ANNEXATION IMPACT REPORT
Statement of Purpose
This Annexation Impact Report, which has been prepared pursuant to Section 31-12-108.5 of the Colorado
Revised Statutes, is based on the Annexation Petition and Zoning submitted by the Applicants. It is being
reviewed and evaluated by the Town Staff, and is scheduled for review by the Town of Severance Planning
Commission on August 16, 2017 at 6:00 PM and Board of Trustees on August 21' 2017 at 6:00 PM. Please

Project Description
This is a project that was submitted by the applicants for annexation, and zoning.
The property proposed for annexation consists of 4.865± acres situated northeast of the intersection of Weld
County Road 23 and Weld County Road 72. The annexation meets the 1/6th or 16.67% contiguity
requirements set by State Statutes.
Requested zoning for the property described herein is town core. The land is currently zoned agricultural in
Weld County. The annexation and zoning map is attached along with the Vicinity Map. Severance legal
staff is working with the applicant for completion of an annexation agreement. The final annexation
agreement can be made available upon request.
The attached report, maps and tax district information address the impact report requirements as listed in
C.R.S. 31-12-108.5 (1)(a) through (0.

The Bornhoft Annexation
Severance, Colorado

The Bornhoft Annexation property contains 4.865 acres and is located in Weld County, Colorado. The
property borders:
North/West: Park Ridge Felte Subdivision 15t Filing within the Town of Severance via the Park
Ridge Annexation.
- East: Unplatted lands annexed by the Town of Severance via the Tailholt East Annexation.
- South: Weld County Road 72 and Town of Severance via the Kegerreis Fourth Annexation.
The property will remain in the Weld County Zoning "Residential" until said parcel is sold or developed
further. If the parcel is sold or developed further, the zoning will fall within the Town of Severance
"Town Core" zone as designated by the Hometown Vision Comprehensive Plan and per the Annexation
Agreement.
Proposed Land Uses
The Bornhoft Annexation Parcel (a portion of Lot A, RE2475) contains a single family residential home
with an outbuilding used for construction equipment storage and maintenance. The outbuilding is also
used as an office for Bornhoft Excavating, LLC. There are no plans to change the current use of the
property which is aligned with the Severance Comprehensive Plan Zoning Description of "Town Core".
Annexation Agreement
It has been agreed upon between the Land Owner/Developer and the Town of Severance that upon
acceptance of the Land Use Application for Annexation into the Town of Severance the Bornhoft
Annexation parcel will remain in Weld County Zoning "Residential -Industrial" until the parcel changes
ownership or the land use substantially changes. Please see the attached Annexation Agreement for
further detail.
Municipal Services
The proposed annexation area described by the attached legal description will not require any
additional services from the following municipal entities:
Water: North Weld County Water District.
Sewer: Currently the sewer is a septic system. Per an agreement with the town, once
Severance Sanitation Service Area has expanded to the adjacent parcels there will be a tie-in
manhole for connection to this sanitary system.
Police: Weld County Sheriff.

Fire & Emergency Services: Windsor Severance Fire Rescue.
Schools: Weld County RE -4 District.
Library District: Clearview Library District.
- Electric: Xcel Energy
- Communication Service: Century Link
- Gas: Currently a propane tank services the property. Upon buildout of the adjacent parcels
to residential developments, a tie-in to the Xcel Gas line will be permitted according to the
Annexation Agreement.
Financing Method
At this time there is no need for any additional financing. The proposed usage is aligned with current
use and there are no required infrastructure changes to be made.
School Districts Impact
The Bornhoft Annexation is currently within the Weld County School District RE -4 and will remain within
the RE -4 district moving forward. Since this is not a residential development there is no foreseeable
impact on the School District in the future.
Traffic Impacts
There are no anticipated traffic impacts. The land usage will remain the same and therefore will not
increase the amount of traffic entering or leaving Weld County Road 72 along the road frontage.
Environmental Impacts
There are no plans nor is there any intent to modify existing conditions on or within the Bornhoft
Annexation parcel and therefore there are not any changing environmental consequences anticipated.

Bornhoft Annexation Area
A portion of Lot A, Recorded Exemption No. 0807-01-3-RE2475, recorded July 8, 1999 as Reception No.
2705038 of the Records of Weld County, situate within the Southwest Quarter (SW1/4) of Section One (1),
Township Six North (T.6N.), Range Sixty-seven West (R.67W.), Sixth Principal Meridian (6th P.M.),
County of Weld, State of Colorado, more particularly described as follows:
COMMENCING at the Southwest Corner of said Section 1 and assuming the West line of the Southwest
Quarter (SW/4) of said Section 1 as bearing North 00°16'26" West, being an assumed bearing, a distance
of 2583.02 feet with all bearings contained herein relative thereto;
THENCE North 89°49'30" East along the South line of the Southwest Quarter of said Section 1 a distance
of 1583.65 feet to the Southwest corner of said Lot A of RE2475;
THENCE North 00°10'28" West along the Westerly line of Lot A a distance of 30.00 feet to the Northerly
Right of Way line of Weld County Road 72, a Northerly line of Kegerreis Fourth Annexation, recorded
March 28, 2000 as Reception No. 2758175 of the Records of Weld County, and to the POINT OF
BEGINNING;
THENCE North 00°10'28" West continuing along said Westerly line a distance of 20.00 feet to the

THENCE North 00°10'28" West along an Easterly line of Park Ridge Annexation, recorded December 28,
