RESOLUTION RE: APPROVE 2018 ANNUAL PROGRAM PLAN FOR CHILD SUPPORT SERVICES AND AUTHORIZE DIRECTOR OF HUMAN SERVICES TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a 2018 Annual Program Plan for Child Support Services from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Office of Economic Security, Division of Child Support Services, commencing upon full execution of signatures, with further terms and conditions being as stated in said plan, and WHEREAS, after review, the Board deems it advisable to approve said plan, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the 2018 Annual Program Plan for Child Support Services from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Office of Economic Security, Division of Child Support Services, be and hereby is, approved. The Internal Revenue Service (IRS) requires that staff with access to federal tax information (FTI) maintain their access authorization through initial and annual training certification. The purpose is to ensure that staff understands the child support agency's security policy and procedures for safeguarding the data. The Federal Office of Child Support Enforcement has a similar mandate that requires providing security and privacy awareness training to those staff having access to FPLS and other child support program information The IV -D Administrator must attest that all child support staff and contractors that have access to FTI have been provided information safeguard training offered by the State office, and have been given the opportunity to review and ask questions with respect to the various policies and procedures issued by the state program, IRS afegu.ard. Weld County will be implementing i 1 of project with our local Weld County Employment Services. Three categories of cases will be included in the pilot: under/unemployed obligors on new orders, obligors on contempt actions, and non-paying obligors in one experimental enforcement caseload_ Some obligors will be referred for general services and certain obligors will be referred for intensive case management to an Employment Services Case Manager who will meet with the obligor and develop an individualized plan. The Plan may include: assessments, training workshops, referrals to Vocational Rehabilitation, Budgeting Workshop, Felon Friendly workshop, supplemental services, Resource Room access, Migrant Worker Services, Disabled Veterans Outreach Program,. Apprenticeships. Internships, hiring events, job fairs and the like. a 8. If your county has five or fewer child support employees, do you have an agreement with another county for coverage should an emergency or hardship occur rendering your employees unable to fulfill day, to day child support service operations? Classroom Bookkeeper Financial Training, Classroom Technician Financial Training, 1 Si Section 'V - Personnel Please see attachment: CSS-t4 (Rev 11/2017) Page 7 of 7 SUMMARY - Non -Custodial Parents Pilot Program Purpose of the Plan To connect Non -Custodial Parents (NCPs) with Employment Services Weld County (ESWC), through collaboration with Weld County Child Support Services (WCCSS). Child Support and Employment Services will work together to help the NCPs overcome barriers so they can meet their Child Support obligation through self-sufficiency. NON -CUSTODIAL PARENT'S PILOT PROGRAM Positions A. Child Support 1. One Legal Technician and a Resource Specialist a. Legal Technician Susie Lira will be assigned as the Technician in charge of the Pilot Program caseload. Jo Ann Weber is the Resource Specialist in the Child Support division currently in charge of the Contempt caseload and Confidential cases. The Resource Specialist and the Program Technician will jointly work their respective caseloads while working together to identify cases for referral into the program. Confidential cases will continue to be worked by the Resource Specialist with back up by the Child Support Managers. 2. Establishment b. Direct referrals will be made as early intervention on new cases when an order is established and the Non -Custodial Parent is not employed or underemployed. Individuals who do not reside in Weld County or are currently incarcerated will not be referred. These referrals will be made directly by the Establishment Technician to Lidia Gonzalez the CST (Client Services Technician) in the Resource room and her backup Patti Wolff. The Cases will be logged on a Spreadsheet by the Child Support Division to determine voluntary participation rate, if any, what services were received and how effective the services were. The referrals will be made once Child Support has been ordered. The NCP will have 5 business days to contact the Client Services Technician to schedule an appointment. 3. Magistrate a. The Magistrate assigned to the IVD-Program in Division 2 will work with the Department to order Non -Custodial Parents to participate in the program. The Program Technician and /or the Resource Specialist will speak to the NCP prior to their hearing to provide them information regarding the program. A meeting will need to be set up with the magistrate to determine how the case will proceed through the court process. 1 SUMMARY- Non -Custodial Parents Pilot Program B. Employment Services 1. General Services a. Lidia Gonzalez will be the point of contact on the Employment Services side. CST Patti Wolff will be her backup. The CST will be the person to whom Referrals are sent. The CST will assign the NCPs to the Case Managers, as per standard protocol, after an initial assessment. (See #2 below.) Codes will be developed for Connecting Colorado to identify the clients and participants in the program. b. Reports will be provided to Child Support Services so that services can be tracked on the spreadsheet. These reports will be provided monthly. 