HomeMy WebLinkAbout20171294.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MAY 10, 2017 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 10, 2017, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Julie A. Cozad, Chair - EXCUSED Commissioner Steve Moreno, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer — (present at 9:02 a.m.) Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Amanda Petzold Controller, Barbara Connolly • MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of May 8, 2017, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Conway seconded the motion, and it carried unanimously. PRESENTATIONS: e1) SHERIFF'S OFFICE, RECOGNITION OF SERVICES - BRET KELSO, MATT MOLL, KEVIN MALOVICH, JONATHAN LANGE, JARED PATTERSON, AND MARC LESCHINSKI: Steve Reams, Weld County Sheriff, stated according to policy the Sheriff's Office recognizes Deputies who have exceeded their everyday duties in a public forum so the action can be put into the record. He noted that each Deputy, whether patrol or jail, does an outstanding job, but reiterated these individuals being recognized went beyond their daily duty. Sheriff Reams recognized each Deputy individually, and read into the record the description of each individual's action being acknowledged and awarded today. Each Deputy received a Life -Saving Award, except for Bret Kelso, who received a Citizen Award and a Challenge Coin for his actions in serving the public. After presenting Deputy Malovich with his award, the victim whom he served, Julie David, expressed thanks for saving her life, and stated Deputy Malovich is her hero. (Clerk's Note: Commissioner Kirkmeyer arrived at 9:02 a.m.) Each Commissioner thanked Sheriff Reams for allowing them to participate with these awards, and they thanked the Deputies for their loyalty in serving the citizens of the County. The Commissioners extended 5(5/no©I"7 Minutes, May 10, 2017 Page 1 2017-1294 BC0016 thanks to the families of the Deputies, and acknowledged how challenging their jobs are and the daily sacrifices the Deputies and their families make to keep the County safe. (Clerk's Note: meeting was paused for a photo.) • PUBLIC INPUT: Brett Eckelkamp, Representative for Congressman Ken Buck, announced the Vietnam Veteran's Celebration this Saturday, May 13, 2017, where there will be a pinning ceremony. He spoke on behalf of Congressman Buck, stating he will be present at the ceremony. He stated Congressman Buck is proud to be present at such a meaningful event and to work for a County who acknowledges and honors veterans. • COMMISSIONER COORDINATOR REPORTS: Commissioner Conway participated with the Cinco de Mayo celebrations, including the festival, awards, and parades. He chaired the South Platte Roundtable meeting, and advised the grants process is beginning and a joint Roundtable with Arkansas, Metro, and South Platte is scheduled for June. eCommissioner Kirkmeyer reported on the Quality Child Care Bill, which passed through the senate, but stated it did not pass unanimously. Commissioner Moreno attended the 1-25 Coalition, where the new councilman from the City of Broomfield was welcomed. He reported on the new maintenance process for the Family Resource Center, which was discussed at the Youth Family Connections meeting. He also announced the 9th Annual Heroes Celebration, which is scheduled for November 3, 2017. Commissioner Moreno attended the Law Day Appreciation Meet and Greet. He stated the Board of Commissioners was recognized by the Historical Preservation for its maintance of historical buildings in the County, and the County was presented with a framed image of the Court House. Commissioner Moreno added recognition to Jennifer Finch, Public Information Officer, for her time spent assisting the City of Greeley by taking photos of the award presentation from the Historical Preservation. BIDS: • 1) APPROVE BID #B1700090, PRISONER TRANSPORT VEHICLE (CARGO VAN) - SHERIFF'S OFFICE: Trevor Jiricek, Director of General Services, stated staff requested this matter be continued to May 17, 2017, and to schedule a work session prior to the approval date to allow for discussion on pricing, sizing, and height issues. Commissioner Conway moved to continue the bid to May 17, 2017. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. 