CENTRAL WELD COUNTY WATER DISTRICT May 19, 2016 c #41) t-411°t-411°PTO `2=)' Asphalt Specialties 10100 Dallas Street Henderson, CO 80640 RE: Water Service Dear Mr. Stillmunkes: This letter is in response to your request for water service to serve the following property described as follows: - N 120A NE 1/4 and Part E %2 NW '/4 E of RR & S of Bull Can Exc UPRR Res of Section 25, Township 1 North, Range 68 West of the 6th P.M., County of Weld, State of Colorado. Parcel #146725000026 Submitted herewith are the costs for infrastructure and setting a 3" meter with a 760' line extension at Weld Co. Rd. 6 between 11 & 13: 3" Meter CIF Rebate Line Extension Total Due $ Before proceeding with the infrastructure, the above "Total Due" will have to be paid in advance, and the appropriate documentation completed for your application for water service. The District requires a 30 day notice for a tap installation. The cost estimate and availability of service is good for 30 days. A District approved reduced pressure back flow device will be required prior to entry to your system. Please note that it is your responsibility to contact Northern Colorado Water Conservancy District at 800-369-7246 for petitioning confirmation into the Northern Colorado Water Conservancy District. Central Weld cannot issue a tap until all requirements are satisfied This is in accordance with the Rules and Regulations of Northern Colorado Water Conservancy District A water tap installation is for a specific parcel of property and in no case will a customer be permitted to extend a service line from one parcel or property to another parcel to provide additional water service. The District has the right to review the annual allotment and compare it to actual usage to determine if additional raw water will be purchased and transferred to the District by Tap Holder. New service will have to meet the criteria stated in the Water Shortage Contingency Plan adopted by the Board on June 20, 2002. Due to the rapid cost increase of raw water, existing tap fees may not apply for water service to this property. The District will not notify, by separate letter, any prospective landowners or land purchasers of tap fee or line extension cost increases. Pursuant to District policy, the Tap Fee and/or Capital Improvement Fee will have to be paid in advance to the District by the prospective customer. Enginrrrc & C,7Nwthurtkr ilarrriak Consuh'anrs Mr. Rob Laird Asphalt Specialties 10100 Dallas Street Henderson, CO 80640 Subject: Percolation Testing Proposed Asphalt Specialties North Multi Use Development Weld County, Colorado Project No. 16.3091 November 2, 2016 Dear Mr. Laird: This report presents results of a subsurface and percolation rate study for the proposed leach field and detention pond for the proposed Asphalt Specialties (ASCI) north multi use development to be located on Weld County Road 6 in Weld County, Colorado. The study was made to characterize existing subsurface conditions and determine anticipated percolation rates for septic leach field and detention pond design. These designs will be performed by others. Factual data gathered during the field and laboratory work is summarized in Table 1, Figures 1 and 2, and Appendix A. It is Cesare Inc.'s (Cesare) understanding that the proposed detention pond will be rectangular in shape and excavations are planned to be no greater than 8 feet. The proposed leach field will be comprised of an area of about 5,000 square feet. At the time of our investigation, the site is currently used as an agricultural field. The site is bound by Weld County Road 6 to the north, a concrete lined canal to the west, a gravel road to the south, and agricultural fields to the east. The topography of the site would be considered gently sloping, with high point occupying the northern third of the site with a grade change of about 5 feet sloping to the south, and a grade change of about 3 feet to the north and east. There is a pond located about 1,800 feet north of the site, and two ponds located about 2,000 to 2,200 feet south of the site. The concrete lined ditch comprising the western boundary of the site was dry at the time of our study. There were no bedrock outcrops onsite. Subsurface conditions were investigated by drilling two percolation holes to a depth of 5 feet and 10 feet with a CME-45 drill rig equipped with a 4 inch solid stem auger. At least 2 inches of fine gravel was placed at the bottom of each percolation hole to prevent scouring, and the holes were filled with water and allowed to saturate overnight. Percolation tests were completed the following day following Weld County OWTS Regulations, 2014. Results of the percolation tests are presented in Appendix A. Bulk samples were collected from each boring. A more detailed description of the soils is presented on the Logs of Borings, Figure 2, with Key to Symbols. Samples were returned to the Cesare laboratory where they were visually classified and appropriate testing was assigned to specific samples to evaluate pertinent engineering properties. The laboratory tests included three gradation analysis tests and Atterberg limits tests. These tests were conducted 7108 South Alton Way, Building B Centennial, Colorado 80112 www.cesareinc.com Phone 303-220-0300 Fax 303-220-0442 CESARE, INC. to evaluate grain size distribution and plasticity of the selected samples. These results are presented in Table 1. Cesare's exploratory borings indicate that the subsoils, in general, consist of about 0.5 of sandy clay topsoil overlying claystone bedrock. The claystone is described as weathered to medium hard, moist, fractured, with iron oxide staining, and brown to gray to dark gray in color. Groundwater was not encountered during our investigation. A more complete description of the subsoil conditions is shown in Figure 2. These observations represent conditions at the time of field exploration and may not be indicative of other times or other locations. Groundwater can be expected to fluctuate with various seasonal, irrigation, and weather conditions. Cesare estimates the percolation rates of the subgrade material encountered at the proposed leach field and detention pond to be about 60 minutes per inch (mpi) and 480 mpl, respectively. As per Table 30-10-1 in Weld County OWTS Regulations, the soil types encountered at the proposed detention pond and leach field are Soil Type 5, Platy Clay. The analysis presented in this report is based on the data obtained from the borings performed at the indicated locations, and from other information discussed in this report. This report does not reflect variations that may occur between borings or across the site. This report has been prepared for the exclusive use of our client for specific application to the project discussed and has been prepared in accordance with generally accepted geotechnical engineering practices. No warranties, either expressed or implied, are intended or made. In the event that changes in the nature, design, or location of the project as outlined in this report are planned, the conclusions contained in this report shall not be considered valid unless Cesare reviews the changes and either verifies or modifies the conclusions of this report in writing. If you have any questions or comments in regards to this information, please feel free to contact our office. Sincerely, CESARE, INC. Darin R. Duran, P.E.
