RE: APPROVE AGREEMENT TO CONDUCT SITE CHARACTERIZATION ACTIVITIES
AND REPORTING FOR 1399 N. 17TH AVENUE AND AUTHORIZE CHAIR TO SIGN -
PALMETTO ENVIRONMENTAL GROUP, LLC
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement to Conduct Site
Characterization Activities and Reporting for 1399 N. 17th Avenue between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Buildings and Grounds, and Palmetto Environmental Group, LLC,
commencing upon full execution of signatures and ending with further terms and conditions being
as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Agreement to Conduct Site Characterization Activities and Reporting
for 1399 N. 17th Avenue between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Buildings and
Grounds, and Palmetto Environmental Group, LLC, be and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 5th day of July, A.D., 2017.

Subject: Motor Pool Underground Storage Tank — Soil Sampling
In March, we discovered the underground storage tank used for temporary storage of motor oil and
antifreeze at Motor Pool had been compromised. At that time, it was thought just the inner wall failed
and the outer wall was still intact. So, we placed the tank replacements out to bid.
We have discovered the soils test report immediately around the tanks have indicated a breach of the
outer tank too. Subsequent contamination has extended to the surrounding soils.
When surrounding soils are contaminated, a Site Characterization Report (SCR) must be completed
within 180 -days from the first report. To comply with this requirement, we received four bids from the
State's approved vendor list.
The low bidder was Palmetto Environmental Group LLC. Their quote identifies performing five borings
around the tank's perimeter, laboratory tests and drafting the Site Characterization report for
$8,007.30. If additional borings are needed to determine the spread of contamination, the additional
borings/tests would be performed at the State's approved clean up rates.
Buildings and Grounds is recommending approval of this agreement.

Dear Mr. Gillingham,
Palmetto Environmental Group LLC, (Palmetto) is pleased to provide Weld County Government Building
and Grounds this Proposal to Conduct Site Characterization and Reporting at the above referenced site.
Site Characterization
Palmetto will advance five soil borings to a depth up to 25 feet below ground surface (bgs) to collect soil
samples for the vertical and horizontal definition of the waste oil and glycol impacts. Following drilling
activities, soil cuttings will be utilized to backfill the borings to approximately 3 feet bgs. Bentonite will
be utilized to plug the boring and surface completion will be installed to match surrounding surface
conditions. Palmetto will package and submit the five soil samples to an accredited laboratory for analysis
of full volatile organic compounds, oil and grease and glycol, with one soil sample submitted for
polycyclic aromatic hydrocarbons. If the vertical and horizontal extent of impacts are defined following
soil sampling activities, Palmetto will generate and submit a Site Characterization Report with a No
Further Action Request by the September Sri' 2017 deadline. Additionally, Palmetto has included the Cost
Summary Spreadsheet and Task & Labor Codes which billable rates are applied.
Estimate of Costs
• Field Labor, Travel, Equipment & Materials = $1,511.80
• Drilling = $3,300.50
• Laboratory Analysis =1,495.00
• Site Characterization Report = $1,700.00
The total cost to complete this phase of work is $8,007.30
Additional Provisions/Exclusions
The above pricing and scope of work does not include additional work in the event definition prior to
groundwater cannot be demonstrated and/or carcinogens are detected following laboratory analysis. Items
also excluded include drums, soil disposal, groundwater sampling, compaction testing, fencing and
multiple mobilizations to complete the scope of work. In the event additional impacts are observed and
groundwater monitoring wells are required, Palmetto expects site characterization costs will increase
based on the need to conduct additional assessment activities. In the event the total cost of assessment
exceeds $10,000, Palmetto will prepare a submittal to the Colorado Petroleum Storage Tank Fund on your
behalf.
