How is the proposed rezoning consistent with the policies of the Weld County Code, Chapter 22? Answer: Sec. 22-1-120. — Comprehensive Plan guiding principles, B. Respect for Our Agricultural Tradition. The County has an agricultural tradition, as reflected by its ranking as one (1) of the most economically productive agricultural producing counties in the nation. Land use changes are occurring, and agriculturally zoned land is being changed to residential, commercial and industrial development. As these new land uses evolve, it is important that the established agricultural businesses and associated infrastructures are allowed to continue to operate without adding excessive constraints. Individuals who move into these areas must realize that they will experience conditions and services unlike an urban setting and must be willing to accept this lifestyle. The Weld County Right to Farm Statement can be found as part of the Agriculture goals and policies and, as a part of this Plan, supports the importance of agriculture in the County. We believe that since the original property owned by the Bliss family was zoned Agriculture, the property should stay Agriculture. We understand that the industrial and commercial properties that surround this land have been sold off the original farmstead and we embrace and welcome our neighbors as they embrace us. We even choose to have a home based business here. However, we would like to maintain a "nod" to the agricultural wealth that helped transform Greeley into the community that it is today by maintaining a piece of r+countnt in its original location. This property has a rich history going back over 120 years and unfortunately the loss of our beautiful 1880's barn on November 21$t, 2016 is now part of that history. 2. How will the uses allowed by the proposed rezoning be compatible with the surrounding land uses? Include a description of existing land uses for all properties adjacent to the subject property. The property is bordered on the west by Valley Sprinkler owned by Jerry & Carolyn Isbell, Inc. and bordered on the east by Extraction Oil & Gas who maintain approximately 17 acres of property. The rezoning will allow the property to continue to be used as it has been used for over 100 years in an agricultural capacity; prior to either Valley Sprinkler or Extraction Oil and gas taking possession of adjacent use. Additionally, Extraction oil and gas have agreed to allow use of their property for grazing of our animals during times of non oil -use in exchange for allowing easement of water pipes when accessing the free surface acres available to them at times allowed by law. 3. Will the property use a septic system or public sewer facilities? The property has two septic systems. One for the main house and one for the guest house. They were both installed pre- 1960 and are maintained at least 3-4 times a year by Slim's Sanitation. 4. Who will provide adequate water, including fire protection, to the property? There are two sources of water for the property. One is an existing well which provides all irrigation and water for animals and one is: North Weld County Water. This supplies the house and guest house. Fire protection is out of Eaton. After our barn fire on November 215t, 2016 we are intimately acquainted with the Eaton Fire Department. 5. Does the property have soils with moderate or severe limitations for construction? if yes, the applicant shall submit information which demonstrates that the limitations can be overcome. We have not had our soils tested but since we do plan on rebuilding a barn in the general location that the original barn was located, I anticipate no limitations on construction. 5. Is the road and/or highway facility providing access to the property adequate to meet the requirement of the proposed zone district? If not, the applicant shall supply information demonstrating the willingness and financial capability to upgrade the road and highway facilities. The site slopes generally to the west at 2-3 percent. The site is surrounded by VCR 64/) Street on the South, Valley Sprinkler to the West and Extraction Oil and Gas to the East and North. There is one abandoned irrigation ditch between the east property line and Extraction Oil and Gas. The site is fully vegetated with grass and mature trees.
