COUNTY GOVERNANCE
ADMINISTRATION & POLICY MAKING COMMITTEE •

The County Governance Committee met on January 11, 1975, at 3 P.M. , in the
Commissioners' Meeting Room.
Members present were: Edward L. Dunbar, Chairman
Glen Anderson
William Southard
W. E. Rosenoff
George H. Brooks
A discussion was held on the size of the Board of County Commissioners, with
the discussion centered around an increase to 5 or 7 members. If the Board size were
to be increased, the additional members would probably be elected at large.
The committee also discussed the present salary structure, pointing out the
inequities in the salary for new commissioners as compared to the salary for hold-over
commissioners. The committee indicated it would want to look further into the salary
structure and probably make recommendations.
The question of adding a county manager to the governmental structure was discussed.
However, the members did not seem to be in favor of such an addition at this time. The
committee members seemed to be opposed to hiring a professional, which would add another
layer of bureaucracy. It might also lend itself to an effort by the professional to
perpetuate himself in his business.
The committee also discussed other elective positions and, specifically talked
about the possibility of an independent auditor, whether appointed or elected.
The next meeting was set for Saturday, January 18, at 1:00 P.M. , in the County
Commissioners' Meeting Room.