2. Intensive Service a. Case Managers will be assigned to our NCPs through the existing process, already in place on the Employment Services side. b. Case Managers will assess NCPs to identify NCP strengths and weaknesses. c. Case Managers will determine if the NCP is involved in other programs to establish communication regarding what each programs expectation is of the NCP. In being aware of the other programs the NCP is involved in, it will allow the Case Manager to set up a plan that will not conflict with the other program requirements. d. Case Managers will determine the best plan of action for the NCP tofollow. e. Case Managers will provide information regarding the NCP progress so information can be shared with the courts and entered into the Child Support case chronology. f. Information will be collected to include the number of individuals who obtained a degree or certification and their average wage. 3. Liaison a. The Program Technician will be co -located once a week in Employment Services to answer Child Support questions which other programs may have. The Case Managers may also email the Program Technician when they have questions. b. The Program Technician will also be available to the Client Services Technicians to support them in respect to the program. c. The Program Technician can meet with NCPs from the Pilot caseload in the Resource room to provide support and encourage them. II. Recommendations A. Early Intervention -General Services(Voluntary) 2 SUMMARY - Non -Custodial Parents Pilot Program 1. The Establishment Supervisor with the assistance of the Establishment Technicians will identify Non -Custodial Parents who are not employed when they meet with the NCP for the APA (Administrative Process Action) meeting. The Establishment Technician will refer the NCP for voluntary participation in the program. The NCP will be asked to contact the CST and set up an appointment within 5 business days after the referral is made. The Technicians will inquire whether the NCP is participating in other County programs prior to sending over the referral. This information will be provided on the referral form. This information will help the Case Manager when establishing a plan for the NCP. 2. The Establishment Supervisor or Technician will make the referral to the CST identifying the client as an Establishment referral. This referral will be made by email to Lidia Gonzalez. The email will be copied to Susie Lira, Jo Ann Weber, Nancy Lawson, Nance Kelly and Patti Wolff. B. Enforcement — General Services and Intensive Services (Voluntary and Mandatory) 1. Susie and Jo Ann will work together on the program to select potential cases. They will work their caseloads jointly and will be backup for each other. The Program Technician will be reassigned her previous caseload and it will become the pilot caseload. Susie Lira with the assistance of the Division Head Nancy Lawson will track the referrals on a spreadsheet which will be maintained by the Child Support Division. 2. NCPs can be referred into the program by the ProgramTechnician and the Resource Specialist in exchange for leniency on specified enforcement remedies and possible waiver of arrears for those with State debt if they are unemployed. The NCPs will voluntarily participate in General and Intensive Services. The Technicians will inquire whether the NCP is participating in other County programs prior to sending over the referral. This information will be provided on the referral form to help the Case Manager when establishing a plan for the NCP. 3. NCPs who are identified through the contempt process would be ordered to enter the program by the Magistrate and given leniency on specified enforcement remedies while participating. The NCP will be mandated to participate with Employment Services and to engage in Intensive Services. The Resource Specialist and the Child Support Technician will need to meet with the County Attorney and the Magistrate to determine how the Courts want to proceed with these Contempt Cases. C. Courts 1. The courts will order the NCP into the Pilot Program. The Program Technician and/ or the Program Specialist will meet with the NCP at Court or after the hearing is held 3 SUMMARY - Non -Custodial Parents Pilot Program to provide them information on the program. The NCP will return periodically to Court and information will be provided to the courts regarding the progress of the NCP in the program. D. Arrears Forgiveness 1. NCPs who have been identified by the Program Technician or the Resource Specialist as an appropriate candidate for direct entry into the program rather than through the contempt process, would be contacted by the Program Technicians and offered leniency of specific enforcement remedies and possible forgiveness of state arrears for participation in the program. If any other incentives can be identified these will be offered as well. E. Total Referrals 1. Employment Services can support 10 Intensive referrals per month. Employment Services can support an unlimited number of voluntary referrals for General Services. F. Referrals 1. Voluntary — General Services a. These referrals will come from all areas of the program. The Establishment Supervisor or Technicians will send referrals to the CST via E-mail on Early Intervention cases. A completed referral will be attached to the email. (see attachment.) A target of 10 NCP's will be identified for the voluntary referral per month from Establishment. 