BOX 989 (3REELEY, COLORADO 80631 PHONE 352-6124 County Commissioners March 28, 1976 Weld County Centennial Center 915 10th St. Greeley, CO 80631 Dear Commissioners, Recent publicity indicates that there are some problems and concerns regarding landfills and landfill operations in the County. Aware of these and other problems for some time, it is our feeling that outlying landfills will continue to lose money, that new EPA re- quirements will make it harder and costlier to operate landfills, and that environmental cleanliness will become an ever-increasing concern. Therefore, we would like to propose an alternative that should solve or greatly reduce the impact of the above problems. Following a brief conversation with you last Thursday, we have reviewed some possibilities that would work. In areas of low- volume trash generation, we would propose a container, of 8 or 10 yard capacity, to be dumped once or twice per week. This would work well in areas such as Briggsdale. In higher-volume areas, we suggest construction of a site for compactor equipment. At these locations (Prospect Valley and Erie areas) would be compactors with 42 yard containers, which would be dumped as required. It is our feeling that implementation of the above would 1) reduce the necessity for numerous low-volume landfills within the County, 2) increase rubbish collection service to parts of the County that are now unserved, 3) reduce the amount of unintentional and intent- ional littering and dumping along highways and in non-approved dumping sites, and 4) alleviate EPA concern regarding landfills and rubbish collection procedures. We would like to meet with you at your convenience to review further these ideas and their implementation and to work with you on evaluat- ing their cost. We, too, are interested in good collection and landfill systems in Weld County and are challenged by the oportunity to design and implement a pilot program that would be unique for the County.
