ROLL CALL: The following members were present: Bob E. White, President Floyd Oliver, Vice President John Martin, Councilmember Robert Martin, Councilmember Also present: Mrs. John Martin; 4 members of the press; and the secretary, Beverly Thomas. MINUTES: John Martin made a motion that the December 5, 1978 meeting minutes be approved. Floyd Oliver seconded the motion and it was approved unanimously with Robert Martin not present for the vote. ADDITIONS TO THE AGENDA: Bob White deleted from the agenda reports by Bob White and John Martin. CORRESPONDENCE: Bob White read a letter from the County Commissioners regarding the new county officials swearing-in ceremony; a thank you note from the Dunbar family; a letter that had been sent to the applicants for County Commissioner for District I. He mentioned receipt of memos regarding employees' vacations, briefings, and merit pay raises. APPROVAL OF PURCHASE ORDER: Floyd Oliver made a motion, seconded by John Martin, that the purchase order to pay for a subscription to the Daily Times-Call be paid. The motion carried with a unanimous vote and Robert Martin not present for the vote. LYDIA DUNBAR'S REQUEST: Mr. White stated that Mrs. Dunbar had contacted him asking for the Council's opinion regarding Attorney Ralph Waldo handling Ed Dunbar's estate. Mr. White stated that Mr. Waldo, newly- elected County Councilmember, had been the Dunbar's attorney and therefore he is handling Mr. Dunbar's estate:—Floyd Oliver made a motion, seconded by John Martin, that the Council has no objections to having Ralph Waldo handle the estate of the late Ed Dunbar. The motion carried unanimously. MISCELLANEOUS: Bob White stated that Tom Chagolla, Cedric Hallock, and Doris Williams had contacted him to express interest in the position of Councilmember from District I should that postion become vacant. The President pointed out that the next regularly-scheduled Council meeting would conflict with the swearing-in ceremony. John Martin 780970 l / _ / c- 2 County Council Minutes December 19, 1978 Page 2 made a motion, seconded by Floyd Oliver, that the Council meeting on January 2, 1979 begin immediately after the swearing-in ceremony of the new county officers. The motion carried unanimously. Floyd Oliver pointed out that it would be helpful if the retiring Council- members would attend the first meeting of the new Council on January 2, 1979. EMPLOYEE INCREASE REPORT: Robert Martin presented the attached information regarding the number of county employees. He stated that Mr. Barrett had cooperated in compiling the data. Furthermore, an attempt was being made to track the source of the information used in a newspaper article that suggested that the county employed substantially more persons than show in Mr. Barrett's records. Mr. Martin said that he would be in touch with Mr. Barrett and have more information on this subject as it was available. Mr. Martin read a letter that the Council had received from a CETA employee, Adeline Hull. There being no further business, the meeting was adjourned.
