MINUTES
BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 8, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, November 8, 2017, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:

El MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of November 6, 2017, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: Commissioner Conway requested clarification from Bruce Barker,
County Attorney, regarding ballot item 1B passed at the 2017 General Election. Mr. Barker stated he
presented the Board with an emailed memorandum earlier that morning that will be released to all County
employees and elected officials after approval by the Board, and it will be listed on the Consent Agenda
as an Item of Communications on a later Board agenda. No action is currently necessary to be
undertaken by the Board. There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
El PROCLAMATIONS:
1) VETERAN'S DAY - NOVEMBER 11, 2017: Chair Cozad read the proclamation for the record, and
commented that there are many events over the next week held in honor of our veterans in Weld County
and she is very appreciative of all Veterans. Each of the Commissioners, in turn, also expressed their
appreciation and gratitude toward Veterans.
8 PUBLIC INPUT: Tanya VanBeber, County resident, read a statement for the record regarding the
Weld County Charter and County Council, and asserted that these institutions serve as an avenue for

the people of Weld County's voices to be heard. Ms. VanBeber stated she believes that the voters of
Weld County respectfully challenge the Board of County Commissioners to begin a new era of engaging
in professional, open minded, and honest dialogue. Chair Cozad thanked Ms. VanBeber for attending
the hearing today.
= COMMISSIONER COORDINATOR REPORTS: Commissioner Conway attended the Hero's
Celebration, for which over 500 people attended, and passed a momento to Commissioner Moreno who
was unable to attend. Commissioner Conway also participated in a discussion at the Greeley Tribune,
along with Chief Jerry Garner, Sheriff Steve Reams, and John Gates, about how to move forward through
community engagement in light of the many tragedies that have occurred around the country in recent
times. Commissioner Conway also spoke about the thriving Weld County Summit. Commissioner
Conway commended Dr. Mark Wallace, Director of the Department of Public Health and Environment,
for his diligence in organizing this Summit. Commissioner Kirkmeyer stated tomorrow night is the
Highway 85 Coalition and Joint Bullseye meeting in Evans, Colorado, to discuss the INFRA Grant.
Commissioner Kirkmeyer noted that the Department of Local Affairs is holding a series of meetings today
in the Weld County Administration Building, regarding energy and mineral impact grants, and she and
Commissioner Freeman will need to take a couple of small breaks later in the afternoon to attend the
Energy Summit. The Town of Galeton is requesting $500,000 for their Sanitation District, and while Weld
County is not matching the grant, Commissioners Kirkmeyer and Freeman helped write the grant and will
help administer the grant. The Town of Berthoud is likewise applying for a grant for improvements to
County Road 7. At the Summit, Commissioners Kirkmeyer and Freeman will also be presenting Weld
County's application for a grant requesting one million dollars for County Road 87. Commissioner Cozad
announced that tonight is the first of two Highway 34 meetings regarding the Planning Environmental
Linkage "PEL" Study at the Colorado Department of Transporation, and the second meeting is next week
in Loveland, Colorado.
NEW BUSINESS:
=`1) CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION OF
PAY FOR SEPTEMBER, 2017, AND AUTHORIZE CHAIR TO SIGN: Wendy Bailey, Veteran's Services,
presented the report for the month of September, 2017. Commissioner Conway moved to approve said
report and certification of pay for September, 2017, and authorize the Chair to sign. Seconded by
Commissioner Moreno, the motion carried unanimously.
i= 2) CONSIDER CONTRACT ID #1530 LEASE AGREEMENT FOR COMMUNICATIONS TOWER
AND SITE AND AUTHORIZE CHAIR TO SIGN - T -MOBILE WEST, LLC: Mike Wallace, Director of the
Department of Public Safety Communications, reviewed the terms of the agreement for the Fort Lupton
Communications Tower. Commissioner Kirkmeyer thanked the Mr. Wallace and his department for their
work preparing this agreement. Commissioner Kirkmeyer moved to approve said lease agreement and
authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
