HomeMy WebLinkAbout20170380.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 40 BETWEEN STATE HIGHWAY 60 AND END OF PAVEMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that Speed Limit Signs (R2-1) be installed on County Road 40 between State Highway 60 and end of pavement, being more fully described in said proposal, which is attached hereto, and incorporated herein by reference, to ensure safety to the traveling public, and WHEREAS, after review, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install Speed Limit Signs (R2-1) on County Road 40 between State Highway 60 and end of pavement, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The most recent traffic count was taken in January 2017 the AADT was 236 vpd with 22% trucks and an 85th percentile of 49 mph. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit (Section 2B-13). Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. WCR 40 is a paved road and is classified as a local road. Research into the recent crash records showed 2 property damage only crashes and 1 injury crash on this segment of roadway in the past 5 years. CDOT built a new maintenance facility in this location and made a request for a reduction of a speed limit for this segment of roadway. The requested speed limit was 25 mph. Public Works recommends that the speed limit on WCR 40 between SH 60 and the end of pavement should be posted at 45 mph which is in accordance with the MUTCD.
