HomeMy WebLinkAbout20171923.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JUNE 28, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, June 28, 2017, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly • MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of June 26, 2017, as printed. Commissioner Conway seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PROCLAMATIONS: 1) CENTENNIAL ANNIVERSARY OF THE WELD COUNTY COURTHOUSE, JULY 4, 2017: Chair Cozad read the proclamation declaring July 4, 2017, as the Centennial Anniversary of the Weld County Courthouse. Commissioner Kirkmeyer extended an invitation to the celebration on Friday, June 30, 2017. She expressed her pride with the work and foresight of the Commissioners one hundred years ago. Commissioner Moreno thanked everyone who prepared and did research for the event. Commissioner Conway thanked various individuals for all the work done over the last year, including Judge Hartman, Karen Salaz, Jennifer Finch and her team for putting together the Lunch and Learns at the courthouse. Commissioner Conway acknowledged Judge George Carpenter for leading the effort to preserve the historical value of the courthouse. Each one of the Commissioners thanked Jennifer Finch and her staff for making the Centennial celebration memorable. �O I '7 Minutes, June 28, 2017 Page 1 2017-1923 BC0016 PRESENTATIONS: • 1) RECOGNITION OF SERVICES, DEPARTMENT OF BUILDINGS AND GROUNDS - MICHAEL HANSBERGER: Chair Cozad read the certificate for the record recognizing Mr. Hansberger for his years of service with the County. Toby Taylor, Director of Buildings and Grounds, presented a plaque and pin and recognized Mr. Hansberger for his twenty-nine years of outstanding service. He reported that Mr. Hansberger has been the sole plumber for Weld County. Each one of the Commissioners extended their appreciation for his institutional knowledge and being a faithful public servant, and always answering the "call" for help and being quick to aid. Commissioner Kirkmeyer expressed she enjoyed working with him. Steve Reams, Sheriff, acknowledged a memorable story about Mr. Hansberger which took place in the jail in 1997. Mr. Hansberger asked the Commissioners to take care of Weld County. (Clerk's Note: the meeting was paused for a photo opportunity.) • PUBLIC INPUT: Bob Grand, resident of Keensberg, announced he is the new Secretary of High Plains Library District and submitted the Positional Statement as Exhibit "A". He then presented his concerns with the budget process of the Extension Office and stated there is less support of young people in the 4H Leadership program. Each one of the Commissioners thanked Mr. Grand for presenting his concerns and agreed with his comments and stated the Commissioners have been working on obtaining more funding to get participation. Commissioners Kirkmeyer and Conway stated they are working hard to maintain people, but it is due to losing State funding. • COMMISSIONER COORDINATOR REPORTS: Commissioner Moreno presented information from the Upstate Coordinator Reports. BIDS: 1) PRESENT BID #B1700111, CRUSHED TYPE 1 COVER COAT AGGREGATE SUPPLY - DEPARTMENT OF PUBLIC WORKS: Barbara Connolly, Controller, presented the sole bid received and stated staff will bring back a recommendation on July 12, 2017. NEW BUSINESS: 1) CONSIDER CONTRACT ID #1188 EXPENDITURE AUTHORIZATION FOR VARIOUS WORKFORCE DEVELOPMENT PROGRAMS AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Department of Human Services, presented the Expenditure Authorization for Workforce Development Programs using 2016 funds. In response to Cozad, Ms. Griego confirmed it is for the fiscal year 2016. Commissioner Kirkmeyer moved to approve said expenditure authorization and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. El 2) CONSIDER CONTRACT ID #1212 MEMORANDUM OF UNDERSTANDING FOR THE TITLE IV -E DEMONSTRATION PROJECT FUNDING AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the amount awarded from the Title IV -E Demonstration Project Grant is $970,183.00, which will be used for the Family Engagement and Kinship Support. Commissioner Freeman moved to approve said memorandum of understanding and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. El 3) CONSIDER CONTRACT ID #1213 MEMORANDUM OF UNDERSTANDING FOR 1451 COLLABORATIVE MANAGEMENT PROGRAM AND AUTHORIZE CHAIR TO SIGN: Ms. Griego presented the annual Collaborative Management Program that has been obtained through docket fees. She stated the program consists for ten (10) mandated and eight (8) non -mandated partners which will