• PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Commissioner Freeman attended the 10 -County
Budget Conference and stated the presentations were beneficial. Commissioner Conway served as a
panelist for the Water Literate Leaders of Northern Colorado where they had discussions about water
storage and population trends. He also attended the Pedal to the Plains reception, which started in the
Town of Kersey, and extended his appreciation for the participation of Future Farmers of America (FFA).
He reported he had the opportunity to attend the Deed changing ceremony of Lincoln Park to the City of
Greeley. le Commissioner Moreno stated he appreciated the opportunity to attend the 10 -County
Budget Conference and the information he learned at the conference. He attended the Opening of the
Double Tree Hotel and extended his congratulations to the City of Greeley. Chair Cozad stated she
enjoyed the session on Economics at the 10 -County Budget Conference. She reported she attended the
City of Evans Community Heritage Days, the Town of Frederick's Miners Days, and later that day she
attended the Ag Feast and sampled local farmers produce. Lastly, she attended the Honor Flight in
Washington D.C., which she announced was an amazing experience. Commissioner Conway stated he
appreciated the Early Warning Budget meetings and thanked Don Warden, Director of Finance and
Administration, for his productive structure of the meetings.
BIDS:
• 1) APPROVE BID #B1700124, CNG FUEL SITE REMODEL - DEPARTMENT OF PUBLIC
WORKS: Rob Turf, Department of Purchasing, presented the three (3) bids received and stated staff is
requesting a continuance for the bid until the Colorado Department of Transportation provides
concurrence for the award, which will be after October 5, 2017. Elizabeth Relford, Department of Public
Works, requested that the Commissioners not award this bid until CDOT provides concurrences,
otherwise, there is the risk of losing the funding. Commissioner Kirkmeyer moved to continue said matter
to October 11, 2017. The motion was seconded by Commissioner Conway, and it carried unanimously.
• 2) APPROVE BID #B1700125, CONCRETE REHABILITATIONS - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf reviewed the six (6) bids received and stated staff recommends awarding to the low
bid from Mountain Constructors, Inc., for a total amount of $111,567.00. Commissioner Conway moved
to approve said low bid. Seconded by Commissioner Moreno, the motion carried unanimously.
El 3) APPROVE BID #B1700126, ROOF REPLACEMENT (HHW BUILDING) - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Turf presented the six (6) bids received and stated staff recommends
awarding to the low bid from Front Range Roofing Systems for $25,689.00. Commissioner Freeman
moved to approve said low bid. The motion was seconded by Commissioner Moreno, and it carried
unanimously.

NEW BUSINESS:
El 1) CONSIDER CONTRACT ID #1454 PUBLIC ROAD AT -GRADE CROSSING IMPROVEMENT
AGREEMENT FOR CR 49 AND AUTHORIZE CHAIR TO SIGN — UNION PACIFIC RAILROAD
COMPANY: Clay Kimmi, Department of Public Works, presented the agreement with the Union Pacific
Railroad Company for the replacement and widening of the railroad crossing at CR 49, just north of CR
54. He reviewed the details of the costs and stated the County is paying the railroad $176,638.00 for the
construction. Commissioner Conway moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
2) CONSIDER TEMPORARY ROAD CLOSURE CR 62.5 BETWEEN CRS 53 AND 55:
Amy Joseph, Department of Public Works, presented the closure effective October 9, 2017, through
October 13, 2017, for a culvert replacement and stated staff will use water for dust abatement.
Commissioner Freeman moved to approve said temporary closure. Seconded by Commissioner Conway,
the motion carried unanimously.
3) CONSIDER TEMPORARY ROAD CLOSURE OF CR 72 BETWEEN CR 19 AND STATE
HIGHWAY 257: Ms. Joseph reviewed the details of the closure effective October 2, 2017, through
October 6, 2017, for a culvert replacement. Commissioner Moreno moved to approve said temporary
closure. The motion, which was seconded by Commissioner Freeman, carried unanimously.
4) CONSIDER ADDENDUM #22 TO AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR
TO SIGN - COLORADO TECHNICAL SERVICES, INC. (CTSI): Don Warden, Director of Finance and
Administration, presented the terms of the agreement with CTSI who is the third -party administrator for
Weld County's Workmen's Compensation. Commissioner Freeman moved to approve said agreement
and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried
unanimously.
5) CONSIDER PROPERTY USE AGREEMENT FOR IPAD AND AUTHORIZE CHAIR TO SIGN -
LONNIE FORD: Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to
sign. The motion, which was seconded by Commissioner Moreno, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
