RE: 2018 FINAL BUDGET
A public hearing was conducted on December 27, 2017, at 9:00 a.m., with the following present:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Sean P. Conway — Present via teleconference
Commissioner Mike Freeman — Present via teleconference

The following business was transacted:
ID I hereby certify that pursuant to a notice dated December 12, 2017, and duly published
December 13, 2017, in the Greeley Tribune, a public hearing was conducted to consider the 2018
Final Budget for Weld County. Said matter was previously presented to the Board on
December 13, 2017, with a summary explanation provided by Don Warden, Director of Finance
and Administration; however, the hearing was continued to allow adequate time for legal
publication and a motion was made to waive the requirements of Weld County Code Section
2-1-10.A.4., to allow Commissioners Conway and Freeman to call in. Mr. Warden again
summarized the budgetary fund changes, and referenced the previous adoption of the 2018 mill
levy of 15.8 mills amounting to $145,754,379.00 in property tax to fund the 2018 budget.
• Chair Cozad stated for the record that the Board has had multiple work sessions and held
a public hearing on December 13, 2017, as well as several months of general discussion
concerning the proposed budget. She opened the matter for public comment; however, there
was no public testimony.
• Commissioner Kirkmeyer thanked Mr. Warden, along with Barbara Connolly, Controller, and
Esther Gesick, Clerk to the Board, as well as the other elected officials and various department
heads for compiling a fantastic budget. She stated Weld County has again been able to keep the
mill levy down at the 15.8 mills, considering several years of oil and gas fluctuations, changes in
the assessed value, and the building of Weld County Road 49.
• Commissioner Kirkmeyer moved to approve the Resolution to Summarize Expenditures and
Revenues for Each Fund and to Adopt the 2018 Budget as submitted. The motion was seconded
by Commissioner Moreno, who agreed this is a very sound budget and he expressed his thanks
to all involved. Chair Cozad and Commissioners Freeman and Conway concurred it takes a lot
of work and expressed their thanks to Team Weld. The motion carried unanimously.

Mr. Warden confirmed Emergency Ordinance #254, In the Matter of the Annual
Appropriation for Weld County, Colorado, for Fiscal Year 2018, was previously read into the
record by audio, and he reviewed the amounts reflected in Exhibit A. He explained the emergency
status is due to the assessed valuation received by the Assessor five ( days prior to the hearing
date. eNo public testimony was offered concerning this matter. Commissioner Moreno
moved to approve Ordinance #254 on an emergency basis. The motion was seconded by
Commissioner Kirkmeyer, and upon a roll call vote, it carried unanimously.
There being no further discussion, the hearing was completed at 9:16 a.m.
This Certification was approved on the 3rd day of January, 2018.