provide treatment and services within consolidated resources, thus focusing on positive and direct Minutes, June 28, 2017 Page 2 2017-1923 BC0016 outcomes for child welfare families and children. Kelly Schramm, Director of Youth and Family Connections, explained how the agency serves the juveniles of Weld County and presented the Commissioners the 2016 Annual Report, as Exhibit "A". Commissioner Conway stated truancy is a precursor of juveniles getting into criminal mischief and the common goal is to keep youth out of the system. Commissioner Kirkmeyer gave background on the decrease in funding for the Child Welfare Program. Commissioner Conway moved to approve said memorandum of understanding and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. 4) CONSIDER CONTRACT ID #1214 CHANGE ORDER #1 FOR CAPTURE SOFTWARE (BID #B1600178) AND AUTHORIZE CHAIR TO SIGN - BUSINESS IMAGING SYSTEMS (BIS): Sam Penn, Department of Information Technology, stated staff is requesting a Change Order #1, because staff discovered an additional piece of functionality, which is needed for the Motor Vehicle Department. Commissioner Freeman moved to approve said Change Order #1 and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. 5) CONSIDER CONTRACT ID #1217 SUPPORT OF U.S. HIGHWAY 85 PLANNING AND ENVIRONMENTAL LINKAGES (PEL) STUDY AND AUTHORIZE CHAIR TO SIGN: Jim Flesher, Department of Public Works, reported the PEL study is for a 62 -mile section of U.S. Highway 85 and l- 76 and County Road 100 to develop a strategic vision which will address safety, mobility, and access concerns. Commissioner Kirkmeyer reported the Board has met several times with the Colorado Department of Transportation (CDOT) to discuss issues along the U.S. Highway 85 corridor. Commissioner Kirkmeyer moved to support the U.S. Highway 85 PEL Study and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. 6) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - 5 FLAT PRODUCTIONS C/O GARY RODARMEL: Janet Konkel, Fair Board, extended her appreciation for Mr. Grand's comments concerning the 4-H Program. Ms. Konkel presented items 6 through 17 for approval and stated the Corvettes West Car Club will be celebrating their 30th year, and Inflatable Fun Zone is a new vendor, which includes WOW Bubbles. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Conway and it carried unanimously. 7) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - COLORADO GARDEN TRACTOR PULLERS ASSOCIATION: Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. 8) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - CORVETTES WEST CAR CLUB CHAPTER: Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. 9) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN — INFLATABLE FUN ZONE: Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Freeman and it carried unanimously. 10) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - LONGS PEAK ANTIQUE TRACTOR AND ENGINE ASSOCIATION: Commissioner Kirkmeyer moved Minutes, June 28, 2017 Page 3 2017-1923 BC0016 to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. 11) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - MINIATURE HORSE ASSOCIATION: Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Conway, carried unanimously. 12) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - MOUNTAIN SHADOWS CARRIAGES, C/O DARIN HENRY: Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer and it carried unanimously. • 13) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - NORTHERN COLORADO DRAFT HORSE ASSOCIATION: Commissioner Conway moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 14) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - PREHISTORIC ADVENTURE: Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Moreno, carried unanimously. 15) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - RANCH SORTING NATIONAL CHAMPIONSHIP: Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously. • 16) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - WELD COUNTY MEAT GOAT BREEDERS: Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Freeman and it carried unanimously. el 17) CONSIDER PROFESSIONAL SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - YOUNG GUNS ENTERTAINMENT CORPORATION: Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. • 18) CONSIDER AUTHORIZING BOARD OF COUNTY COMMISSIONERS TO CONVENE AS A BOARD OF EQUALIZATION FOR CALENDAR YEAR 2017: Commissioner Kirkmeyer moved to authorize Board of Commissioners to convene as a Board of Equalization. Seconded by Commissioner Conway, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