2) APPROVE BID #61700069, QUAD AXLE TANK TRAILER WITH DUST PALLIATIVE SPRAY SYSTEM - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek stated a single bid was received from Utility Trailer Sales of Colorado, and staff recommends awarding to them for the amount of $103,449.00. Jay McDonald, Director of Department of Public Works, stated only two vendors showed interest. The second vendor, TransWest Trailers, submitted a no bid, due to recent business held between them and the County, where equipment purchased from TransWest Trailers failed, which led them to feel they would not be awarded the bid. Secondly, Mr. McDonald stated the bid called for the dust palliative spray system on the old trailer to be removed and installed on the new trailer. The sole bidder is not equipped to do that; therefore, the bid is only for the basic quad axle tank trailer, without the spray system. Mr. McDonald explained over the past couple weeks staff researched and discovered installation of the system can be done after purchase of the basic trailer at less cost with no violation to the new trailer warranty. He stated staff recommends awarding to the sole bidder, Utility Trailer Sales of Colorado, for the amount of $103,449.00. Commissioner Freeman moved to approve staff recommendation. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. • 3) APPROVE BID #B1700086, UNDERGROUND STORAGE TANK REPLACEMENTS (MOTOR POOL) - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Jiricek stated the low bidder, Kubat Minutes, May 10, 2017 Page 2 2017-1294 BC0016 Equipment and Service Company, meets specifications, and staff recommends awarding for the amount of $83,577.00. Commissioner Conway moved to approve staff recommendation. The motion was seconded by Commissioner Freeman, and it carried unanimously. NEW BUSINESS: • 1) CONSIDER CONTRACT ID #1089 AGREEMENT FOR QUALITY HOME CHILD CARE PROJECT AND AUTHORIZE CHAIR TO SIGN — NORTH RANGE BEHAVIORAL HEALTH: Judy Griego, Director of Department of Human Services, stated the contract is to help support twelve (12) child care provider homes to increase the quality of their home environment. She stated the funding will come from State of Colorado Employment Focus funding in the amount of $122,714.00. She stated the County will also contribute $100,000.00 from either the Community Services Block Grant or from the Temporary Assistance for Needy Families (TANF) funding. Additionally, North Range Behavioral Health will contribute $193,551.00. She stated the agreement continues through the fiscal year. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously. • 2) CONSIDER CONTRACT ID #1095 AGREEMENT TO PURCHASE OUT -OF -HOME PLACEMENT SERVICES AND AUTHORIZE CHAIR TO SIGN - AVANTI HOUSE: Ms. Griego stated this agreement is for residential child care services at a rate of $180.38 per day, and the contract ends June 30, 2017. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. • 3) CONSIDER CONTRACT ID #1111 AGREEMENT FOR RESPITE CARE SERVICES AND AUTHORIZE CHAIR TO SIGN — PATRICIA LIND: Ms. Griego stated this agreement is for sixteen (16) hours per month, at the rate of $16.75 per four (4) hours, with a maximum amount set at $67.00 per month. She stated this term ends June 30, 2017. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Conway, carried unanimously. • 4) CONSIDER YOUTHBUILD GRANT APPLICATION AND AUTHORIZE ELECTRONIC SUBMITTAL: Ms. Griego stated the department is looking to submit this grant application to the United States Department of Labor to provide education, occupational skills training, leadership development, and post -program placement opportunities to at -risk youth. She stated YouthBuild is an alternative education program for youth between the ages of sixteen (16) and twenty-four (24), who are high school dropouts, adjudicated youth, youth aging out of foster care, youth with disabilities, homeless youth, and other disconnected youth populations. Ms. Griego stated the start date is July 1, 2017, for a forty (40) month period, and the 25% in kind or cash match will be provided through a variety of partner agencies of the County. She stated the requested amount is $900,000.00, which will serve a maximum of fifty (50) individuals. Commissioner Freeman moved to approve said application and authorize electronic submittal. Commissioner Conway seconded the motion, and it carried unanimously. • 5) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 13 BETWEEN CR 56 AND U.S. HIGHWAY 34: Janet Lundquist, Department of Public Works, stated Gerard Excavating is requesting a two week extension from the original closure ending May 26, 2017, to be pushed out to June 8, 2017. She stated the delay is due to accomodations made for the Reorganized Farmer's Ditch and Union Pacific Railroad. The motion to approve said road closure, which was made by Commissioner Freeman, and seconded by Commissioner Conway, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
