BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
SEPTEMBER 18, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, September 18, 2017, at the hour of 9:00 a.m.
le ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

• MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of September 13, 2017, as printed. Commissioner Freeman seconded the
motion, and it carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of
Hearings conducted on September 13, 2017, as follows: 1) USR17-0026 — K and M Company, LLLP.
Commissioner Conway seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed.
Commissioner Conway seconded the motion, and it carried unanimously.
• PUBLIC INPUT: No public input was given.
BIDS:
• 1) PRESENT BID #61700128, DEMOLITION (FEIT BUILDINGS) - DEPARTMENT OF BUILDINGS
AND GROUNDS: Rob Turf, Department of Purchasing, stated seven (7) bids were received, and staff
will review and bring back a recommendation on October 2, 2017.

NEW BUSINESS:
• 1) CONSIDER CONTRACT ID #1379 MEMORANDUM OF AGREEMENT FOR COORDINATED
INVESTIGATIONS INTO CHILD ABUSE AND NEGLECT AND AUTHORIZE CHAIR TO SIGN - LIFE
STORIES CHILD AND FAMILY ADVOCACY: Judy Griego, Director of the Department of Human
Services, stated the agreement provides the Department of Human Services and the Weld County
Sheriff's Office the right to use the Life Stories Child and Family Advocacy location in the course of
coordinated investigations into child abuse and neglect. Additionally, the location will provide the District
Attorney's Office the right to conduct debriefing sessions of investigations into cases of alleged child
abuse and neglect. Ms. Griego stated the agreement will end December 31, 2017, for a total amount of
$11,913.00. Commissioner Conway moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Freeman, the motion carried unanimously. (Clerk's Note: Commissioner
Kirkmeyer arrived at 9:03 a.m.)
• 2) CONSIDER CONTRACT ID #1382 AGREEMENT FOR CHILD PROTECTION SERVICES AND
AUTHORIZE CHAIR TO SIGN — NORTH COLORADO HEALTH ALLIANCE: Ms. Griego stated the child
protection agreement is to provide nursing consultation, care management, and education/training
services specific to Child Welfare cases and staff. Ms. Griego stated the term is from July 1, 2017, to
June 30, 2018, at rates specified in the agreement. Commissioner Freeman moved to approve said
agreement and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it
carried unanimously.
• 3) CONSIDER CONTRACT ID #1380 AGREEMENT FOR CHILD PROTECTION SERVICES (BID
#61700080) AND AUTHORIZE CHAIR TO SIGN - IDEA FORUM, INC.: Ms. Griego stated the
agreement is for services specific to anger management, domestic violence, and monitored sobriety. She
advised this contract is a Non -Core Services funded agreement, for a term of June 1, 2017, to
May 31, 2018, at the rates specified in said agreement. Commissioner Kirkmeyer moved to approve said
agreement and authorize Chair to sign. The motion, which was seconded by Commissioner Conway,
carried unanimously.
• 4) CONSIDER CONTRACT ID #1381 AGREEMENT FOR CHILD PROTECTION SERVICES (BID
#B1700080) AND AUTHORIZE CHAIR TO SIGN - DENVER CHILDREN'S HOME: Ms. Griego stated
this agreement provides day treatment services out of the Core Services funding for a period of June 1,
2017, to May 31, 2018. Commissioner Freeman moved to approve said agreement and authorize Chair
to sign. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
• 5) CONSIDER CONTRACT ID #1423 AGREEMENT FOR CHILD PROTECTION SERVICES (BID
#B1700080) AND AUTHORIZE CHAIR TO SIGN - MAPLE STAR COLORADO: Ms. Griego stated the
agreement will provide home studies for potential foster care homes for a period of September 1, 2017,
to June 30, 2018, at the rates provided within said agreement. Commissioner Conway moved to approve
said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion
carried unanimously. Commissioner Conway followed -up on the Aging Out Series televised on
Channel 4, and inquired what the reports indicate for Weld County's graduation statistics among foster
care children. Ms. Griego stated the reports have been received, but she has not had the time to review
them yet.
El 6) CONSIDER CONTRACT ID #1373 AGREEMENT FOR BRIDGE 47/66A CONSTRUCTION AND
AUTHORIZE CHAIR TO SIGN — UNION LATERAL IRRIGATING COMPANY: Clay Kimmi, Department
of Public Works, stated this agreement is the ditch crossing agreement for the Union Lateral Ditch, just
north of CR 66 and CR 47. He advised the agreement is required for the enlargement of the box culvert

as part of the CR 47 widening project. Mr. Kimmi advised the total cost of the project is $8,000.00, which
was approved by the Board in a work session on June 12, 2017. Commissioner Conway moved to
approve said agreement and authorize Chair to sign. The motion, which was seconded by Commissioner
Kirkmeyer, carried unanimously.
• 7) CONSIDER TEMPORARY CLOSURE OF INTERSTATE 76 FRONTAGE ROAD BETWEEN
HUDSON AND CR 49: Amy Joseph, Department of Public Works, stated the road closure is scheduled
between September 25, 2017, through October 13, 2017, for three (3) culvert replacements. The motion
to approve said road closure, which was made by Commissioner Freeman, and seconded by
Commissioner Kirkmeyer, carried unanimously.
• 8) CONSIDER TEMPORARY CLOSURE OF CR 74 BETWEEN CRS 62.25 AND 79: Ms. Joseph
stated the road closure is a continuation of the CR 74 project, which is to provide alignment to the east
side. The motion to approve said road closure, which was made by Commissioner Conway, and
seconded by Commissioner Freeman, carried unanimously.
• 9) CONSIDER TEMPORARY CLOSURE OF CR 18 BETWEEN CRS 57.5 AND 20: Ms. Joseph
stated the Department of Public Works apologized for missing the deadline of last Wednesday's Agenda,
and advised the work begins today. She stated this closure is for the replacement of two (2) drainage
culverts and was placed on last week's notifications to the public. The motion to approve said road
closure, which was made by Commissioner Freeman, and seconded by Commissioner Conway, carried
unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:11 a.m.