2. Mandatory — Intensive Services a. The Courts will order NCPs in to the Program. The target of two cases per month will be referred through this process per month. The two referrals will be selected from the new contempt cases which are filed with the courts each month. 3. Voluntary — General and Intensive Services a. The Program Technician will select cases where payment has stopped and contact the NCP to see if they are willing to enter the program. They will receive leniency on specific enforcement remedies and possibly forgiveness of State arrears as an incentive for entering the program. A target of 5-10 4 SUMMARY - Non -Custodial Parents Pilot Program referrals per month will be made from the Enforcement Pilot Caseload. The cases will target NCPs who may qualify for intensive services. G. Measurement and Outcomes 1. Participants will be monitored and tracked by type to see what outcomes were received by each of the focus groups (Establishment, Enforcement, Contempt). Success would be a 50% participation rate in all groups. 2. Tracking will be used to determine what services each group utilized and which services obtained the best results. This will allow Child Support to identify the needs of the NCPs in our cases. 3. Participants from each group will be tracked to determine if the participant stayed in the program and how many successfully completed the program. This information can be used to see if there are ways we help those who did not complete the program be successful. Success would be a 50% completion rate. 4. The Pilot Caseload will be reviewed to see how it was impacted by using the program. State Measurement Numbers will be reviewed to determine if there was an increase in percentages because of the program. Success would be the experimental caseload meeting the state goal of 66% of the monthly support ordered. 5. The number of non-paying cases will be monitored to see if there was an increase in payments because of the program. Success would be meeting the State goal of collections for the experimental caseload of the percent of cases with an arrears payment. 6. The data will be reviewed to determine which services were most used by the program participants. The Child Support Division and Employment Services Division may then be able to enhance the programs that were more beneficial to our NCPs. 7. Data will be reviewed to determine if the program assisted in better utilization of services between Child Support/NCP and Employment Services. 8. Employment Services can review data to determine if the program impacted use of the Resource Room. 9. Success would be 65% of the NCPs who receive Intensive Services attaining employment. 5 SUMMARY - Non -Custodial Parents Pilot Program 10. Success would be 75% of the NCPs who enter employment retainingtheir employment for a minimum of 90 days. H. Time line 1. Move Program Technician back to Child Support Division — December 1, 2017 — Physically back at CSS on December 4, 2017. 2. Approval of program- Mid to late December 3. Selection of Staff - By December 30th 4. Training of processes and procedures -Late December or EarlyJanuary 5. Selection of Cases for Enforcement Process -Mid January 6. Contempt referrals- Late January or February 2018 7. Referrals from Establishment for Early Intervention- Mid January 2018. 8. Tracking commences -January 2018 and continues through February 2019. 9. Review of processes for possible adjustments. — Monthly meetings in February and March 2018. 10. Review of processes for possible adjustments- Monthly meetings in April 2018, July 2018, October 2018, January 2019 11. Review of program data February 2019. All time lines will be dependent on program approval date. I. Data Collection and Reporting 1. Cross Divisional Data a. Divisional data on the family unit will be tracked on Intensive Services Referrals. b. Information regarding services provided to NCPs will be tracked by referral type. 6 SUMMARY - Non -Custodial Parents Pilot Program 2. Spreadsheet a. Individual participant data will be maintained on an Excel Spreadsheet. b. A quarterly Summary Report will be prepared to evaluate progress of the Pilot Program. Conclusion: The Non -Custodial Pilot Program will allow the Child Support Division and the Employment Services Division to work together to help our Non -Custodial parents. The plan will provide a Child Support Technician who will be able to identify and refer cases to Employment Services with firsthand knowledge of the programs available. The Project Technician will be instrumental in recommending Non -Custodial Parents for engagement in the program. The Technician will work in collaboration with the Resource Specialist to identify cases for the Contempt referrals. The Establishment Supervisor and Technicians will make direct referrals to the Employment Services Division on newly established orders where the NCP is currently unemployed. The Employment Services Case Managers will determine what the best plan of action will be to help our NCPs become self-sufficient. The program will help the Child Support Division engage with our NCPs to help them become more reliable payers. The program will help the Employment Services Division by increasing the number of services they are able to provide to the community. It will provide our NCPs and our CP's the ability to become self-sufficient through employment and on -going payments. The plan is consistent with both the State Child Support and Weld County Strategic Plans.
