Here is a response I just received from the City of Evans on the water question for RES16-0001.

Here's what I have. These show they paid a tap fee at a 1996 rate, considerably less than what it would be today and
homes were not constructed. We don't even know how much they actually paid, but that could be credited toward the
current fee. The documents also reference the "Arrowhead Agreement" and I will try to find that to figure out exactly
what that agreement was. The question for the city is did Arrowhead ever actually provide water rights to serve that
development? I'll look for that document and see if I can unwrap this question better. As it stands they paid a tap fee,
in 1996, and never constructed. The cost of taps is higher now and we still need to know if there are water rights
already provided to the city for the additional lots.
Sorry to complicate things but that is the best answer I have so far. I'll try to find out more and advise you asap.

I haven't. My guess is that these certificates would work and there are two of them, for two lots. Keep in mind we have
a significantly smaller staff and with the holidays I can't necessarily get an answer in a day as people come back from the
holidays and are catching up. I'll print them off and see what I can do.
